By 'puppets' I assume you're referring to robots. Zombies could also be puppets but all your talk about technology makes me think robots. Very well written origin, it's nice to know where this guy comes from since one of my guys has to deal with him. Not much else I can say, ther than the fact that you really out did yourself here. I like.

Very well done. And I don't know whaere you got Mary-sue (Actually a gary-sue, since he's a guy..) from that. You've got some subtle weaknesses there, personality flaws and whatnot... 'sides, he IS a supervillian. What else can we expect?

Unfortunately for you, not every detail. This report was filed about a few days after Kairaishi was sent to the Zig. So, naturally, it's not quite up-to-date.
Granted, he doesn't quite develop radically when stuck in the Zig for a short while, but he got some new tricks nonetheless.
But, yeah, thanks for the feedback, all. And no, Khel, if you see my sig, you'll notice that he's a Ninja/Trick Arrow MM. I wanted to use robotics, but the lasers didn't really fit well with the Trick Arrow set. Plus, they wouldn't make very humanoid puppets. :P

HISTORICAL ANALYSIS
BIOGRAPHY:
Subject wasn't always an evil villain. Kairaishi was formerly known as Fletcher Trudeau, a kind, mild-mannered puppeteer, and a model citizen. He was humble, he was polite, he was kind, gave most of his money to charity, preformed for free at hospitals and birthday parties--his form was sickly, constantly afflicted with nausea and asthma, and he was somewhat poor, but his mastery of puppetry and the technology that was required for it made him an absolute genius, and he was able to wire up his puppets to respond to his thoughts and actions, essentially making him a one-man preforming troupe. He could preform entire plays while simply holding a script in his hand, remotely controlling his puppets to act out everything he was reading. He was, however, incredibly poor with voice acting. When the Rikti struck, Fletcher attempted to reconstruct his puppets to act as battle machines--however, lack of decent weapons and an injury sustained from combat forced him to realize that he wouldn't be able to do his part in the fight. So, he took his skills to the orphaned and those whose homes were devastated in the combat, doing his best to cheer them up with his plays and puppetry skills. In the days following Statesman's Strike, Fletcher decided to try and travel to Japan, to learn about the japanese theatrical art of bunraku, as well as studying the history of the kabuki. Details are sketchy, but the most that we can figure out is that he managed to stumble across an ritual by the Circle of Thorns that were attempting to bring an Oni to this realm, in an attempt to surprise the heroes of Paragon City with foreign powers. Fletcher, being a law-abiding citizen, simply could not have just stood by, seeing as how Japan was not full of superheroes as Paragon City was. Fletcher attempted to create a distraction with his puppets--but, unfortunately, in his inexperience with combat, and the inhuman power of his puppets, killed a Life Mage right on the summoning circle. This acted as the final part for the ritual (a sacrifice), and the Oni soon entered this realm. He slaughtered all of the Circle of Thorns, and, for reasons unknown, spared Fletcher's life, preferring to possess him instead. Perhaps it is due to a feeling of 'gratitude', which we doubt, or perhaps it is because the oni saw the potential of having a mechanical army at his command. In any case, a possessed Fletcher soon came back to Paragon City and delved to the shadows...creating numerous gadgets to agument his abilities, and naming himself "Kairaishi", which is japanese for "puppetmaster". His goal now, simply put, seems to be to have as much fun in life as he possibly can--somewhat of a goal that we can all relate to, but, unfortunately, his idea of "fun" is causing as much chaos around the town as he can. Perhaps this chaos is simply emotional turmoil, or maybe physical destruction, but he derives intense pleasure from bending and breaking rules, seeing order obliterated.
PERSONALITY:
Kairaishi is slightly eccentric and easily excitable, though an incredibly devious manipulator. Casual and somewhat irreverent, it is almost impossible to get him to stay formal and polite, no matter what the situation. He is incredibly loud and brash, and appears to be quick to action and slow to think, but the reality is that he often has everything planned out from the very beginning. He is incredibly strategic and cunning, and often has more control over a situation than one might imagine.
LEGAL STATUS:
