I know I'm not an expert at builds and definitely not at PvP, but I know I won't be needing SJ when I primarily am playing in a cage.
I'm trying to get my regen/max hp as high as possible, any suggestions in slotting? I am almost sure this is the set of powers I'm going for, I've seen them in action. I just need to get the slotting right.

well on a stalker as long as you have a well slotted assassin strike, placate and. capped stealth (hide,stealth,stealth IO) and a decent follow up attack you have all the tools to be a great stalker...

I made billions upon billions doing this, it has worked effectively since i10 (<--- and maybe before but that's when I started trying to learn) -
to kill a regen here's what u do
bring all reds
pop every red and get a easy kill
stand on the crate in cargo ship and spam webs and spam "lolregin so l33t foh iknorite!" while they run in circles tryna kill you by extracting oxygen around ou by superspeeding a whirlwind around you...this the best advice u can ever get so gimme money and gtfo -
and if ur doin arena get super jump instead of medicine...thats what emps are for anyways >_>

i can farm Bm solo at +4/x8 runnin on a mostly SO's minus a few cheap defense bonuses...im a great help to a team as well
good aoe,good survivability, the only thing lacking is single target dps, but lunge,impale,ripper are all nice -

Based on what I have seened in the past while PvPing stalkers tend to hit and run due to the low HP amount they are given by Level 50, but it comes a time that some Stalkers might want to push it just a bit over the line, Make a stalker than can take a hit or two without falling to the ground after a Assassin Strike, So Point being said, I am in-Search of a Elec/WP build that can live longer than a normal Stalker, Feed back is good, or build ideas, with Powers will be greatly helpful.
