At level 47, you should be in range of incarnate powers (45-50), I'd rather have rebirth than aid-self, considerably more mileage for the investment.
Here's a BS conversion of the (Kat) build I use. It's easier to give you this, than to give the 20+ ways and reasons I'd change your build. It boils down to Softcap ML/FCEN, Tactics is cheaper than FA, and Leaderships helps yourself while you help others.
You can cut the Hamis from DA and IW. But you need the Enzymes in the Maneuvers, Weave, and Heightened Senses in order to maintain soft-cap to FCEN. Softcap to ML/FCEN with 2 DA/Perry.
Add a PvP, and swap a couple of sets and the same basic build will softcap to ML/FCEN with 1 DA/Perry. I decided I'd live with the small loss of offense, use 2 DA/Perry, and save the 3 billion that last IO would cost.
I have a shadow meld version for soloing, but I've come to prefer the vengeance variant for teaming, which I do more of than soloing. My original build was the solo version, I had not expected to like the vengeance version so much. Just another pleasant surprise to playing sword/willpower. Regen is still my first love, but I'm really enjoying WP.
I use Spiritual Alpha T3/T4, Rebirth T3/T4, Reactive Radial Fire Dot T3/T4, Void Radial -damage T3/T4, Warworks Core T3/T4.

I notice you've done completely away with travel powers, I was really enjoying my teleport. Also I'm not as worried about defense because I run with a tank constantly, I'm more concerned with pumping out pure damage. -

It's also probably not necessary to put the Achilles proc in all your attacks (especially the AoEs), since it doesn't stack. You'd be better off replacing some of them with damage procs.

I had heard the emotes were for Astral or Emperyan merits, I checked the vendors in Ouroboros and they're not there.
I turned 50 yesterday, am a Vigilante, and haven't done any of the quests.

I'm a VIP (naturally, cause I'm posting) and I paid for my month today, but no points. I kinda really need to get those points by Friday for a special AE arc I have planned with my SG...so did I miss a catch or is it ticket time?

In our SG there's a character that has the mainframe announce her logging on, acknowledges radio chatter with a beeping noise, and just uses /em custom emotes.
Though she is also ADHD and tends to randomly wander off at the first sight of a butterfly. -

I have just one thing to ask sir:
I have a very close friend that wants to play but does not have a credit card. Now, I don't mind paying for them, and I want to give them the things they want (I hear the angel wings might be for sale, but that's irrelevant) without having to tie my card directly to their account. Would letting them play the account with me paying for occasional points and gifting them things be possible? Or would tying my card be considered against the rules? They live a distance away is why I'm asking. -

You think City of Heroes: Freedom is meant for Free players, and because you take that view, it's understandable how you'd come to the conclusions you have.
The reality is this: Freedom is really what Premium players experience. You have the freedom to experience the game as much or as little as you want to pay for. Monthly subscribers (VIPs) will still get the same game experience they've always received, so there's not much really changing for them. Free players are still very limited in their experience, just like previous free players (Trial players) have been experiencing, but they do get to take characters to max level, which is a big bonus, and they can add parts to the game via Points purchasing that no current trial player could without subscribing to the entire game. The true dynamic part of Freedom lies within the Premium level. Former paying accounts can now play the game without resubbing. They retain the level of vet rewards they earned before they stopped paying, they don't lose any characters (just access to some if they have more than their status allows, but they can also buy tokens to unlock them again). They can still be in chat channels and SGs if they choose. They can still play their Epic ATs if they've unlocked them. If they don't care about Incarnates or Praetoria, they don't have to pay extra for it, and they can continue to play the majority of the game sub-free.
How is that not Freedom? We're going from either paying completely and having access to everything, or not paying and having zero access, to having three ways to play the game, and only one requires a monthly sub.
Say I'm a returning player. I got all my IOs and even have a great Warshade or whatever. I haven't played in a year, why? Well College and all, it was very time consuming. Now, CoH is going free though, so I'm sure I could just play it when I want and buy little things here and there correct?
So I log on, my character has no enhancements because they were all IOs, I can't even use that really good class I liked, stuck with the first two I made unless I delete. I can't use the invention system at all...yeah sure I can log on...but I've lost a ton of progress and work. -

essentially, anything not detrimental to a characters power (skills + equipment = power) can be purchased.
VIPs: Simply just like the game is now, + VIP Points bonus per month. Also allowed to purchase specific costume pieces, but can wait for them if necessary. Also recieves special VIP costumes/auras/emotes/servers.
ADDITIONAL: Points can be traded for Infamy in a special tab at Wentworth's. It will be a silent auction, just like it is today with items. The only way to get points into this system is if a premium or VIP player buys them (a VIP is paying anyways) and puts them in the house. Free players can only buy from this house, and even then once every 24 hours.
Pros: Players who can pay monthly for the bonus will not be locked down if they cannot afford a month, which these days is a comforting thought. Free players are still restricted enough unless they have global friends, then they have some venues. This means a premium player can bring a friend and support the friend (the IDEAL situation, as a free player being helped will eventually become premium or VIP)
Cons: Players seem to get a lot of short-term benefit from paying once.
HOWEVER: Premium players that only pay once will still look like free players.
Idea: This system plays mostly on vanity and lone wolves. Players who want the bare bones experience will only get said bare bones experience. If someone wants to RP, or look different, they have to pay for the costume piece they want. Free players will have to use Wentworth's, which is subject to the Premium player's free-market balancing and results in a fair trade. Free players will be only a little less restricted than the current system demands, but, if they get a global friend then it won't be so rough. -
I read, thanks, and it's reasoned, but it still says the same thing I say: The entire tiered system is a convoluted disaster that's only going to frustrate free players.

Wrong, the tiered system presented is very convoluted and leads free players into traps like paying for the Invention system, but losing the IOs come license expiration. Suddenly the player has to pay $2 a month to make and use IOs, so why should they bother in the first place?
Regardless of what you wrote, inf farmers would spam up servers left and right if Free accounts could do so. Heck, they might just do it in local. It doesn't matter if you don't want to talk about it, it will happen.
Gold farmers spam World of Warcraft already, I assure you whatever keeps them from spamming here won't change. Working off of Snow Globe's post ( http://boards.cityofheroes.com/showthread.php?t=269185 ) I've realized something: They're not going to win many subs like this.
Hold the pitchforks and hear me out. One of the big things that brings a free player to the market is just that, freedom. The number of restrictions turns the entire "Yay it's free!" argument into false advertising at its best.
Guys, what were you thinking? Why even change it if you're not going to let free players actually PLAY? What is going on up there in the PR department? Has anyone working on this idea ever PLAYED a free game?

That might not mean much to someone that has already been paying for years, but as someone who looks at free games a lot, these are entire deal breakers. After some due deliberation, here is the model I've come up with as a suggested replacement, which is likely to be flamed an ungodly amount because of forum trolls but here goes.
This is rough draft #1:
Free player restrictions:
Extremely limited costume options
Inf. Cap (25 mill, not unreasonable after hindsight)
No officer/SG (can join, but just a basic member)
Trade only once every 24 hours, and only with global friends.
Buy-Only Auction (again, only every 24 hours)
Special classes (ATs, whatever)
AE: Gain from Editor's Choice only (and even then, XP OR tickets only)
Chat - Tell only to friends.
Basic Level Inventions: Cannot craft IOs, but could craft other smaller things.
No rare salvage
2 slots per token
E-mail restricted to global friends only.
Premium (paying over $10) recieves:
A few more costume pieces, but not much.
Inf. Cap doubled (50 mill like it is)
