Well, I can give you a basic run-down of the colors.
The top row is Black(left) to White(right).
The other rows go from really dark, with a hint of the color(left) to really bright, with a hint of the color(second to last right) and a desaturated version(greyish) of the median brightness on the far right.
The colors, from top to bottom, are Grey, Red, Orange, Yellow-Orange, Yellow, Yellow-Green, Green, Green with a hint of blue, Blue with a hint of green, Pale Blue, Blue, Deep Blue, Violet, Lavender, Pink, and Reddish Pink.

Have some colorblind folks over on Victory, and someone whipped up a really handy chart for them. I'll see if I can find it, and if not the thread itself, I'll try to get someone who knows where that chart is to post it here.

Some notes to go by:
On the costume colors, excluding the top row, the far right hand column is a wierd muddy/metallic version of the color in question. The top row is the greyscale from right(pure white) to left(pure black). For all color rows, the 6th column(from the left) is the base color and moving right gets lighter and left darker. The only one I warn you about is that IMHO the 7th one in the orange row is the pure orange, but that's easily debatable.
On the Skin tones, the top 3 rows are regular flesh tones, with the far right being the dark browns and the far right being the paler ones. For the colors at the bottom, they move vertically, with the base color being the middle row. Once again, I warn that IMHO the top one in the Orange row is the base and they only get darker. The color above the 'base-line' is lighter and below is darker.
If you have specific questions, I can try to point out my opinion of colors, but I warn you that I use things like 'Clemson Orange" or "Carolina Blue" and not the 'correct' terms.

There's a program out there specifally for this reason. I cant seem to locate it or recall the name but saw it other day. maybe someone will be so kind as to post a link to it for you? Or maybe just knowing it exists will help you find it.
I think you mean Vischeck. This site will convert a submitted image so that color-sensitive people can see how it looks to the colorblind, and it can also convert an image to be more color-blind-friendly. Try it on your CoH screenshots!

Anyways, I use that program to preview different emblems and its got a few maps and such. Hopefully its gold to someone colorblind... But I wouldn't know. Maybe I could get the opinion of someone whos colorblind (i just spent about three minutes trying to phrase that sentence)? Just curious. Anyways, TY VERY MUCH FOR THE RATING! oh. did I say that already?
Oddly enough, I managed to go from 3 stars with 7 ratings, to 2 stars with 6 ratings...

Be skeptical. Cats' colour perception isn't much better than being colour-blind.

I think you have a valid point. It sucks that CoH is not very friendly to the visually impared at home. I think quality of life would be better with subtitles for the hearing impared. Good luck on getting numbered colors

Wow...didn't realize how poorly typed my post was.
A hover over describing overall color for a row would be nice. Some kind soul had made two pics that labled each row for the skin and part color tables, but the links are not longer working. :/

I don't know if this is something that was being discussed with the new character creation process in Issue 4 (costume changes) but with the colors, is there a way that you could give the color name or "numbers" when you mouse over a color. There are color-blind folks out there (myself being one of them) who sometimes want bright yellow but end up with bright green...or we want red and wind up with something brownish. A really great solution for the color issue would be to allow people to enter colors in with the RGB 0-255 method that programs like PhotoShop and such use. Not necessarily with that many combniations of colors, but something along those lines. So you could do, R - 68, G - 68, B - 255 for a lightish blue color, for example.
