I, for one, don't pick powers I don't intend to use. Even if it's rarely, I still use them.
I intend to have the new toys to play with as well, but I would rather be able to enjoy them without reducing the effectiveness of all my other powers. And if you give me that "Then don't put slots in the new powers!" nonsense, I'm will kindly thank you to stop playing at being so naive. Sure, I can play with powers without ever enhancing them, but then they're hardly as effective as typical play would require.
With the current slotting, with a typically expected Stamina build, I'm able to six-slot and five-slot most of my main powers and four-slot any ones that are emergency or utility. I won't be able to do that with most builds when I have three new powers to establish to a basic "four slot" potential.
Why is four slots basic? For "attacks," that's one accuracy, one damage or mez, one endurance reduction and one recharge rate. For Toggles, that's two Endurance Reductions and two of whatever the toggle improves. So, that'll be at least nine more slots I need to maintain the rest of my powers at their current optimums and utilize these three new powers.
Frankly, I feel this is a very valid concern.
Don't get me wrong, I won't be surprised when we don't get extra enhancement slots. I'm also not sad to see Stamina going Inherent (quite the opposite, actually, I'm extremely overjoyed). I feel it's bad I have to say that last bit; apparently "raising concerns" is tantamount to shouting "Dooooooom!"
I still feel that you can't simply slap the powers into a new section, leave the rest of the system as-is, and say "Okay! It's good to go!"

i mean, your argument says, "I MUST HAVE MY CAKE AND EAT IT TOO!" The idea that you ABSOLUTELY MUST have four slots in every power is ridiculous! -

I've kind of always hated the fact that so many RPers in CoH need the game to be a total, open sand-box, and extant lore be damned. The setting goes out of its way to give you plenty of space for really neat concepts and fun ideas, and the people who need to step outside of that are almost unanimously people who think the most important thing is being a Unique Snowflake. -

There's a certain point at which going "no, i'm totally not a ... " ends up just coming across as trying too hard to be unique and different. Kheldians are cool the way they are; someone who has all the powers of a kheldian but inexplicably isn't actually one is less cool.
Kheldians just stand out the most because their powerset is really unique that way. It's not unreasonable to say "I made this freaky grenade-launching arm-backpack on my own" without tying it to Arachnos, and they certainly haven't got a monopoly on carrying guns around, but "BAMF now i'm a squid BAMF now i'm a space lobster" is pretty distinctly Kheldian.
Other power sets have more lee-way, especially when they don't crap all over the lore, too. Power customization especially makes more room to do this, and powersets can just be more interesting when people take the time to personalize their background, origin, how their powers operate, etc. -
I would say my end-term goal is eventually being able to punch out Arch-Villains solo, but I'm not sure if that's feasible.
I'm also kind of thinking that if I go with a build with like what Deth has suggested, it's not going to be something I can gradually work toward, I basically need to save up cash monies until I can do it all at once or be left with slotting that isn't friendly at all towards an SO build. -
I looked over your build and I was convinced I had to ignore it because it got rid of Darkest Night. It's not really integral to the character's theme, though.
I see you unslotted some of my defenses more than seemed 'right', but looking at it, it looks like you're right that overall the defenses are much higher this way - and with more HP and more regen, this might be the way I want to go.
Numina, Regenerative Tissue, Miracle, and four Luck of the Gamblers is going to take a long time to fill out, though.
For some reason, Mids is saying my build has 320% recharge. Hrm.
Okay, I think I'll give what you've suggested here a shot. I don't think I'm seeing any places where it suffers. -

HK and Biff, I appreciate the input, and Biff, your build gives a good idea what you're going for. It's similar to mine, but you managed to focus on the things I wanted and trimmed out a lot of the stuff that I overdid/messed up on.
Deth, I'm not sure how to work with the build you've posted and some of the stuff is so far out of my concept of how my build should look that I'm afraid to even approach it. Things like taking slots out of Stamina and putting them into Brawl just makes my brain snag and break down.
It looks like you managed to crank up defense, but at a cost of Endurance, and although you have trouble with Darkest Night (... I guess), I've never had trouble with it. Either I'm fighting something where the ~15% debuff is helpful, or I'm fighting stuff that can't hurt me and I don't need it anyway (and if something ran away and I was worried about it aggroing ... well, I'm not afraid to drop the toggle.) -
Okay, I am pretty new to the CoH forums in a sense (haven't been here in years.) I noticed the guides are mostly outdated and most of the links don't work.
I'd like some input on my slotting here, because I really don't know what I'm doing.
I think I would like to fit more Regeneration and EVEN MORE RECHARGE into there, but I'm not sure how to go about doing so.
Also, with the crazy (+40%) accuracy from set bonuses, I can probably afford to do something different with Rage (which I've been relying on as a sort of 'second Acc' since I mostly solo on 5 and just wiff without it up.)
I have three sets in here with Luck of the Gambler, and in each case, I'd swap something out to make room for the +Recharge if/when I had the merits/money to buy one. Also, I'd put one in Hover.
In conclusion, I also have to be mindful of costs as I go through this. I've got something like 500,000 infamy to my name at the moment, so I can't overload this with costly stuff.

Yeah.
Rollplaying and Roleplaying are two different things. Be careful. Rollplay is used more often in reference to tabletop games, like the World of Darkness games or Dungeons & Dragons, and is generally used [distastefully] as an insult towards players who make characters with the biggest numbers and neglect story/character. -

This is the background for my newest character, r4z0rZb14De
That was it. The last day of Razor's life. The end of it all, the bright white light, everything. All in that one moment, one missed keystroke, one error that brought the whole thing down around him.
It all happened so fast. One moment he was pounding away, so nervous, breaking the code, breaking the Zig, busting out Dreck. But he messed up. Got it wrong. People died. Friends died. The excelsior started pumping.
Next thing he knew, he was on the ground. Lying in the middle of the circus with the m4d b14D3z, his crew, his family. But they weren't with him. He was pinned, held, tied, something, something. He knew it was over for him. Then it happened. The b14De himself reached down and tore Razor's Excelsior feeder, still attached to a beating heart, from the living body. Blood, tainted green, was all over. The Freaks shouted in joy.
Razor didn't shout at all.
