Nice checklist. Good update would just be mentioning the fact that accolades now work whenever you exem, so there isn't as much pressure to get accolades immediately. And with Ouro, you can go back and pick up specific badge missions, like Spelunker.
I actually find it easier to go back at 25 or 30 and grab that single mission. Since contacts sometimes don't give you the mission you are looking for you might waste a lot of time running from zone to zone doing other tasks instead of the one you need. And there are much faster ways to level from 10-15 than hopping from zone to zone without a travel power.

It just means that if you want a pretty convenient source of insps to use in PvP, you should do the missions. Zone out, grab them from your starting contact, zone back in. Really quick way to stock up.
It doesn't mean that you'll be prevented from using them.

Probably, depending on your character. It's also worth noting that there is a Tsoo story arc in the 15-19 range (available from Kong Bao, Vitaly Cherenko, Virginia Hoffman, or Thao Ku), and several other contacts in that level range also give Tsoo missions where you may find Sorcerers, although you might want to fine-tune your difficulty level and/or team size to make the most of them.
