The public was outraged at the scores during the 2011 Mr. and Ms. Paragon Universe contest, until they realized scoring took place in the arena and were affected by Diminishing Returns. -

Basically all the ATs have different caps that they approach parabolic limit style (though more complicated than that) for various attributes like defense, resist, rech bonus, and so on. Arcanaville has done a big write up on it, but i dont have the link handy. I do however have the SS she made for checking stuff handy, so if you know what your total res is in a regular PVE zone, you can figure out what it should drop to in a PVP zone (though you might also get some "free" resistance in pvp, i cant remember exactly how it all works).

The cap is different for various ATs, and I am not sure what the limit is for VEATs, but i know that for blasters i get "funny" results like popping power surge only raises me from 44% to 46% when i take my pve blaster with tough/electric armor in for kicks lol.

Yeah and you can see in that table why when you pop power surge you only get to ~46% because you are hitting the hardcap for resist and that DR's to ~46%. -

You really don't see the issue with incarnate powers in PvP?
Every AT can get a massive heal, long lasting DoT proc damage, pets that do PvE damage in PvP, nukes for everyone (including tanks and scrapper- sucks to be you MMs).
Thats just one side of the issue, the other is the flip of the old:
"why do I have to go to pvp zones to get my badges?"
I would say:
"Why do I have to PvE to get my super PvP powers?"
Not only do incarnates sort of make it necessary to run itrials, when they release new versions of powers (look at lore) and they are much better than the old ones you have to run the trials all over again to build up that new power set.
Also Kat not sure if you understood what I ment by broken powers: I was thinking of things like Ninja run when it was unsupressed SJ in PvP or Poison Ray when you could stack its -res up to 40%, things like the level of spirit shark would fall into the last category I said, "other stuff" because while yeah sharks are pretty over powered, they aren't really broken. -
Honestly, players getting powers higher than what they are exempted to really screwed up the pvp zones.
I used to love to pvp in Sirens when it was T9-less. Warburg was a fun place to fight without epic powers. Lowering the level to take epics from 41 to 35 once again really screws with the pvp zones. (or maybe as Dahjee might say- an opportunity to adapt but not adjust or something)
Sep- I am not going to speak for Ares but from what I'm reading he isn't opposed to stalkers having spirit sharks, just opposed to them having access to spirit sharks in Sirens.
Ares- You can get epic sheilds on blasters from Soul, mu and lolmunitions at 35 so you can't really use that as a reason for not allowing sharks in Sirens.
Critical hits from Sharks is and always been kind of ... well ... you know. I mean with the current system a team of 3 stalkers should be able to kill anyone in the zone with almost 0 risk to themselves. Shark then go into Phase. I'm not sure even a WP tank could survive 3 shark crits. This is totally different than back when you could 2 shot a blaster with a stalker (back when ET was amazing not amazingly slow) because you still had to have some skill to get an AS off on a moving target and follow it up with ET (of course back then we could always tp a target back for a 2nd AS).
As far as bigger issues to fix for pvp- yes. I think though there will always be a difference in view from arena pvpers to zone pvpers and even from RV pvpers to Sirens pvpers.
I would fall on the side of- fix broken powers 1st, then TS, then remove incarnates from PvP all together, and then whatever else. -

My choice would be whatever keeps the league going the longest as it will be months (if ever) before someone forgets how big of a headache it is to run one of these and wants to run another one.

I would also suggest you don't limit the play offs to the top 4 teams as perhaps some of the other teams would still like to participate in pvp. -

I don't recall any instance of points being awarded during playoffs which then are added to the total from the current season.
As far as your posts about Shenanigans. According to your own GP site we have practices 3 days a week against Ware, Exile and HB, you have practices 3 days a week against Ware, Us and FAP. So I think you must be a little loopy from the loss of blood per the MOTD in your backup channel.

I have read over most (not all) of your comments about TS/HD, and if we can be honest- the reason that TS/HD even got placed in the game was because people were complaining that that they couldn't get kills in PvP zones. It should be noted that these players who voiced those concerns may not have been the majority of pvpers (good or bad) just the most vocal. So the devs looked into what would give the zones 'more kills'.
So when you hear people saying TS/HD is pvp on training wheels its because it really did hinder people ability to play fast paced (team style) pvp. Now pretty much the side with the most people is winning where as back before TS/HD you could have a small group of well coordinated pvpers run a zone against a group of people twice their size (numbers not weight).
I will agree with you that removal of TS/HD without looking at other aspects of pvp 2.0 would/could cause issues. TS can burn in hades, it can go and I don't think anyone would have an issue at all. If your melee and you can't catch a running character then you need to get some webnades and get on the treadmill. HD however might be an issue if they just remove it without looking at inherent resists. Defenders with a self heal and high inherent resists would be pretty hard to kill without HD and now with their new +damage based on team size its pretty easy to make an offender.
You can't really just roll back HD+inherent resists without looking at the new power damage modifiers.
Maybe im an optimist but I do think the Devs want to try to fix PvP but honestly I think they maybe overwhelmed at what it would take resource-wise to fix it (or at least to make it better).
I would suggest- removing TS, its an easy fix and while you will have some people yelling and screaming, it is my opinion that the majority of pvpers would support this.
Removing HD- maybe- there maybe issues with this. Perhaps- not decaying someone's heal but decaying their resistance when they heal. That way people can't grief by healing someone into HD when they are in zone. It would make 'healers' targeted more because they would have lower resistances but it might work. -
