When I got some done by Rantz on DA, he told me he doesn't do them but I it just so happened that I caught him at a time when he was between work and he agreed. I have another commission in progress right now where the artist says he does not do original characters but agreed to do Belle since he liked her and that she seemed popular to him.
Well I could up my stalking a notch, but that one suit is still pending in court..... 
It never hurts to ask an artist, even though some will say no and others will just be priced waaaay outside your range. You wouldn't believe what Armando Huerta charges.
Nice pickup. I usually network through other artists to meet new artists and get the "tough" commissions. Solid business practice. THat's a good sketch though. Nice pickup!
