It took a lot of effort because it involves phasing, they had to redo an entire zone for this. (Atlas Park) -- See the Dev Diary in number 6 talking about it.

Praetorian Vanessa Devore dies at the end of the Underground trial. But she's still around in the lower Praetorian content as a trainer.
Mother is killed by the players at the end of the Minds of Mayhem trial. She still shows up in the low level Praetorian arcs.

In order for phasing to work, a zone has to built from the ground up with it. (Hence why they had to revamp the two starting zones to support phasing)
Praetoria zones also were built with it. -
Sorry this isn't a comic book, its a game that takes resources. Altering things takes a lot of those resources.

Here's why
1) Galaxy City is destroyed, he is relocated to Atlas Park as a trainer, redundant considering it has a trainer already.
2) He does not offer any TF. Thus, his removal would mean less coding and dialogue changes.
3) He is not part of any delivery missions. Certain characters, like Positron and Statesman, are part of delivery missions. IE, in the Synapse TF you have to go talk to Positron or in the Incarnate Alpha unlocking you must talk to Statesman.

5) They have lead you to believe it will be a member of the Freedom Phalanx but in reality its one of the surviving 8. http://paragonwiki.com/wiki/Surviving_Eight
6) When he dies the character will be "phased" out of the game. Meaning once you complete the story arc you won't see him in the game anymore a la contacts in Praetoria. I still think there is room for making them all tougher or at least closer to WP. Next issue with the tank sets is how they look. I cant stand Stone or Ice armor due to the look. If that were different I might be willing to give it a shot to 50. The issue with stone is that the survivability does not justify the speed and recharge penalty when WP is closer to it in survivability but has no real vulnerabilies. Lastly from an offensive perspective I just see no reason to ever make a tanker because of the damage different between brutes and them. Once you look at how things are in the incarnete trials everyone is super squishie there even stone tanks. So why be a tank if your going to die just like a blaster anyways. Thats just my opinion of things. If we do get more powersets then we need to have a tanker only gimmick otherwise there is no point to play them.

That could also be interpreted as:
"It's easy to add damage and attack types to the game, until they run out of spare types, then it becomes difficult."
A bit of CoH archeology: At launch the engine supported 24 damage types, and 24 attack types. Today it supports 20 of each. Over the years new things have been added that required space in the attribute structure (Fury, PVP Stealth, Placate, etc), and it was easier to steal some space from those unused types rather than expand the structure.
Obviously, it's possible to expand it, as was done when Elusivity was added, but it no doubt requires a lot of work and careful testing to do so.
Of those 20 damage types, currently 13 are being used. Those include the normal 8 damage types, the Healing damage type, and 4 "special" or "unique" types for various mechanics. Two of those are effectively "claimed" as far as resistible mechanics go, since Ambrosia inspirations provide resistance against Unique1, and Essense of the Earth resists Special.
Of the 20 attack types, only 11 are being used. The standard 7, Toxic_Attack (which as noted above shows up in a few places but has no powers that defend against it), and the three positional types.
Personal Force Field still provides base defense in PvE. We'll see how long that lasts now that it's been pointed out.(though I vaguely remember you campaigning to get that changed before, but I could be mistaken)
Vet combat pets also give you a whopping 2.5% base defense.
It doesn't apply to players directly, but MM pets can gain base defense from the Edict of the Master and Call to Arms enhancements.
They missed one. The DoT portion of the version of Ripper used by several enemies still does Special damage: Crey Paragon Protectors, Longbow Wardens, Tsoo Copper Serpents, Dr. Aeon clones from the STF, and a few random unique enemies.
Not bad considering how many attacks needed to be changed. -

So is the suppression/cooldown/whatever still in place?
Lets ask it this way:
Does the proc function like momentum? Where if you have momentum you can't get another till it wears off?
Or does it function like Bruising that Tankers get, where if you hit a target that has bruising it just extends the duration? -
Hmm you guys are giving conflicting information here. Does the suppression still occur or not?

At one point this proc had a cooldown, reading the Wiki page it makes it sound like it may have been removed. Does anyone know? I was going to buy these for my TW character but not if the CD is still in place.

Did the Midnighters really create the Shadow Shard as a Prison Dimension, or is that misinformation of some kind?
Anyone offhand recall which story deals with the Dream Doctor (I think that's his name) and whether that tackles the topic?
Also what about all the reflections? And what is the good guy doing in the Shard? Faathim the Kind. -

Doing the updated Hero's Hero arc from Maria Jenkins and in one part she says and I quote:

Well I just find it odd that the animation has *NEVER* been reused.
1) So was it deleted? Does it no longer exist? Not a single enemy in the game uses the animation... or the old MA for that matter.
2) Or perhaps is there a copyright or intellectual property associated with the animation? I mean we've seen this with things like the Prestige Power Slide that it can't be resold or used. -

This is the old Storm Kick.
Would be curious if a developer could chime in, no NPC in the game uses this animation to my knowledge and of course players lost access to it years ago. -
Well in all fairness an IO'd out Invul Brute is probably the toughest Brute in the game aside from a Granite Brute, especially if you are packing Rebirth on top of that. I'm not trying to discount your experience, but I have a SS/Fire, SS/Elec, SS/Regen, and an Elec/EA Brute all at 50 and you really do have to watch yourself in trials at times.
