Nemesis hands down.
the hellions with all thier smartness built all the nemesis..you might think it nemesis himself but he was a robot made by the hellions...

it's all a dream....they really are connected...all your game experience so far has just beena dream....
i don't know what you guys think but i'm pretty sure that the hellions are behind all the evil in paragon city. tell me any villian group to connect them to and i can...damn you hellions!
