Did you have the button clicked that hides items you don't have the components for? If you had that clicked and didn't have enough astral or emp merits then they wouldn't show up in the vendor window.
MA Arcs: Yarmouth 1509 and 58812
They're available in both Astral and Emp merits, for 10 or 2 respectively. Make sure you're not hiding anything.

I had heard the emotes were for Astral or Emperyan merits, I checked the vendors in Ouroboros and they're not there.
I turned 50 yesterday, am a Vigilante, and haven't done any of the quests.
Did I miss something?
