Does the proc only have a chance to fire on the initial hit or does it also take each tic of damage into account?

I was just checking the app store and there is a builder app already. As to its quality, I have no idea. It's a couple bucks but until I know more about its quality I am reluctant to purchase it. A port of Mids would definitely be something I would purchase though. On a side note, a different superhero game has an app for the iphone, not a hero builder, but it would be nice if we had something similar.
I would really like to see MMO game developers expand the games beyond the PC and maybe have mini-games on smartphones where you can continue your progression, of course at a much reduced capacity. At the least it would be cool to play with the auction house on my phone or get monster/invasion updates. -

I had bought a Sports Walkman, you know the yellow one, and that thing lasted for years. It also had auto-reverse. I can't remember the name of the store but I almost want to say it was a Best Buy, definitely no relation to today's store as far as I know. It definitely had Buy in the name. They sold all type of things such as jewelry, dishes, etc as well as electronics.
Anyone remember when the video disc players were popular for a short time. I'm talking about the magneto-discs that were in a plastic sleeve that inserted into the machine. I have original Star Wars and it still works. Unfortunately, it is only full-screen. -

Most of the enemies just have no chance and so I try to skip them. That doesn't stop me from killing what I have to in order to complete my mission though.

He said that attack him. I can run Invuln or many other toggles and get attacked just by walking by a level 5. I'm not attacking them, Taunting them or backing them in a corner since they can run and do but will still fire off a shot or take a swing or two. -

If my toon gets "killed" by losing all it's hit point, then I get emergency teleported to my base or hospital for treatment and resurrection. Also if someone has the right power I get "resurrected" or use an inspiration for the same effect.
If an enemy is "defeated" by loosing all it's hit point as well, it is KILLED. I have yet to see my toon put a pair of hand-cuffs on an enemy that has been "defeated". Nor have I seen some sort of teleporter beacon attached to a "defeated" enemy and them then whisked away to some jail cell.
I know that Paragon Studios only talks about "defeating" and "arresting" enemies, which I assume is to maintain their "TEEN" rating, but I don't delude myself into believing that is what is really happening. I know that we are dealing with a perception problem, but I personally would be willing to bet very few people believe they are not killing the enemies. -
Why does everyone mention killing? I thought we arrested foes.
Though, I never thought about the equivalent of what we do on CoV as arresting does not work. Anyways, do we anywhere in the game specifically mention the word "killing"? I don't know about the rest of the players, but I always defeated foes which was not analogous with killing them. -
My City of Heroes logo, laptop size, is on the way.
Debating on the larger sizes as it gets expensive fast. -

Can't say I'm really excited about any theories proposed here. Sounds pretty boring imo. If I had to pick any one of them, I would choose Separate Upper/Lower torso animations as the least boring.

Unfortunately that guide does not help. Yes, I will use it when I try to raise the floor again but right now I would like to get back to the default state. It is a two teleporter room and I managed to make the floors go up to the ceiling. I need to know how to get them back down. I've clicked and dragged on all angles and it just does not respond.
Edit. Ahh, never mind. There is the little mini window to delete sections.
