I'd say it's before July. The steel structures have been around - and apparently what they were intended for has been abandoned, if I recall War Witch's comment correctly.
It'd be interesting, sure. It just has nothing really to do with I15, which is more tied to the return of the 5th column and, presumably, the release/revenge of Reichsman.

The Fifth Column on the Moon for the 40th anniversary of Apollo 11 is SO much cooler than just EITHER the Fifth Column OR the Moon.
Oh, well, that's why I get paid the big bucks for my imagination in r/l...

I dont know for sure about a moon zone.
But with rumors going around about the 5th Column returning and a unknown character to be shown in i15 from the G4 interview could be Reichsman looking for revenge on Statesman and others.
My bet is that the 5th will order the villains to capture the Omega Team Capsule and use it to free an old foe from the past.. which leads up to his big return as the new leader of the 5th Column group. while the heroes has to find out what is going on before a huge invasion begins and the heroes must stop this threat before it goes bad.
But hey thats just my thoughts on what might happen..
