Dunno what the person you're asking will say about this, but I'll take a pop at the question. Here I go:

Particularly in SS' case, the power was too good compared to other travel powers, the inherent aggro management built into the power to make it usable running down city streets was obviously not intended as a shortcut for getting around taking Stealth. Testing in the Arena mostly likely helped bring this issue to the Dev's attention, but the problem was already there pre-Arena and would have been changed eventually with or without Arena testing. You do see there is a difference in powers changed *for* PvP and powers changed *as a result* of high-visibility PvP testing, right?
IMO, anyone who *didn't* see this coming are the ones suffering a little self-delusion. Maybe they thought that certain powers were sacred calves never to be touched, looks like the Devs disagree. Now that we see that the Holy SS is indeed touchable, next on the tweak list - Hasten, that 70% is going way down.
I do think these alterations are large enough now that we might see a free respec now, tho.

Good job fanboi. Keep it up. The point is not that SS is overpower or in some other way broken. The point is that they let folks spend a year building characters with it only to take it away when it started affecting stats in the arena. I can only play by the rules as they exist. Thats not my fault its theirs.
Bottom line, these devs are starting to feel untouchable because they have been netting 2+ mill a month in fees. They are beginning to play with my time invested in this game like its a toy. That is where the line gets drawn with me. -
Play all the silly word games you want but the fact is all these sweeping changes and the further analysis of damn near the whole game IS BECAUSE OF THE INTRODUCTION OF PVP.
Maybe you think you can swing the bat at everything and call issue 4 a success when all the CS rejects have somewhere to congregate but for me each issue has messed with at least one of my characters.
Can you have one issue where you add cool and interesting stuff without causing me to rebuild one of my characters. Please? -
On the surface, the changes have more pros than cons. As someone tried to do above, put this change next to the ongoing balance discussions and you got the framework for larger change.
My guess would be that somehow they are trying to get back to the boosted bosses if only in missions. It was stated that more or less the reason it was backed out was that "some" ATs couldnt handle it and were running into higher lvl baddies around corners and eating dirt. Lowering the debt makes this more barable across all ATs. Especially early where the change caused the most debt. Post 22 with increased SO cost and you have the potential to increase difficulty and have debt decrease act as a reward or at least a counter balance? Something adjustable that can be tweaked at least. Just a guess and most likely a bad one.

I play both a invul and fire tank and fire is surley better once you get burn but invul can take a beating fire could never take. But not many players are optimizing I would guess. In that case, it comes down to damage. That massive resistence invul has comes at the price of damage.
The changes to invul and to SS have brokenn many "casual" gamer builds. Why that was even a issue in the change baffles me because what it leads to is cookie-cutter builds which fire suffers from baddly. Almost all the fire tanks I know have the same set of powers with 3 or 4 secondary attacks to change the flavor. However, on the invul side, I see many differences and that set can save you a power pool as well. That extra pool could be speed which would via hasten increase you attack rate
For the record, set combinations that I think are "un-fun" now include, invul/*, */invul. Reason - end drain. For the same reason SS rage users hate sitting there..I hate not attacking. Pounding the keyboard waiting for enough end to regen so I can taunt sucks. Oh but I could slot end reduction right? No one should have to slot end reduction post 35 for non-attack powers. If you are, then why not just drop the end requirement and take away a damn slot. I dont mind it early in the build but to be efficient and keep fighting..no thanks.
All stuff that has been hashed out before. Fire, no matter what AT, gets that DoT which helps keep the DPS up and because hasten is not really needed, the end drain is not so bad. The resistences are similar from early to mid game, its only after 35 or so that invul starts to take over in resistences and defense.
Hope they give the SS players their rage back. All this forcing to the middle crap is getting a bit tired. Along with the everything 40+ seeming to have psy attacks too. Bastages! -
Anyone but me remember that when issue #2 was announced that there was some mention of a "unearthing" of the paths to the hollows? Wonder if maybe the event is a prep for issue #2.
