Are you sure invisibility from the concealment pool is NEVER suppressed? In particular, have you tried clicking on a mission glowie while under its effects, in close proximity to mobs that otherwise have no perception bonus.
Granted, this is a PvE situation, which is handled rather differently from PvP. It MAY, however, be relevant in Warburg.

I couldnt really read all the pages so I just wanted to ask this. With stealth IOs it says you cant use any other stealth powers, but how can stalkers get capped if they can only use either Stealth or the Stealth IO?
My MM just got a stealth IO(Teleport kind) and was planning to use Stealth as well, but IO description says you cant use any other stealth powers? Im confused. Also it says it grants stealth everytime u use it for 120secs. Can the IO grant it again right after it wears out? Thx!
Nope... You're perception is at it's cap...
but in Sirens, it would be 1013 ft(since you are exemted down to L30 there) and a Stalker's stealth in Sirens is capped at 1003 ft... You would be able to see the Stalker from a max of 10 ft away. 
You could add 5000 feet more perception (Exageration---) and it still would be reduced to you're perception cap. At L37, your's is capped at 1062 feet... max
