CoH Newb, PvP Casters?

For pvp i think experience is way more important than what AT you have. Stick with what makes u happy, if u like the corr use it but don't invest too much money on it. Test it out, play with it and see how that goes (corrs ususally get owned in pvp, but you atleast see what you like and what you don't like).

I originally heard that a ice corr was pretty good (was reading a thread before I made my first character.. I later found the thread was made in 2006)
..In that thread even though it WAS old they said Dom get owned.. is this still true? What makes them better then corr?
A good player makes a good char. Theres good Doms that win played buy good players. Theres also bad players.
One thing to conider when you making your first pvp char. Is the new issue coming up. Its going to take you a while just to get the char up to a pvp build. Then the time it takes to learn and master its playing style. Bye that time the new issue could be out which is changing quite a few things. So I would read up on that before I make my choice.

By "caster" you mean range-combat characters? Well, here are a few Villain ATs and powersets that often perform well (suggested by active PvP Forumite macskull):

Ice/Traps for a corruptor, I doubt it would be a good combination for PvP due to the sheer lack of raw damage. You'll notice that some people stack into one out of 2 forms of survival: high resistance/HP regeneration (survive through attacks mentality) or High damage (kill before getting killed mentality). I dont think Ice/Traps could fit or compete with these categories.
As you will realize shortly, this game's PvP suffers from a lot of unbalances and weird logics. But still, it IS cool. The reason most PvPers complain about it is that we see the great potential it has if it ever get fully balanced/standarized.
A few more hints for starting on PvP:
-hands down your best bet when it comes to Travel powers is Combat Jump paired with Superspeed. Almost all PvPer use it. Fly suffers for being unable to effectively chase or flee against these, and Teleport it almost useless altogether on PvP. If you can't fit SS+CJ, Having Superjump and altering between it and CJ works as well.
-make sure you understand how the IO Set mechanics work, and build your character aiming to stack bonuses. Mid's Hero Planner is a great tool for that, google if you need.
-There are different PvP Zones, and Arena. Each of these have their particular pros and cons, study them and decide a favorite one (mine is Siren's Call, but just personal opinion).

Maybe. But the point is, in CoV/H, "good" chars (FotMs) take the cake with ape-level skills, even against some good players. Also, a good char almost always means a good ammount of cash spent on IO Sets.

Ice/Traps isn't all that wonderful. It can be useful in zone PvP if you pick up TP Foe (set up your traps and then teleport someone into them, but this doesn't work well against most intelligent players). The Ice primary is still good but no longer as awesome as it was in I12. You'd be best off pairing it with a secondary such as Cold or Storm, though Therm could work as well.

if you are new you should probably play a mastermind, with bodyguard mode and a whole secondary of debuffs you should be survivable and have that "caster" feeling youre looking for. my best suggestion would be necromancy/poison.
if you like pvping after that move on to doms/corrs, they tend to be more difficult to learn with.

A MM is a lot harder to play than dom or corrs.
It might be harder to play efficiently but with the I13 changes pretty much anyone can pick up an MM and do decently with it.

Hey, could anyone suggest a pvp caster (villian) that would be decent?
I am willing to play FoTM but would prefer something that is average, not bad but not good..
I am currently lvl 11 on a Corrupter, I chose Ice, Science, Traps and the ice bolt (whichever is the lowered damage / lowered cooldown) .... Should I just stick with this?
