but graver is more specialized towards great serious scenes, particularly horror. Also his particular art style really isn't appropriate for this kind of light-hearted and sexy theme.

The more detailed the characters and scene is, the harder it becomes to squeeze it all into a single piece that's still pleasing to the eye. I can't figure out how to reconcile 4 different characters, all in different spots doing different things yet interacting with each other, into a pic where you can actually see them all well. I think you're gonna have to give up parts of the idea, or make due with squeezing some of them together in creative ways.
If you don't mind one of them being unseen, due to having their back turned towards the camera, then that's much more easily done. Also, if you can keep Turbo and Sarix mostly covered by the water, then it becomes easier again. This really sounds more suited to being primarily a Kite pinup with added chars and details.

Well Reaver is merely background material at best. Sarix, Turbo, and Kite are the active members of the scene and thusly will require the most detail.

The Kite pinup idea sounds good as well, I also don't mind Sarix being less detailed in the background.
another way to stage it would be to have Turbo and Sarix in the foreground siting side-by-side in the spring and have Kite crouching directly behind Turbo and Reaver frozen in the background. Alternatively you could also have Red Kite entering the spring in between the two.
If you push those chars into the foreground and have Kite behind them, then that becomes a much more workable picture. It's essentially a 3 person pinup with 2 people serving as the base of a rough triangle. Then you add Reaver in as a background joke and that's pretty much it right there. You won't likely have much of Turbo's frontside to see, as she'll be turning in profile to view Kite, but for the most part, you can have all three facing the camera.
I love interesting picture ideas, but having taken commissions before, I can tell you that it's rare when someone's original idea can actually be used effectively in a drawing. The moment you have two characters facing each other, you've just lost the ability to show both of their front sides in any kind of natural pose. Not directed at you, but so many people don't get this. >.<
It's still why I continue to redo layout pics time and time again, trying to search for the right position to extract the most character facing along with the most fitting pose for the mood. It's also why I hardly produce finished pieces anymore.

This is why I posted it first here, so I could also file off the rough edges to the idea. 
I would probably suggest either AmericanNinjaX (whose commission list seems to be full at the moment) or possibly Bokuman.
Both artists have done CoX commissions before and both have styles that I think would befit a piece like this. Hope you work something out.
I'd certainly give anything a try, though this sounds like an ambitious piece and I'm finishing up a couple of pieces at the moment.
So it should probably be planned out roughly like this? With the small dots being in the background and less detailed.
Since they are all villains what do you think about making it have some Arachnos theme to the setting with maybe some spiderlings as little sake waiters? I think it's easier and safer to just stick with the tradition hot spring idea, but thought I would just toss the idea out there.
I'd love to see this piece done up in 3D and have been doing more pin-up style stuff recently, but I can understand if 3D isn't quite what you were looking for.
However... a 3D Turbi-Ski would be great fun to create!

I'm thinking of going with Reiq on this one probably, his style seems to be dead on for a piece like this, and I frankly don't mind the expense of it. My only worry is how big the boobs are in most of his pieces and how that might effect the piece. frankly I just would really like to get the idea a bit more fine tuned before actually contacting anyone for a commission.
Welll at the very least you'll not lose on the "wet skin" look with Reiq working on it...
but yah, he tends to over-endow his females.
Not that this is bad, I'd love to see his take on Soul, who's designed as 'zaftig'.... but not sure your ladies would need that.

This sounds like a neat idea for an art piece. I think Reiq would work well, perhaps you could just ask if he'd be willing to draw their assets smaller. I think the arachnos touches would be fantastic. I like the waiter idea, but, as you said, it would complicate the picture. You could always have his symbol thrown in there worked onto the towels or as wall art or some such.

I dunno, from what I've seen I think he could pull it off! 
He's been stuck in a bit of a rut lately (and he's getting REALLY sick of wings XD ). I think he could have fun with this one.

Actually, that's an old queue. 
He's on the second piece of #3 from that list right now.
Reiq's a great choice too!!! (just watch those bewbs XD ) Both Bokuman and Reiq have that great shiny wet look style that would look really good with this pic.

Hah. You tempt me with my one fatal weakness. Truely the best villain move. Yes, I think that layout is something that can be forged into something workable. Depending on who you get, it could be an exquisite piece.
As for Graver, while I love his art dearly, Graver is not really appropriate for a pinup artist. He's more of a mood artist and much better at capturing certain kinds of pieces, especially ones that are meant to tell a story. For some hot wet babes in the onsen, I don't doubt he could do a good job, but he's not likely to make them lush and full of 'healthy bounce.' It's not a slight against him, it's just the limit of his current style.

