It's because the mechanics of the requirements are tied to your global account, not to an individual toon. If you read the requirement, it makes sense.

Are The badges you get for getting more tickets than your cap, Bounty, windfall, jackpot etc, supposed to award account wide?
I got these badges on my stalker the other day and they have now shown up on a new Peace bringer i just started today on another server...
Also the status bar for getting 100 AE badges has now appeared, even though I only have 6 AE badges. I didn't think the status bar for 100 was supposed to show up until you had the badge for 75....
