It was meant for a non-aggro build, but suprisingly enough it sort of worked. Still want my AoEs though!
Shame us Devicers miss out on build up, I wouldn't mind using it with Rain of Arrows... Once I get it that is.
An excellent PvP Tactic for Archery/Devices though is using Stunning Shot and Taser together... supa-stun0rZZ!!!1

I use Stunning shot and when it runs out, Intimidate.
Keeps the non-mez-protection people at bay

I have a lvl 39 arch/dev blaster and he works fine.. And if you dont have blazing arrow, get and slot it! it can cut really much hp on many enemies.
Animation on Rain of Arrows is kinda "Hold arrows for 2 secs... shoot arrows in the air for 2 secs... WHAM, mob is dead before they hit (if you are in a good team), but thats getting fixed in I7

I've been fine as a rad/kin non-stamina (less toggles though) build in Sirens. If anything the hit+run style of PvP is more suited to staminaless builds than PvE.
