Simple answer, yes.
More in depth answer, depends on the team makeup.
The reason for psi/ems is simple. Delayed damage. When paired with other non-psi blasters, you lose the draw for running psi because the main chunk of damage (aka spike) isn't coming in the same as if all the damage was from psi.
There was some talk of running /fire doms with fire/ blasters. This would change how the spike landed. Instead of 1400+ damage hitting at the same time from multiple psi blasters after a delay of 2-3 seconds and all of the damage finishing around the 4-5 second mark of the spike, with a fire spike it would be basically 500-800 spikes every second over the course of 3-5 seconds.
The down side most other blasters have is that, unlike fire, its t3 blast is a relatively long activation (2.67 v 1 for blaze). The trade off here is that it does more damage due to the longer activation time. You are trading animation time for a harder hitting attack (slower attack chain) instead of a faster attack chain (and in turn a faster spike).
Maybe that answers your q... kinda not very organized on the thought process. -

This is basically giving those with a bigger wallet a not slight advantage over those who don't have it. Sure, it puts them on a level palying field with those who do have it....Players who have rewards for in-game activities that other players could just as equally go and get if they got off their (in-game) backsides and went and put the effort in.
Not everyone has the Accolades anyway. It just seems like a really daft thing to give for a monitary value. Theres no precedent for it.
And you pretty much cannot get to a decent PvP point without playing the PvE game. So...saying you only want to PvP would only hold water if there was an option for an insta-50 PvP Only Character. Which I also don't see happening anyime soon.
And yes, I do PvP, albeit in slightly closed circles in Union.
To do something new, there doesnt need to be a precedent.
There is an option for an insta-50 PvP Only Character, its called PLing and the AE. You can easily go sit in atlas for 2 days and be 50, never leaving the comfort of the AE building or go to PI and never leave the comfort of that.. or RWZ.. or whatever. I think you get my point.
A better solution would tie back into rewards and whatnot for PvP. Make them so with this much needed changes for PvP loot, you would also be able to buy these PvP accolade through that. At least this way your actually PvPing for stuff you will use and its a win-win.
Besides, its not like you would HAVE to buy the booster pack. -

PVP booster pack? No. Even though you're restricting these to PVP, advantages shouldn't be bought in the NC store. Add to that a small PVP population (who likely have them anyway) - I'd rather see *any* PVP related work go to fixing the overall problems with it, not something a minority of a minority might buy.
As far as devs spending time fixing stuff, there really isnt much to fix bug wise left. Stuff that would be fixed would be overhauls of systems that would take more time then a simple booster pack, but again, why would you care? -

