Oh, and the last thing I wanted to say about Phase is that it works both ways. If You are wrecking someones face, and they phase, but you dont have phase..you just wait it out. But if you are wrecking someones face, and they phase and you have phase..you just phase with them and finish the kill.

ive tried both and clearly phase is the survivor's choice, and I do not die but in a arena match or whatever phase just seems to slow the match down as opposed to getting results where everyone has hibernate anyways and phase is two minutes apart. But if it ever gets tough I simply have the choice of stepping out of the action. Most things can't stop me when i'm actually moving on a regen scrapper but at the same time I won't kill them either where as tough allows me to stand my ground a bit longer and hopefully get the kill -
Also, Taking the Concealment pool allows you to stack stealth with a stealth IO, Which is also a greater survivability tool than having tough ( breaking LoS easier for evasion (lol evasion) ).
EDIT- For zone mostly. -
Recon + DP + MoG + Phase > Recon + DP + MoG + Tough / Leadership / or w/e you could possibly pick for you last pool power.
The ability to Heal, Use MoG, and Phase as a checkout should dramatically overshadow your performance or atleast your kill/death ratio vs using tough.
This is of course if you are doing arena pvp. You can buy temp phase for zones. But still, I dont see tough adding anything signifigant to survival. -
I would Like to request that all participants are female IRL.
I would also like to request that all matches are to be held in the Atlas
Park map.
I would also like to request that all participants fight in bikinis and stilettos.
I would also like to request that all participants are to fight ONLY in the "pool" areas of the Atlas map.
Lastly, I request that all females are to be on the same vent during matches, allowing the public to hear said match.

It'd sure be a winner if the folks who have spent countless hours working on their toons were suddenly reduced to being the same as they were when they 1st signed up.
That would surely encourage resubscriptions if the devs wiped the hard-won benefits veteran players had accrued.
