To the best of my knowledge, Atlas Medallion has no sparkle/glow... And the other ones wear off. Sadly, you cannot turn off the visual effects, however. Sorry to disappoint. 
I think Paragon Wonder's signifying symbol is the W on his chest and for Speedy it'd be his glasses 
As for the effects try turning particle effects down. It should help.

Really? I didn't know you could tone down the effects.
Question the First: You can't turn off the sparklies, but as someone suggested, drop the particles as far as they'll go. Won't remove them, but will reduce the glare.
Atlas doesn't give you sparklies, so it's definitely from one of the temp powers. You could always wait for it to wear off. Sadly, they do very quickly.
Question the Second:
All of my toons have at least one identifier that carries through to each costume (not that they are usually drawn with it, since I draw them nude.) Bella has a padlocked belt (her lover, Tox, holds the key). br0k3n only has the ears and tail, with the same hairstyle throughout (but every costume is the same color scheme). For the heroes in Paragon? BAB, his arms. Miss Liberty, her belt. Statesman, his helmet. Numina, her ghostliness. Swan, the winged cape (I WANT one).

You can actually just chuck the powers, open up your powers tab, right click, remove power. If you aren't particularly attached to those powers, poof no fx. If you are, well, yeah, follow the advice of others
As for signature stuff, can't really help you there, none of my high visibility characters have a distinctive, unique to them, thing really :7
Yeah, monkeying with the graphics options might help, I honestly don't know.
Answer the second: While most of my characters tend to have distinctive backgrounds, appearances, or outlooks, not much sticks out as a trademark. There are some exceptions, though.
In my realm of fan-ficcery Marty and his two good friends Ivan and Phobias form the offbeat team of The Screeching Banditos (so named because if their powers, outfits, and origins have nothing in common, why should their team name have any?). While the Banditos aren't too keen on symbols, they all do wear those black fingerless gloves as their single nod to thematic cohesion.
The only other character of mine with a real trademark is Trix , my dominator/sneakthief. Being the flamboyant sort who took up catburglary for the hell of it, the calling card she leaves after her more spectacular capers is a black card with a stylized pink fox on it. (of course if she's been hired by someone else who wants zero traces of her involvement she won't bother with a card. She's flamboyant, not stupid.)

First one is allready answered. I deleted those sparkly and bright powers on my Villain. They simply clashed to badly with her colours and theme (Smae reason she doent have HAsten. No yellow orb at her hands.)
2. Question.
Snowman Frost has 4 things I cant imagine him without. Scarf, Tophat, Carrots and Icesword. The clothing was on him when he came alive and he has kept them ecver since. The carrots are simply his favourite snack (of the healthy sort, icecream is the alltime ((clichee)) favourite) and the icesword is a point of pride for him. He is proud of his fencing skills as well as his ability to form a unique weapon.
2) Turboski's ice scythe! TA's hood and visor! Moggie's....gray? Oh well

well as the first question is taken care of I'd say pretty thoroughly I am going to play around with answering the second.
Like manticores Bow, Positrons blue lines in his armor,statesman's helm. With TA I think you know the staff is all him! lol. The visor and the hood are also things that make him notable. With Aot it would be the same hood, his face mask and arm spines for me.
I think everyone has these like Juggy's axe, Feral Kats mask, Feral kitties mesh top,Speedy's wings on his mask,Rowrs missing outfit,CB's checy emblem,Cyberlynx's doglike figure, Bayani's glasses. Things like that lol

I need some help from you wonderful, talented, handsome/beautiful people. Wow, have you lost weight? You really look nice in those jean/slacks/dress. That top really flatters you. Has anyone told you that you should audition for Idol with a voice like that? You're way better looking and smarter than (insert rival's name here).
Anyway, to the matter at hand. I have two questions that need answers, one of a technical nature, one of an (I guess) artistic/aesthetic nature....
Question the First: I want to get a decent screenshot now that I've slightly changed TL's costume, turned off the toggles, I've got no aura going, but still I'm left with sparklies and light spikes. I can only guess they're from new powers I've picked up recently (ie Safeguard Mish End & Health temp powers and the Atlas Medallion). Is there a way to turn of the visual effects for those inherent powers or am I stuck using the costume creator screen for decent screenies? I want to be rid of the sparklies darnitall!
Question the Second: You know how some heroes can be identified by a specific object or symbol? You see that object or something like it and immediately think of that particular character(Ie - Capt. America's shield, Wonder Woman's Lasso, etc) Well, for the heroes in Paragon, what would be their "symbols" be? I'm thinking along the lines of Dragonberry's scarf, TA's Nemesis Staff, Statesman's Mask.... Gimme some ideas. I have no particular reason for asking this.
