Issue with save captives
Yeah, I had this issue too. On one arc I simply made each hostage their own little 'goal'(or whatever it is called.) Not only could I have different people I got diferent dialogue.
On the other arc I simply accepted having them all be the same civilain.
If there is another option I am not sure.

I have something similar in my arc. I have 5 captives to rescue, from the random citizens mobs.
Most often I get the Tsoo Artist as a hostage about 80% of the time, the rest seem to work as I expect. I think the code for the Random Hostage generation is flawed somewhere.
I've never seen them spawn as an enemy group when it is supposed to be a random citizen, on my map at least.

I got the tsoo artist most of the time too on random, so I switched to make each separate (than I gave each of them names and stories and relationships)
I hit an odd issue the other day when I was trying to setup a save captive in my arc.
I set it up and chose the captive to be of the standard group Citizen. Then I chose Random. There were 4 to save.
When I went in to test, the captive was not the random citizen but one of the people from custom enemy group instead.
I went and changed it from Random to a specific citizen and it worked but I didn't want the same person throughout the whole thing.
I ended up making a custom group for captives but that just seems redundant.
Has anyone else had this issue?
