Firstly, launcher game tags use the -GameTag format while the shortcuts use the /GameTag format. This is why you got that wierd error.
I tested the launcher properties and found that the -fullscreen 0 didn't seem to do anything as the game would load in an 800x600 window automatically. I attempted to use -windowed 1 and that gave a similar error that the -screen tag in the shortcut did earlier.
A ray of hope!
Try this on your shortcut:
"C:\Program Files (x86)\NCSoft\Launcher\NCLauncher.exe" /LaunchGame=CityOfHeroes /screen 800 600
An odd note, Windows XP shortcuts don't require the quotations in the shortcut paths that you list here. Infact, I get an error when I tried it. Hopefully this solves your issue and gives us a better idea as to how to solve this stuff. Maybe an updated guide to the launcher shortcuts is in order? -

Honestly you'll likely find many people online during that time nomatter the server (granted the EU servers apparantly have smaller populations) as there are just as many people from around the world who play this game as there are U.S./EU players. I find it quite often that I'm speaking to someone from say Australia or even South America during the early AM hours EST on Pinn.
You might wanna give us an idea of the type of play you enjoy and how casual a gamer you are. Some people are hardwired to the game (I swear the RJ45's soldered to their spine) and others pop-in once a week/month. Another thing to look at is server load when you login. You don't even have to waste a character slot for this test. You can get a good idea as to how active the server is by looking at the color coded list during the time of day you wish to play. Red may be a bit much or just what you want. It really depends on your playstyle and lag tollerance. -

From someone who's actually attempted to use google translate for realtime conversation, I can see how this would have caused issues from the start. That and the latter sounds alot like many programmers I've gone to school with.

Go here and see if you can login. Once you get through that and can see your old account info, change your password to something you'll remember. Use this login info to get into the game making sure to choose the "link to account" option on the login screen (keeps character placement, etc).

Go into the launcher, right click the game and there should be a "create shortcut" option after which you should be able to customize to the listed specs. I say this realizing you had already created a shortcut, but did not specify whether you followed these steps or created it on your own manually(drag/drop/make shortcut).

I "think" this could be related to you not retaining VIP status. If you have the $15 and nobody else corrects me, then you could sub for a month and notice the major differences. I do know that there are a number of end-game type differences between VIP and Preem/Freem to encourage subs.

if you're VIP, then there's a player weapons request thread in the devs section (can't remember right off my head atm).

After you do all that run a scandisk using the "fix bad sectors" option checked on all drives so that it will check everything on the next boot. Hopefully the reformat cleared up the issue, but you never know.

There's been some general UI issues since i22 (as usual), but it's possible that the "lock power trays" (I think it exists) option is selected.

You'd be surprised what people have created in the base editor! Someone posted pics of a tank while another posted pictures of the Millenium Falcon. All you need is a little Dew and alot of time.

Kheprera, I'd be willing to bet that if the devs put forth the effort to recode the bases and add more content, then there'd be an influx of players as I'm sure there are many that gave up over time due to things like storage changes and other stuff that my half asleep brain can't come up with atm. What many of us wouldn't give to have an issue dedicated to SGs/VGs/Bases. There was alot of excitement when CoV was released because of things like RAIDS and base customization. Sadly that's taken a backseat to things like AE and incarnate stuff (to name a few).

Honestly I wouldn't even attempt to throw that much data into a zip file. I might trust it with an ISO (DVD backup file), but that's about it as all it takes is one bit to flip and the whole thing's dead.
EDIT: Remember, with every patch posted after the backup the game will need to be updated after migration. -

The windows installation CD should be able to repair the boot manager files. Do a repair instead of an install.

From a Resource-Logistics standpoint it makes sense. Not having to go through every line of new ingame text (as it gets updated) and translating it into multiple languages could lead to more effort being put forth to things like smoothing out actual ingame issues. It's annoying to those non-english native users, but like mentioned above there's a higher percentage of English speaking (native French/German speakers) than French/German speaking (native English speakers). Well, atleast in the U.S.A. that is.
As for Dark's suggestion, I'm pretty sure that's how it works now. The point of the post (that I got atleast) was that they're removing the ingame translation services while preserving native language tech support to VIPs. -
This has been mentioned elswhere in the forums as an issue that many players (and I'm sure the devs by now) have come across. Try clicking the "Link to Account" option on the new login screen(what could be the culprit).

I guess I pegged it right on with the overheating of the network hardware, even though I pointed to the wrong hardware.

Actually, it's probably just failure due to general wear and tear over time. Network cards were, and mostly still are, onyl meant for web browsing and the occasional heavy demand, not prolonged heavy demand from a game that uses bandwidth fairly inefficiently.
Be wary of issues with your laptop though. They run hotter than desktops and have a tendency to shed the heat onto other components, resulting in failure faster than desktops.
