Like Sparky or not, he makes a great IO mule with 4 slots (original + 3).
4 Expedient Reinforcement = +3% damage and +6.25% recharge.
And you can do the same with the PPP summon, too.
Those are some tasty set bonuses for a small number of slots.
He was so powerful so castle had to nerf it along with gun drone and ls.
This was before the changes to lighting storm but I would drop it and Voltaic Sentail and let them kill most things. Then again this is on my corr so I understand it is not the same.
VS should be a t3-4 power at best, making it a lvl 38 t9 is bad comedy
VS is an effective power.
It's also an annoying power.
If the latter outweighs the first for you, just skip it and let the rest of /elec's ultimate awesomeness carry you through.
There's something kinda nice about being amazing before you get your T9.

it does great DPS. It's just a pain stopping to resummon the darn thing every 60 seconds.
It should last 4 minutes, like Dark Servant, Extract Essence, Soul Extraction, every Patron Pet, the various Spider Reinforcement powers, etc, etc.

Like you said, the rest of the set is very good. The good news is you don't have to wait until lvl 38 to feel powerful, unlike Psionic Assault.
I would still take VS. The new Pet Recharge set makes it worth it just for the set bonus.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.

I felt much the same way. Now I only cast it right before a toughish fight and I'm much happier with it.
Personally, I like VS (at least for my Corr):
Good DPS, Pet Recharge sets and I can slot a stun proc in him. I don't need to keep him up all the time, I usually just summon him right before a fight.
Great DPE.
If I have to resummon, no biggie, to me it's just like making a high DPS attack.
My only complaint is that he aggros you (since he can't aggro himself)
