If this were two years ago (or if you were talking about a Stalker) you'd be right. I13 didn't exactly hose Spines (well, free resists to everything makes all that toxic DoT lose its appeal pretty fast, and Ripper and Throw Spines are more or less bad now), but it made BS, Fire, and (lol) MA that much better. I hate every minute I play my Spines/Regen now just because I think of how ****** it is compared to what it used to be like.

It's not that Archery is bad, it's that there are plenty of primaries that are better.

Im going to make a uneducated guess and say that its probably true that 90%+ of PvP Stalkers Players are Regen, Willpower, or Ninjitsu.The more people try to cram whats the best down my throat, the less I listen.
There is no "Best" in this game.Everything has a Edge if you use it correctly.

Stalker WP is actually really, really nice because it allows you to mitigate burst damage quickly instead of hoping you can out-regen it.

Im also thinking that if the TS is taken into account, and "IF".....this is a big if..the Travel Suppression doesnt effect the following ill definatly go with SR over the rest.

2. Travel suppression affects any movement speed, including IOs, Quickness, Swift, Retsu, Elude, whatever.
Here's what you're getting with SR and Ninjitsu:
SR: More defense debuff resistance, 20% recharge buff, in-set knockback protection, scaling resists (largely worthless on a low-HP character in PvP).
Nin: Stackable psi resistance from Kuji-in Rin, fear resistance, good self-heal, cone confuse/sleep/-percep/-tohit power.
The only reason to go with SR over Nin is if you're a cheap ******* and don't want to buy -KB IOs. -
Here's another way to do it:
1. Copy your entire CoH directory (usually C:/Program Files/City of Heroes) to the same location on your new machine.
2. On the old computer, open up the Registry Editor (Start -> Run and type "regedit") and navigate to HKEY_CURRENT_USER/Software/Cryptic/Coh.
3. Right-click on the "Coh" folder and select "export," then pick a name and location to save the registry settings. Copy the exported file to your new machine.
4. On the new machine, double-click that exported registry file (ends with .reg, remember?) to import the settings into the new machine's registry.
5. Create a desktop shortcut for CoH on your new machine, just like you had on the old one.
6. The game should start up just fine, and it'll even remember almost all your settings from your old install. You might be able to tweak graphics settings if your new hardware is a lot better, but at least importing the registry information will save you from having to go in and reset a lot of stuff. -

I'm not sure it's being condoned so much as it is they don't have a way to stop it that wouldn't bring negative consequences. However, I'd hope that our devs are smart enough to realize that if you have people AFK farming for something, the bar may be set too high. -

Put off Lightning Field until after Stamina, and drop Power Surge. You really don't want to be skipping one of your armor toggles, or even putting it off until later.

Right, but the platform mission has the same amount of enemies regardless of team size, and they're always in the same spots.

1. Good luck getting meaningful extra resistance through sets. Only way to really do it is run Tough, and that's wasting a power pool. I mean, sure, Temp Invuln + Tough + FoN gets you a lot of resistance in PvE but in PvP it gets turned into 60% or so resistance slotted up. Not at all worth it.
2. Building for ranged defense on a squishy without elusivity (hell, even with elusivity) is a complete waste of slots. Defense caps out at around 20% on squishies (and it takes a lot to get there, i.e. 80% or more before DR), which anyone with decent acc slotting (before any significant tohit buffs) will cut through.
Better to focus on recharge and damage. -

Also my math was off, it seems the curve for +special isn't linear so you're getting less as you add more, but my point stands:
Dominate is base 4 seconds. ED-capped slotting gets you to 7.8 seconds. Adding 98% on top of that (Power Boost) gets you to 11.7 seconds. Adding 66% on top of that (Megalo) gets you to 14.4 seconds. Now let's pretend DR eats into that slotting so your ED-capped slotting is only 80%, and DR lowers the total bonus from PB + Megalo to 80% (as opposed to the 164% it would be). That's still around 10 seconds and that's being very liberal with the DR curves on slotted enhancements and +special. Even if the target has 100% hold resistance (i.e. is running Acro) that's still a 4 or 5 second hold. If you've got Domination up (you will most of the time if you're not solo) that'll last full duration and the target won't be able to do a damn thing about it even if they chomp a tray full of T3 Breakfrees. Yeah, that takes skill right there. -
1. Not efficient in terms of inf/XP gain, but they have the same drop rates as any other mob. If you're only hunting drops, that's fine, but the only time you'll find Family redside is in TV's arc and most people dropped that mission for Liberate when they nerfed Family rewards.
2. That one's nice, almost forgot about it. There's a contact in RWZ that offers a similar mission with smaller spawns. Only issue with either of those missions is that the spawn size is fixed regardless of the number of real or virtual teammates. That made the map nice to farm quickly before I16's updated difficulty settings but it's lost some appeal when you can set any map to 8-man spawns without finding 7 fillers.
3. Each tick of Burn's damage makes a separate hit check, so in reality you'll probably be hitting more than five enemies, sort of how Rain of Arrows or Rain of Fire or Blizzard can technically hit more than their target cap's worth of targets.

Apparently getting in range for Total Focus is hard despite your target being unable to do anything for 4-8 seconds. Who knew?
