You are correct in that the powers cost that much per tick, but the armors tick every 1/2 second. Just like Lightning Field ticks every 2 seconds.
It's easier to express everything in endurance used per second.

I'll be sure to include in power descriptions (mostly the armors, here) about the actual "tick" value, while noting the EPS in the numbers portion. One more way to improve the info!

On characters with aoe dmg like lightning field or the fire aura on my fire brute, as much as it's tempting to take it at the earlier levels, I usually build with it at around 30...this way Stamina is in place, you have SO's to help with the effectiveness/end cost of things, and this allows you to take something else (like a Stamina pre-req, travel pre-req, another key power, etc) earlier on.
Just my past experience, but of course ymmv

my E/E brute is 35 currently. What I'm experimenting with is trying to captilize on the endurance drain feature of my brute (primarily for PVP purposes, and it does help with bosses as well...hard to beat draining a blaster out of endurance in the air and watching them fall).
Any idea what the endurance drain values are for the power? And perhaps more importantly, does adding endurance modifications to power sink increase the endurance lost by the victims? Or just what's gained? or both? I'm also slotting charged brawl with 3 SOs of end modification soon (in fact the plan for my other end draining attacks call for 3 acc, 2 damage, 1 end mod to hopefully captilize on that approach).
Charged Brawl and JL drain 7% (1.25 end PvP)
Havoc Punch and CI drain 10% (2 end PvP)

Yes (both)
The end return on the single target powers also appears to be 1/2 the cost of the power, on a 10% chance to happen.

OP says no Toxic resistence but power surge has it and 3 slotted def gives you toxic resist of 82.6.
also all your resist numbers are off. go to your defense button in hero builder and start checking the boxes off. you will notice ridiculous numbers. 274% to energy? please.
Based on what has happened to the other powersets over the years, dont expect this for too much longer

You have no idea what you are talking about. The only way to get these 'ridiculous numbers' is to pop powersurge which is at best up 50% of the time, and has a crash at the end of its duration that can get you killed. Without this power, you have NO resist to toxic.
Not only does he mention this in his guide (including how much toxic resist you can get with 3 slotted resists in powersurge) if you actually read it, but his numbers are all right.
Generic has the way of it. Also, since you cap at 90%, anything above that is just "over-capping" and therefore only good for combating -Res powers. Actually, I should include that as a PvP note, come to think of it...that running your toggles while PS is up is a good way to NOT get screwed by -Res. Noted for v1.2. Speaking of which, 1.1 is HERE.

Call me whatever you want, I am not the one deluding myself. This powerset is going to be adjusted period. without power surge you beat invuln in almost every resist. The only thing invuln is on top is S/L but that is with 3 powers taken as opposed to only one power from elec.
Add tough, which is doable now since you are not taking 2 other powers and you close the gap even further.
Actually, I'd venture a guess it's NOT going to get looked at. Reason? It has no self heal. You do gain levels of resistance that people assosciate with tankers. But every actual tanker set heals and/or buffs HP in some way. The ONLY way you can get a self heal without insps is through the Medicine pool...and the devs seem to think this is balanced. If it wasn't, this would have never hit. Also, I can't exactly recall many people crying "electric armor brutes are too strong in PvP/PvE!" to an extent that would cry nerf. I could be wrong. There could end up being a minor reduction in the base self-buff value, resulting in slightly lower resistances. But I don't think you're going to find it getting hit like regen or anything.

You either need to look up the definition of "only" or learn how to count.
Last time I checked, Invuln tractored Electric Armor into the ground as far as defense and self healing were concerned.
This is my current build and I'm stuck on what to take next. Any suggestions would be appreciated.

After what sums up to a long forum absence, I'm semi-back, and will be bringing the update to this guide to account for IO advice withing the month! Looks alot like a "this would be nice for RV as a level 50 respec" build, part of the concern with building is order of events. I've found that as an early portion I personally like an order of events like:
01) Havoc Punch
01) Charged Armor
02) Charged Brawl
04) Jacob's Ladder or Hasten (or Flurry)
06) Conductive Shield
08) Thunderstrike
10) Static Shield
12) Hasten (or Flurry) or Jacob's Ladder
14) Superspeed
With the SS powers being easily replacable by their SJ counterparts. That's the extent of the levels where I've truly been PLAYING, however, and testing has taken up the post-14 time so far. Once I can get one to 40 through playing, I'll be much more able to include slotting and more focused build examples (with substitutions).
