each one is +2.5% - add to +10% from Supremacy ( 15% to hit total ). I don't have tactics on my Thugs MM's anymore, I find with 2 level 50 tohit IO's or a full set of Mandates you really dont need it. With 2x tohit IO's you are at 99% with the above bonuses.
The only reason I would take Tactics again is if I find myself always fighting +3's or PvP for the +Perception.
Also, it depends on your secondary too. Many of them have a -def power. Combine that with above and you don't miss that offten.
I usually take the leadership toggles on my MMs. They have the blue bar to spare, and I hate missing or having my pets miss. Accuracy is like defense, in a way; increasing your to-hit chance from 80% to 90% cuts your misses in half.
Plus, Rikti drones.
Don't forget about the confusion protection from Tactics. It can come in handy with certain enemy groups and in PvP.

Is Tatics need for Thugs/? I would think not since you would have 2 enforcers running it but I don't know the actual numbers they produce or if theirs is a smaller boost.
