That description may be incorrect and desaturation may be used in other situations.
It's probably best to disable "Desaturation Effects", "Bloom Effects" and "Depth of Field Effects" in addition to most if not all Ultra Mode effects for your GPU. -

I think we are a bit confused about which launcher he is using. I'm under the assumption that he is try to using NCsoft Launcher based on the first sentence of the original post. But, the steps Texas Justice described are for CohUpdater.
EDIT: But, "/runbeta" is relevant to neither NCsoft Launcher nor CohUpdater. To install the Beta from within NCsoft Launcher, just click on the "CITY OF HEROES BETA" entry in NCsoft Launcher and click the "INSTALL GAME" button. You can use the "Customize" button to set a specific location to install to if you have copied the live folder and want to try to patch it up. -
If the "Repair (Consistency Check)" comes back clean for Beta and the game still does not come up for you, it may be a problem with the default graphics settings.
Have you tried enabling "Safe Mode" for Beta?
(right click on the game in NCsoft Launcher and go to "Properties" and check the "Launcher in Safe Mode" box) -
Even if it did not find your old installation of City of Heroes, you still did not need to uninstall it. At the Installation screen, where it shows you the "Total download size:", you can press the "Customize" button and point it to your existing installation.
I don't want players thinking that they need to uninstall their old installation and re-download and install City of Heroes when they transition to using NCsoft Launcher.
I know this information does not help you right now. I just want to make sure this information is available for future players who may experience this issue. -

Just to clarify on this thread, you do no need to uninstall anything to transition to using NCsoft Launcher.

If, after installing NCsoft Launcher, it complains that it cannot patch your game, then try the repair option (right click on the game in the list of games in NCsoft Launcher). -
We have not announced when it will end. Do you have a specific concern regarding the wisp aura giveaway/launcher promotion?

This is not a launcher issue. You should be able to run the game in safe-mode but with minimal graphics features. Once the fix goes live, the game should be able to properly use your NVidia GPU's capabilities.
In fact, I think the training room/test server may already have the fix.
EDIT: I was mistaken. The training room/test server does not have the fix. -

As far as I know he isn't in the Beta. In fact he's never used test either to my knowledge.

Confirmed; his only install is the normal server. Which was/is working. But trying to install the new launcher; fails. -

If the launcher installed and updated itself properly, it should not be starting the old patcher. Have you checked to see if you can get the file listed in this post:

If not, you should follow the directions at the bottom of that post. -

That's because your Games.xml is out-of-date and you are unable to connect to the NCsoft Launcher patch server. We can get this resolved fairly quickly if you could Private Message the information we've asked for to one of the community members.

The problem is with the game, not drivers. Though it would not hurt to make sure you are using recent drivers.

We are aware of the NVidia Optimus problems and a fix is on the way. But, I can't say for certain when that fix will be available.

The old launcher (CohUpdater) is still fully supported and should be working at this time. The Mac version of the NCsoft Launcher (and Steam compatibility) will be available before CohUpdater is deprecated.
My understanding is that Mac and Steam players will have the opportunity to get the Wisp Aura. -
External IP and DNS settings.
If you're not sure, send it all. Better for us to have too much information than not enough. -
