In the year of 2004 the Earth was attacked by an alien race called the Rikti. While their goal was the domination of the planet, the aliens concentrated most of their forces on North America, predominately the east coast of the United States. This proved a fatal error for the would-be conquers as a majority of the world’s super powered individuals resided in Paragon City, which they fought tooth and nail in defending the home.

The resulting battle for Earth took nine months and eventually the planet’s forces defeated the Rikti, sending the very few remaining aliens running for home. Though the war took its toll on the defenders as the world’s hero’s population were decimated.

While the battle for Earth was raging, many underground groups outside of the law planned and struck once the war ended. With governments, military, and law enforcements reeling these villainous factions seized control; The Fifth Column marched upon the west coast, destroying Seattle and Los Angeles, and San Francisco. The Devouring Earth rose up attempting to convert Central America, Mexico and most of Texas into their version of utopia. The Freakshow preyed on those made homeless from the war, swelling their numbers and swarming about the east coast.

In the year 2007 the Earth’s society finds itself radically changed. Huge walled metropolises find their selves amidst a sea of unlawfulness, striving to survive.

Despite the devastation during the war Paragon City still flourishes, owning the largest population in North America. While the massive 100 foot wall offers protection to the city’s citizens more is needed in keeping the many threats out. For the last three years a small group of super powered individuals have banded together in defense of the city, simply named ‘The Scales of Justice’.

Currently a new core of heroes makes up the membership. They are led by:

**Valkarye: An archer who mysteriously appeared in the city a year ago.

**Rowr: Who is more feline than human, the group’s tracker and scout.

**Rocky Ramrod: The resident strong man, standing upwards to 8 feet with skin of hardened rock but a heart of gold. While appearing at first glance to be of a simple mind Rocky is actually highly intelligent. He is the conscience of the group.

**White Sands: An inventor and a widow; similar to many she had lost much during the war. Utilizing gauntlets that produce and discharge energy she fights with an intense efficiency that is unmatched.

**DJ Woody: The team’s funny man, with his quirky attitude and quick wit he helps keep the others ‘grounded’. Gifted with a remarkable voice Woody can wound foes or protect friends.

**Tarberetta: Quiet, shy tigress who wields her dual swords to great proficiency. She can usually be seen at a distance from the others but offers words of wisdom when needed.

**Maverick X: Brave, honest, truthful, daring, handsome – he is the poster boy for the Scales. Wielding powerful energy Mav is always seen in the middle of melee.

Inside the thick walls of the city, life for fifty thousand residents carries on as normal but on the other side evil constantly attempts to penetrate, to extinguish the life within, but is held back by the city’s defenders – The Scales of Justice.
