Good stuff OP, quite useful. I still maintain that NR hits a sweet spot: not quite as good as SJ or SS, but a combination of both and nice for those non-super characters. Just what a Natural power ought to be.
I think they did an excellent job of providing something people will like, but without stepping on other powers toes. It's not my cup-o-tea because I find even superspeed too slow, but I think they nailed a good balance point for the power. -

They're not connected. At what level you took the power was not directly important in terms of set bonuses, only the level to which you exemplared and the level of the specific IO. -

It doesn't even remotely compare to either SS or SJ.
Superspeed is base 350%, with one 50 IO taking that to 471%. Ninja run is unslottable 140%.
Super Jump is base jumpspeed 249%, jump height 2780%.
Ninja run is a novelty power, and at best a slight improvement for folks who were already using something like hurdle+cj for non-combat travel. -

It isn't necessarily a question of sensitivity. If someone is looking for a rad and you aren't one, you may feel less likely to reply. Some people will reply either way, offering up something else, but a lot of people won't. They may or may not get upset about it, but the message would have artificially limited your responses due to the qualifier. -

Someone above mentioned recruitment asking for a tanker with 2k HP and 100 regen. I've never seen the likes of that. I have seen messages asking for kins and rads however. I don't really consider asking for a powerset as a specification, but I can certainly understand such an interpretation. Usually I just see people ask for buff/debuff. That's what I ask for as a rule.
I've never seen anyone ask for how many hit points a tanker had, either, although the fact many consider only stone tankers worthy of certain tasks kinda gets around that aspect by replacing the powerset specs with that of individual specs.
I have, however, seen people advertise their toon in such a manner. -

For popular things (such as ITF) general looking for X members work fine but when that doesn't fill the team being more specific helps. My theory is that it makes people feel special, knowing that you are THE RAD (or THE TANK or THE DAMAGE DEALER etc) is cooler than knowing that you are Number 6 (yes, it's a deliberate reference).
At any event, this is one such example of a posting for a certain powerset. In your case, it sounds like you would have been very flexible if someone had asked if something else would work, but in other cases the person recruiting is extremely rigid, sometimes to the extent of explicitly wanting certain powers. The viewer of the announcement doesn't necessarily know, and can take a varied approach to that announcement. -
I find it incredibly hard to believe that you've never seen such a thing, particularly when your own post cites the idea of recruiting certain powersets (buffers).

We have to keep things realistic here, in terms of expectations. If you want to have that many alts, then you have to keep things in the proper perspective. Many people have a ton of alts, but only a couple of those alts that really go out and get the badges. It just isn't manageable, otherwise. -

It's been that way. You've never gotten a tell asking for your powersets before? In a game where nearly any combination can defeat nearly anything, there is a lot of "gear checking" already.......we just don't always do it by counting purples. -

Explosive Blast and Explosive Arrow are another example. Same power, and the sets are set up the same, but Explosive Blast comes far later. Flash, in the Illusion set, comes earlier than other PBAOE holds, as another example.
I pick those two examples in part because perception of those powers by many people are based on when the power is acquired.
Personally (and I realize this will likely never happen), I'd redo the power order of many sets to make things more useful. Sleet is one such power, than while a great power, is more useful early than it is late, due to being decent control and providing a solid -def debuff. -

Have you ever thought of just not trying with that many alts?
You guys can't expect the devs to try to balance content in this game if you're going to complain about not getting it done for a massive amount of toons in a little amount of time. When you try to scale that down to how long it takes just one toon, for one person, it becomes highly problematic.
A lot of the complaints with this event, in particular, are that way. People were constantly complaining that they couldn't get all of the Halloween badges in one shot! Nobody ever intended for an event that goes on for weeks and runs many times throughout the day to be ran exactly 1 time by everyone to get all of the badges. The trick or treat ratio isn't that bad, either, and with the mountain of easy XP it brings, it is very easy to get that done with a team, particularly if one doesn't start it at the last minute. Just make sure you're getting your knocks in, and if not, find or make another team where you will.
The Jack spawns are that way too. I don't know how many times I've invited people to a GM team (or seen it in broadcast) where they wouldn't participate if it wasn't Jack. I ran a lot of GMs this Halloween and you normally had 4 teams for every 1 team (for Eo) if it was Jack. Just imagine how fast you could have gone through those spawns if you always had 4 teams! I don't have to imagine, I've seen it......it doesn't matter if I have to go through 20 Eos to get a Jack if I have 4 teams hunting, broadcasting, and killing. But what we tended to see instead were too few teams, too many people who didn't want to put in the work, and teams that were paranoid that if they broadcasted the location that someone would steal all of their cookies. -

For me, nothing breaks immersion more than not being able to name your character what you desire. Imagine playing an RPG with a DM who will only let you keep your name if you rolled a 20 on a d20 roll. How long would you stay with that GM? Sticking with an archaic software limitation seems just as arbitrary, even if the limitation served a purpose at one point. -

The feedback system here is kinda like letting a blind man analyze your drawing ability. Sure, he can give you comments, but that doesn't mean they're worth anything. -

Don't fret with these replies. This board is full of Ostriches who will discredit anything that may suggest the game is losing population. The mere mention of a server merger is seen as a negative for them, and therefore they cannot discuss the idea rationally.