Subject is currently WANTED, due to an incredibly high number of cybercrimes he has committed. Subject is guilty of continued piracy, cyber-terrorism, identity theft, denial-of-service attacks for numerous important military sources, and implanting "virii" and trojan horses into law enforcement and military databases, and has no intent of halting. He is also, surprisingly, guilty of very few physical crimes--all he has on his record is simple thievery, blackmail, illegal possession of firearms, "tiger kidnapping", and property damage. Subject is also guilty of aggravated battery, though we are unable to pin this down onto him as everything he has done is out of self-defense from one who tried to take the law into his or her own hands.
CURRENT STATUS:
Kairaishi was formerly safely tucked away in the Zigursky, but after Arachnos broke numerous criminals out of prison, Kairaishi is now at large in the Rogue Isles. He seems to be absolutely at home there, and has established himself as one of the greatest mercenary hackers there, and his fighting skills are somewhat decent as well (more info as well). We are unable to continue monitering his presence on the Rogue Isles, but we believe that he has stooped to numerous counts of murder.
TACTICAL ANALYSIS
SUPERHUMAN POWERS:
None, every ability is due to possession of extraordinary technonlogy.
FIGHTING SKILLS:
Subject seems to be quite fluent with the art of iaidojutsu, capable of (with a single movement) drawing a blade, severing straight through enemies, and then sheathing the blade again. Due to the fluid movements (and no prior warning beforehand), it is impossible to determine exactly where the blade is sheathed. Subject is also skilled in kyudo (japanese archery), though he seems to aschew most of the traditional equipment and form associated with it.
Kairaishi is also known for, true to his name, being able to summon massive, incredibly life-like puppets to do his bidding. He is able to control them remotely, though we are unable to determine as to how. He is also incredibly accurate with his commands, and quite capable of multitasking control of his puppets--he could be reading the newspaper intently, zoned out to everyone and everything around him, while perfectly controlling and coordinating his puppet's motions in combat. His puppets can also act as extra eyes and ears for him, as whatever they see and hear is instantly projected back to him.
METHOD OF TRANSPORTATION:
Subject primarily runs to get where he desires, often using his suit to reach inhuman speeds--he has, however, been seen using jetpacks to cross large heights every now and then.
EQUIPMENT:
Subject seems to have numerous pieces of equipment hidden within the folds of his clothing, and we have found them impervious to methods of remote identification. All he has that we know of is what he has used in combat. Aside from the iaidojutsu blade, subject also has a bow and seemingly infinite amounts of a variety of arrows. Subject also wears skeletal metal body armor around his body which latches to his skin, acting as a barrier of protection from superpowered attacks against his frail and human body.
OTHER NOTEWORTHY SKILLS AND ABILITIES:
Kairaishi is known to be an absolute master with technology, able to repair alien technology, duplicate many pieces simply by watching them in action, or disable them if he's allowed to so much as touch them. He is also an expert hacker, able to penetrate any computer and nab any information he desires. The only way your precious files could be kept safe is if they were never on your computer in the first place and you had them all memorized. It is unknown how an ancient japanese demon could be so fluent with technology, but one could surmise that either Hell has kept up with the times as well, or he simply learned from Fletcher's memories...or perhaps a combination of both.
KNOWN WEAKNESSES:
His puppets become more sluggish and less responsive the farther they are away from their master, and do not fight as well as a result. Subject's body is also that of a completely normal and less-than-average human, and becomes (for lack of a better word) a pansy whenever all his equipment is taken away.
RECOMMENDED ACTION(S):
As stated before, Kairaishi's ningyo become weaker and less operational the farther they are from their master. Because of this, we suggest somehow luring his puppets away from him, eliminating of them, and then remotely disabling his armor--thus, trapping him with his own technology.
IT IS HIGHLY PREFERABLE THAT NO DAMAGE BE DONE TO HIS BODY. Fletcher Trudeau was a righteous, upstanding man, and a technological mastermind who brought incredible morale to citizens. Though he did little to help law enforcement and crime-fighting, he made living in Paragon City as a citizen little easier, keeping people smiling even with constant war surrounding them. Bringing Fletcher back would boost morale to the sky. If nothing can be done, however, than eliminating him will be the only option to remove his threat to the world.
