Firstly, the version of photoshop doesn't really matter that much. Once layers were introduced, the rest has been pretty much candy. I've been using Photoshop since version 2 (I currently use CS3 - or Photoshop 13), and everything from version 7 and up will do the job.
As for drawing tools, get a WACOM tablet. It will change your life. I mean it. There are a few rebels that say they can do everything with a mouse, but drawing tablets speed things up SO much that you'll really thank yourself. Plus, they're only about 99 bucks.
Beyond that, the computer can't compensate for raw skill. While you're looking about at digital tools, make sure you're practicing the basics of anatomy, shading, composition, and all those core art skills. Don't neglect your pencil =)

I have been using a pencil since I could crawl and will never stop that....I just want to try this photoshop stuff out and see if I like it.

same needs to be said about learning all you can about photoshop. There are also numerous tricks you can do with the program too that you can really only learn from online tutorials or from experience with the program.

yeah Photoshop is not cheap, but if it's worth every penny if you know how to use it.
PS CS3 Extended, on Vista 32Bit Enterprise. No Waco but yes to a Trackball. Haven't used an ordinary Mouse for graphics and edit work (or gaming) since High-school.
You could try out paint.net or GIMP and see if digital art is something you could be into. Both are free downloads, just google them. Then, if you really like it, you can always upgrade to photoshop, that way you don't shell out big bucks for something you may not like.

I don't know if this would help you, but Photoshop is one of those programs that is SIGNIFICANTLY cheaper for students. I'm talking a few hundred bucks.

this might be a stupid question but i was looking at the software bundles that they have with the tablets, and most come with photoshop elements 4. Is that at the level of photoshop 7? I wouldn't have thought so as 4<7 but in one of the bundles you get elements 4 and a brush pack that requires photoshop 7 or greater so i got confused.

You might want to try Paint.net if you just want the basics of photoshop. It's completely free.

Yes I didnt know there was such a high price on this product.....sucks that I am not going to be able to purchase it lol as my wallet seems to have a echo in it lol.
And I dont know if I would want to spend that kind of cash on something that I may not like.....I am going to try out that paint.net (thanks for posting that info) and if I like this computer drawing stuff I may get the PS in the future.
I got to thank all of you COH hero artists out there.....I havent drawn in over 5 years...and just recently got inspired by all of the artwork that I have seen on this site. Now I have to go blow off all the dust from my sketch pads and pencils and get back into it.
Okay so i got the paint.net program for now and I have to say it is pretty cool. I am having to use my mouse right now as I have to tablet (( Anyone know if you can use a tablet with paint.net))
Anyone know of any good tablets under the 150.00.....prefer more under the 100.00..

I tried that once. Talk about a challenge.
But yeah, most tablets just work like a mouse, with their base representing the screen, and the pen acting as pointer, so you should be fine. Many have magnification tools for finer work, but the basics are there for most of them.

Has or does anyone use this paint.net program? If so.....I have noticed that it lacks alot of features.....can you point me in the direction of any plugins for it.
Well most of us use Photoshop...as I said Paint.Net is the most basic program, GIMP would probably be the next Free program to advance to.
