Don't just say you "wish you could draw like that", go get a pencil and try it! Get some drawing books, try out some different styles. Once you find the style you like, post your drawings on here, and we'll help ya with them! 
The art forum here is really good at critiques, and helping people get better! 
You can ask any of us for advice, too! Just send a PM to any of us art peeplz!

Haha, trust me I tried. I cannot seem to draw anything from my mind but if I have a picture I can copy it fairly well (not tracing). But ya...I should get some books or something
That's great! If you can sketch something from the cover of a book fairly well, you've got talent! Just get some books, or look at some different styles! You can also show us the different styles you try, and we can help ya on that!

In my opinion, this is a good way to start. Copying an artist that you like will give you an idea of how to simply get something down on paper. Once that becomes a little easier for you, your own style will start to come out naturally.
Copying is good. Studying what others have done (properly!) will help train your eyes and your mind and your hands, and THEN you can start drawing 'out of your head'. I'm working on that right now

On the internet, always. In real life, mature youngsters tend to confuse their peers and impress adults. Well, to my observation anyway. It's all relative.
