As long as you don't completely exit and only logout, your costume should remain in 'memory'. Whatever the 'last' one is. The colors might have shifted around a bit though.
Also, it's a pretty easy run to Icon in IP even at a low level! 
Yeah, never realized that. The tailor in IP is right next to the Kings Row exit. Much easier than sneaking through Steel Canyon.

Very true. I discovered this a while back and try to tell anyone I see trying to sneak to the Steel Canyon Icon Shop.

This might be better in the tech forum, but I figured the forum for art and costumes would have the most players who knew about this.
Can you save a costume and reload it, i always get in game and find some little detail i want different, and since i haven't even said hello to newb guide I would rather remake then wait several lvls to get to the tailor, but it takes forever to redo, especially since it usually takes me three or four tries, (ok, so maybe more) is there a way to save and reload so you can start with what you had already?
