There was no statement about what fixes were "deemed more important". This fix was ready to go and presumably pretty darn simple to implement since there are lots of other systems that check your level.

I just finished playing through SSA7 on my dark/shield scrapper. When I got the reward box at the end, it wouldn't let me pick a hero merit. It told me that I needed to do a hero morality mission to confirm my hero alignment. Problem is I already did. In fact, I went all the way to villain and all the way back to hero on that character so I could get Ghost Widow's patron pool. I even have 8 hero merits in my inventory. Anyone else had this problem?

If people aren't playing villains, maybe the devs need to look into the root cause behind why, rather than trying to bribe people into playing something they clearly don't find fun.

I understand that exploits need to be fixed, but this was a pretty minor one, and I'm extremely disappointed that fixing it was deemed more important than fixing the larger issue of not being able to buy converters with A-merits or i-Merits.

I am going to be rough on selfish builds in future and support the non selfish ones only. The Scrappers I see pushing their boundaries might find themselves over and over their heads more. If they can't bring anything to the team other than their own ego then sod them.
I was running a BAF this evening on my dark/shield scrapper. He (obviously) doesn't have confront. We had 22 people on the league, including a tank, 5 brutes and 2 scrappers (including me). I had to leave melee range in the AV fights 6 times because I had gotten my second sequester warning. Once during the nightstar fight, twice during siege, and three times during the fight with both. Now I do realize that shield has a taunt aura, however the fact still remains that even without confront I was consistently taking aggro from 7 other melee characters, most of whom had better aggro control abilities than I did, with just damage. -
This is a terrible idea. If people like playing heroes better than villains, why should the devs try to force them to play villains instead? Let people play what they want.

Aim will check it whenever you use power so you can be sure that it will always be used in combat and if your aim has a recharge less than 10 second (and assuming that you are using aim as soon as it is available) it will be better place for GSFC 6 slotted.
That being said, you'll probably get more use out of aim than tactics. Aim is also a decent damage buff in addition to the to-hit buff. And although the GSFC proc will go off less often, you'll pretty much guarantee that every time it goes off you'll get some use out of it, since one rarely uses aim and then doesn't use any attacks. In tactics it will just go off randomly, and it's hard to tell that it's gone off so that you can fire attacks as well. -
I haven't seen a thread like this, so I thought I'd start one.
The idea here is to list tips to make incarnate trials to more smoothly that a lot of people may not know.
To start, a few tips for the TPN trial.
1. In the initial phase of the trial where you have to kill the IDF without killing the cameras, it's actually safe to use AoEs if you stay among the groups out by the sandbags. The camera AI has been changed from what it originally was so that they stay up by the building now.
2. During the first outdoor fight with Maelstrom, If you are marked for death, you do not have to break line of sight to prevent him from killing you. You simply need to move away from him. You can stay within line of sight and keep hitting him with ranged attacks if you have them.
3. During the same fight, the auto-kill effect goes off almost immediately after the message pops up "Maelstrom prepares to kill those marked for death". If you wait perhaps a second or so after that message, it is safe to once again close to melee range with Maelstrom. You do not have to wait until the target above your head fades away, which doesn't happen for several more seconds. On a melee toon, this can allow you to get a couple extra attacks off per cycle of marked for death.
4. Marked for Death can be avoided for most of the group if a tank or brute with taunt stays at range from Maelstrom (hovering over him using a jet pack works well) and taunts him, since Marked for Death seems to be a targeted AoE targeted on whoever has aggro. -
Because of the opportunity cost. Would it be nice for scrappers to get a little more unique inherent, sure, I wouldn't complain if it happened. But the devs have a limited amount of time and budget to make changes and additions to this game. If they spend some of that time and money making changes to scrappers, then that is happening instead of something else they could be doing. And making changes to scrappers is pretty far down my list of things I want to see happen in this game. Just off the top of my head; blaster changes, new incarnate abilities, pool power customization, several new powersets I'd like to see, fixes for several existing powersets, zone revamps, and new purple IO sets are all things I'd like to see more than scrapper inherent changes.