That's good placement there, however moving Turbo back to the edge of the spring so she is looking at Kite's backside might be more effective in showing everyone's faces. Still have plenty of room to toss in a Mel cameo and maybe another in the rightside of the back ground too, which is very nice.
btw I love the expressions you put on Turbo and Sarix, and the reaver pose also gave me a good laugh.
heh I just had a thought (stolen from larissa somewhat), Turbo wouldn't cover herself with a towel but with ice instead lol.
I think I'm going to toss in Alex's Pyromindi as the second cameo, both as it's appropriate side-by-side next to Mel and Alex frankly doesn't get enough giftart for the amount he has given out.
Hah, I love Suichiros positioning and expressions! The frozen Reaver in the background is great. As far as cameo's, it would be really funny to have several frozen CoV male characters caught trying to sneek peaks at the girls in the water. They wouldn't have to be full bodies like Reavers, maybe a head peaking over wall or through glass doors, around a potted plant to the side, under a lounging chair or small patio type table, with furniture depicted as suggestions of shape for less detail perhaps? I know that might enlarge the scope of your vision too much, but it just made me giggle out loud for reals.
Suichiro mentioned the problem with placing more than three girls in the spring is the inability to get them all naturally facing the viewer, but it feels a little empty with only three women hanging out. With all of them facing the viewer makes it look less like they were talking togeather until Kite's entrance dropped the bomb. (Kite's finger tucked in the band of her bikini to suggest it's removal is *way* hot btw, that was an incredible detail.). Perhaps to make it look more like the girls were talking and interacting naturally, but still inviting the viewer in (and for more cameo add too), you could put another female or two in the spring facing the three main focuses.
They'd be placed down low and you'd only need the back of the head at the bottom foreground. They wouldn't be a focus or anything, picking characters with a hair shape/outline thats distinct would make them recognizable without needing to face the viewer. Perhaps another female addition could be made by placing the shape of a woman with a towel farther in the background, coming out of -or on the inside like shes about to come out of- the sliding window. Being behind glass would also mean a less detailed character to distract from the the main. The impression of the imminent opening of a door and new arrival could add action to help create the feeling of a living scene for the viewer. And by being a vague shape in the background it can be added without impinging on the feeling of relaxation the main group offers in the foreground or the drama Turbo-Ski's facial reaction to Kite's arrival creates.
I know that would be a lot of added detail for cameos. I tend to get a little carried away with fitting more things in because I looove those scenes. I spend forever picking people out and fascinating over how they are still recognizable from only a distinct shape or color rather than any actual detail. Not being an artist I don't know if the perspective on the heads at the bottom might make them look huge, or if theres a technique for dealing with that? If you don't like lots of extra business, perhaps the added characters could be vague or very simple in detail. That might also heighten the three main characters as the focus because their detail in comparison would really make them pop.
The scenery set Suichiro designed looks great for adding acquaintances of Turbo-Ski and of her two guests (invited or not). Are you thinking of an intimate sexy gathering, or more of a sexy tongue in cheek group lounge scene? If it's meant to be an intimate group, maybe zoom in a bit so theres a little less scenery and more character percentage to the composition? Your idea was so creative and exciting that I started thinking about all kinds of things and I thought I'd venture a post. I don't usually put ideas out like this because I'm not very good at knowing how to make it sound right. I've offended plenty of people that tell me I sound like a know it all (boy do I not know it all) or critical and condescending and I never mean it that way. So please don't take anything that way, I'm just generally inept at reading things right. I loved this idea tho, it's exciting and I really wanted to share what it inspired in my imagination.
Anyone who knows anyone that can do this concept effectively please post them here (btw money is no issue on this piece either)

Scene:
Turbo and Sarix are nude in the hot spring chatting away casually after they had already frozen the overprotective and curious Project Reaver in a block of ice outside of the water. Scene occurs when Red Kite walks in wearing only a bath robe and an delightfully wicked grin on her face. Turbo becomes pale and is shocked to see her nemesis/admirer/stalker and covers her nudity in panic. Sarix is curiously turning her head to see what the problem is and Reaver is of course still frozen in a fixed position.
other details:
- I would prefer for the detailed nudity (nipples and genitals) to just happen to be covered by arms, steam, towels, hair, or anything really that suits the purpose.
- they are bathing during daylight
- Turbo-Ski is still wearing her pigtails even in the hot spring. The style of them can be different though if you want.
- Reaver should be frozen in a defensive "Oh crap, what have I done!?!" kind of pose.
- Sarix's horns should be a light purple in color and the tips of her fingers are pointy like monster's but still resemble a human's somewhat.
- Reaver should be in full costume since this is still the part of the overall story when his true personality is still sleeping and he lacks a lot of common sense (like how you don't go bathing in your clothes even if they are waterproof)
