My villian works for Arachanos, so they just get ported to a cell somehow.
My heros, they never kill, they just knockout, or burn beyond recovery.
Well, in threads killing is what tends to happen, unless certain areas state otherwise.
As for in-game? Different characters have different styles. The game's lore says villains are defeated and teleported to the Zig (where they bust out two days later ). But my villian Blightlord would rather have another corpse to add to his army than send a perfectly good Longbow body off to an Arachnos cell.
On the other hand, my hero will typically send minor thugs off to jail. He doesn't run through Perez Park and slaughter everything in sight. He's arresting hordes of gangsters. But of course, larger threats such as arch-villains (player-made, RP-wise since Anti-Matter and others pop up repeatedly) he's aiming to make sure they never hurt the innocent again if they're really powerful.
Decide how your character feels about his enemies, and ask if he really would kill. Go from "What about Hellions? Vahz? Trolls? Tsoo? Family? Devouring Earth? Pantheon? Rikti? Malta? Carnies?" As you go up the threat scale, or undead vs. alien vs. human vs. monster, you might find your character has different opinions.

All of my heroes arrest.
Only one of my villains kill.
Heroes are more than allowed to go on a murdering spree, so it's all up to how you play your char.
Ah, this question is always so very interesting to answer. Like what Burning said, I think the answer depends mainly upon what villain group that you're fighting at the time.
My main hero, Solid Shot, generally works with two seperate groups that he lumps enemies in: Those that aren't a global threat and those that are.
Enemies like the Skulls, Hellions, Trolls, Family, Carnival, and Sky Raiders aren't really global threats, so Solid uses some special ammunition for his gun in order to take them down (mostly) harmlessly.
But for those that ARE global threats, such as Rikti, Devouring Earth, Malta, and Nemesis, Solid loads up some AP rounds and shoots to kill. No one's going to miss those guys if they're gone and Solid is fullfilling his primary directive by killing these people.
Then I have my main villain, Toy Dispenser. Toy, quite frankly, doesn't really care if anyone dies or not when he storms through, as long as they stay down. He tries to avoid killing petty criminals, police forces, and people who should know better, but for everyone else he doesn't much care if his bots kill them or not. However, Toy does have a certain hatred for several groups, such as Crey and the Circle of Thorns and has instructed his bots to go for killing shots whenever possible with those.
So really, whether your hero or villain kills people or not depends entirely upon what YOU think they should do. Now, technically it's against the law for a hero to kill someone, but would people really care if you killed every Rikti or Devouring Earth you came across? And for villains it's even easier. They do whatever the hell they want and the Arachnos drones just come in to zap away whoever's left alive afterward.

Mmm. Almost all of my characters 'Kill.' Between Corporate Monstrosities who don't give a damn about anything, much less life, WILL kill unless specifically commanded not to do so.
Another character of mine is mindless. He'll attack anything that gets in his way until they get out of the way or die. Alternatively, he'll just home in and kill whomever he had been bound to and ordered to kill.
Another character of mine is just a mercenary. She'll kill/let her enemies live with equal regard, depending on her paycheck. When not actively being employed, she'll go out of her way to help innocent bystanders, and she won't kill people unless they piss her off.
My heroes don't kill usually, but one of them does have a broadsword, and that weapon is designed for the ending of a life.
My villains - well, Aqualos is a cannibal, so...yeah, I suppose he does kill people...
My characters usually stick to the nonlethal takedowns.

They understand that bad guys have to die. Sometimes, the bastards don't stay down any other way. There's no existential or concept of justice question to it, the enemy just leaves no other choice.
Sometimes they're in too much of a rage to stop themselves. This is especially true of my Main Tanker (and first 50) and my Main Brute (and first Villain).
Others are just dark and twisted, like my Stalker, Sikk. He... He gets his power from soul energy, so he kind of HAS to kill people. His blade commands it.

This is a grey area that is frequently come across, especially with Scordatura. She calls it the "Flawed Hero Idealogy", in a sardonic nod to the "perfect hero" idea of only arresting.
The problem is, no matter how much you whitewash it, these criminals exploit civilian life. They hurt, rip off, demoralize, and often just plain kill innocent civilians. For every time she beats a thug unconscious to leave him/her to the authorities, she knows that he or she is eventually going to break out and hurt more civilians. She could end the pain now, she could end the problems, she could make sure that he/she could never hurt a civilian again. But she chooses not to. She has yet to answer "Why?" to herself.
She knows that her multitude of arrests will one day keep the numbers rising instead of decreasing, as criminal groups gain more and more allies and eventually outnumber the heroes in the city. And yet she still refuses to murder other humans.
She's been seen landing killing blows before. Perhaps she has her own code of what's truly "too far". Or perhaps she's simply grown weary.
Regardless, it's a grey area that every hero needs to think about, be they an arrester or a killer.
Actually, I was referring more to crazy lunatics who refuse to stop fighting.
The "As long as I breathe, I am defiant!" mentality that makes for some of the most epic heroes, and the most psychotic villains. My characters rarely go that extreme. Some of them teeter on that edge, such as Kipland Durj and Psycho13, others are far from it (Cedric Grey rarely has need of it, his attitude already has a will-withering effect on his foes).
I haven't yet made a villain that practices the "Scorched Earth Policy." It's hard for me to wrap my head around the idea of someone willing to destroy the world if they can't own it. However, I think I've made one villain that went nuts and tried something he figured went along those lines. Not an actual Player Character villain, but a Council Archon who tries to detonate a massive Shadow Cyst Crystal... He ended up in a bad way...

For my main, Hermod, it all depends on who he's fighting. Devouring Earth are mowed down with his gun (with the exception of the Devoured since they were once humans). For a long time Hermod killed Hydra because of their in game description as mindless monsters, of course a little story arc much, much later in game made Hermod feel like [censored] for killing so many Hydra men. Not going to run through every group, but for the most part my Heroes tend to kill the monsters in game. Lusca, Devouring Earth rock monsters and Tree monsters, Red Caps and the like are shot at with real bullets, everyone else gets rubber.
Oh, and before I forget, shot to kill on Rikti, I mean, we're still at war right?

Depends on the faction. You'll understand better when you get Omega Level security clearance (usually at level 40, but it can be attained immediately after level 35)

Did that one, I know the whole story. Hermod and well, all my heroes lived through the Rikti War, either as Heroes at the time or as normal people. It's hard to forgive or even trust someone who blew up your home town. Or fought against tooth and nail in a war. Hermod has a lot of trouble with forgiving them and or trusting that there's any real difference between the factions. They all invaded Earth, they all fought to kill us, even if they were just they guy tuning the laser or the guy firing it, they're all guilty of mass murder.
But that's how I look at it.
Hermod, you're going to like the resolution of the second invasion then. And all your heroes are going to feel majorly depressed for killing even a single Rikti.

Oh? I left after Issue 8 and only came back when I heard of the Invasion. Did they add something in Issue 9 to hint at the outcome of the story?
But yes, I'm really looking foward to the invasion and if it's anything like the Hydra Men revelation then I'm really looking foward to it.

You shouldn't be. The plot is filled with enough holes that you could mistake it for swiss cheese.
How do you guys deal with the enemies in these RP's? Do you kill them or something else?