Now overall a few things asked for /bugged in these topics have been add and fixed but there is still a lot of work that needs to be done overall to make the experience more enjoyable.
So a few things to add onto and stress a bit more what was requested here already:
Add a PvP Booster Pack. This would include Accolades that provide you with buffs equal to existing Accolades. This would be +15% max HP and End, and the click power accolades (think demonic, geas, meglo, etc) for PvP use ONLY. These would not stack with the other accolades. (pve equivalnts: +max HP,+max End, Geas/FoN, Magnus/Demonic, Elusive Mind,Vanguard/Meglomanic) This is generally already able to be done mechanic wise, it would just be a matter of putting all together in a package. Possible add in a Pocket D teleporter as well since people tend to gather there for kickball and other arena events.
Change how pvp loot is awarded. Use the existing bounty system from sirens and make it for all pvp and make a store to spend your bounty on the loot.
Add more lower tier pvp recipes/IOs. Not everything in PVP needs to be top of the line. Just make something comparable to the level 50 uncommon and rare recipes and their bonus' (think doctored wounds and numina's sets)
Remove Heal Decay (HD). Just remove it please. There is no need for it.
Revert Travel Suppression (TS). Change travel suppression back to pve travel suppression. This will make Kinetic buff more viable in zones and arena pvp. As it is now if more then one person is attacking you and you don't have an escape power or lots of greens you will not be able to evade very well and more then likely die. Evading is a big part of survival in pvp and TS just make it so you can not evade nearly as effectively. (again this is a major dead horse...)
Diminishing Returns (DR). Over the past year or so people have gotten used to this. Overall it was bound to happen. There are still tweaks that need to be made though I think. Refer back to the links at top for better in-depth look at it or call up the stats guru...
Travel power enhancement (and others that are not coming to mind at this time). Consider removing certain things from being affected by DR. That way things (like travel powers) can be capped at pve standards vs spending alot more slots to get the same results. You can currently easily cap run/jump speed and height in pve, but to get the same effect you have to speed 2-3x more slots to get the same effect when your also trying to get other things in your build (a lot of people use travel powers to get extra knockback protection. That with extra slots on top to get max run/jump speed ends up being a lot more slots then you would if it was not DR'd)
Global PvP Resists. Please add an option in arena to turn this off. That would mean separating it from the DR off option that already is there.
New Arena Maps. Please add new maps. Right now there is a decent variety but nothing besides the cage match map has been added in a very long time. A block off of Founder's Falls or Boomtown or something like that would be great. Just in general more maps.
Add a maplist. Make it so you can add and remove maps from the random option to choose from in arena. Random is still used and nice, but generally people will reset any arena match that ends up on cage match, and in larger matches, office, and sometimes caves. It would be great to be able to remove or add them to the random list so you wouldn't have to reset out of that.
So that is all I got for now. Feel free to add any comments or suggestions as well. -
I understand the different options and how you would get the set bonus'. Im more curious if someone already has tried it since it would be an alternate means instead of going for positional soft capping if you wanted to concentrate on 1 specific damage type.
I would also think it might be cheaper overall because soft capping takes specific set and those tend to cost more then this alternate means to soft cap 1 damage type. You can get to 35ish% fairly easy without the 2 3% def IOs. Having both of those you can get 40ish% with some work, but that adds 2 bill+ to the cost of the build (which would be counter productive) -

Actually yes, i read most of the stuff on the wiki regarding how the crafting and activating (slotting) your A-IO and i never saw that due to being important information buried at the bottom of the article and then dug through about 50 posts here on the forums looking for some sort of guide or explaination as to what happened to my common Alpha enhancement when i created an uncommon one

Well I like to take my time and learn a new powerset I have not played so it takes awhile for some toons.. Others that I have played the powerset and just mixing two I know together I powerlvl it to 22 then work on it without pling to 30..when I get bored of the same crap over and over I go back to pling it till it is a toon that is in the range of people in the sg so we can team or use for later times

Ok we all no fire dark corrupters are mean machines .I am here to give you a guide on how to make them uber. My build you can easily kill 10-16 +2 baddies all by your lonesome. I am not a numbers person so if your looking for how much damage per minute and the square root of uber then find something else to read cause I like to play the game not live every ounce of it.
On my build on the damage side I pick up fire blast, fire ball, rain of fire, fire breath and aim ..remember this build is an aoe god so single targets will unimpressed you. Now here is bread and butter the dark set. Pick up everything except black hole and petrifying gaze. On the pool powers you need super jump, acrobatics, combat jump, hurdle, health stamina, super speed and hasten. I would go into slotting but to each is own all my aoes have 3 slot damage and 1 acc 1 end 1 recharge. All my darks power set are six slotted except petrifying stare and howling twilight.
Here is how you put it all together .super speed and shadow fall make you pretty much invisible to the enemy this lets you go to the back of two or three mobs undetected. Once your back there darkest night a lieutenant and then work your way around the map till you have gathered 10-16 baddies. The 10-16 baddies is a safe number to go by since darkest night is capped at 16 people affected by debuff. You should have acrobatics and combat jump on for added mez protection and immobilize in turn pop a breakfree and a luck so you add to protection. Now that you have your mob falling you around and debuffed hide behind a corner and drop tarpatch, after tarpatch let the baddies stack on there so you can soon burn them to hell. Once there all on there I drop my dark servant for a distraction and then pop around the corner hit aim and fear then I throw fire ball, fire breath pop back around corner drop rain of fire. While there burning before my eyes I then see if my darkest night anchor is dead, if he is I reapply and also drop tarpatch again. This whole process is less then 1 min to kill groups of mobs. I love this build for solo but it excels in teams of 5. When formed correctly it will make a brute wonder why he cant do the same. It only gets better when you increase in lvl since you can get the mu mastery to help with those end problems not to mention the added shield to go with shadow fall.