It's really just the same problem stated the other way around. The idea behind blasters is that they give up survivability in return for damage. Currently, the amount of damage they do does not justify their lack of survivability. It can be fixed by increasing either one, or both, but something needs to change.

That's a tank's job, and to a lesser extent a brute's job. That's why brutes and tanks are given tools which are actually good at managing aggro and for the most part scrappers are not.
In 7 years of playing I have come across many Brutes and Scrappers who think they are Rockstars, they believe that they are the only one on the team and their skillz was all that anybody else would think was enough. Telling me that they can run up to things and hit it for attention.
They were never rockstars, they never could always run upto things for attention, they often missed key targets who went onto take out the Defender who just so happened to be the one making them look like rockstars. So often. Most played like planks, oblivious to what else they could of done that would of been better for the team. I expect most Scrappers log in and have one notion and that's go kill stuff whilst everybody else is a sidekick, a spectator there to celebrate when a Scrapper is the last one standing, never mind the idea that the Scrapper could of prevented those other peoples defeats.

I'm not really sure what you mean by Spring Attack doesn't 'line up' with build up and does with soul drain, but my DM/SD scrapper has Spring Attack and it works quite well. Soul Drain + Spring Attack + Shield Charge will wipe out most everything in a spawn, Or you can alternate them and have a pretty decent AoE up most every group.

I think you're confusing 4chan (which is an imageboard) with Anonymous (which is a a group of hackers on a crusade, or hacktivists if you prefer). Anonymous gets brought up on 4chan a lot, and possibly some members of Anonymous post there, but they aren't the same thing.

I'd like to gather some data for this. Not theory, not third-hand stories or YouTube video but real data. However a single observer makes for poor data collection so I'd like to ask the Forum for help.
Make a new Blaster. Don't rely on information or memory from your lvl 50 uber guy who hated Malta 5 years ago. The game is different now. We need NEW information. I'd also like to add a few caveats in the interest of good observation:
1) Run solo first. Yes, this will often suck but please do it. Go through the tutorial, start at level 2 and run the content. Make note of which enemies are tougher, which are pushovers and so on.
2) NO SEWER RUNS! This single TF has done more to skew player opinion than anything. Imagine a new guy just starting the game. He makes a Blaster, emerges from the tutorial and is invited to a DFB. Not knowing what he's getting into he agrees. Over the next 90 minutes he rockets up 10 levels in the most raucous fun he's had in a while. Then the team breaks up and he has to solo. Wow...bummer. This is HARD! So please, stick with the basic content.
3) Team about half the time. I'm not trying to collect data on the extreme ends of the spectrum. I don't care if you never level up and use only your T1 and T2 blasts all the way to 50. By far most players won't do this and most data collected along in this way will be useless. Most players will team at least some of the time. Teaming is an inherent part of the game. Some content (like TFs) ONLY work for teams. So don't solo all the time or your numbers might be biased versus the norm.
4) NO PLs, AE FARMS or any other kind of rapid-leveling schemes. See #2 if you need to know why.
5) No sugar-daddying with a wealthy toon to buy great IOs at lower levels. I'm not saying that you need to work just off of your Blaster's income (because some players will help others out with cash) but the number of new players who will have access to a Numina's Unique or a Performance Shifter proc will be small.
6) You don't have to start from scratch to be helpful. If you have a Blaster in the 20s (or 30s or wherever) who isn't full of pricey IOs then any information you could give would be helpful. This would make collecting data across all levels much faster.
I'm not expecting everyone to studiously write down every encounter. That's too much like work. However posting a few short notes as things develop will be helpful. Something like 'three Hellion Minions aren't so bad but two Lts are killer' is great.
I'm going to ask for the Blaster's Power Sets and level for each post. I'll make the first posting myself later on today. Thank you all in advance for your help.
The problem with blasters is that they don't do enough damage to justify their lack of survivability. -

I'm not sure about the others posting here, but my argument for changing confront is not that scrappers need the help. I just don't like useless powers that are skipped by 90% of all players, and that goes for any powerset. I wish they'd go through all of the powersets and replace the powers that everyone skips.
