    Don't concentrate so much on set bonuses. Slot the normal way first, then try and see what sets you can fit in without compromising the key effects of your powers.

    Straight off the bat, you have incredibly bad burst damage. And as far as your DPS goes, the amount of attack chains you will have to use to drop enough, is scary. You have bad movement, so you can easily be kited to death, your Slows won't don't jack against that, so think again.

    The fact that you're going for a pure recharge build is surprising (Though not that much from you ), pure recharge builds can seem good, especially if you remember the ol' Perma Hasten days, but the thing most people forget, and what I think you've forgotten, is that a Perma Hasten build of old didn't compromise on Damage. This build does, horribly so, in my opinion.

    If you are set on this Build, I really hope you get it done, and when you do, I demand a PvP fight.

    Its all well and good to have a build with IO's in mind but you cant let it comprimise it. The thing that makes Ice so good is its fast acting ranged attack chain of BiB -> Ice Blast -> Ice Bolt so you really need those three, even if you dont want a more conventional build for the rest of it.

    well thats all good and such since i already explained i have no experience whatsoever with ice and energy (well most blaster sets in general) so advice always welcome The fact is i am definitely going to try a recharge build for PvP but would like any advice on the powers etc

    Freeze ray has faster casting, faster recharge, lower end. Overall very nice and alot better then BFR. With such ammount of recharge its quite easy to stack this twice (BP gives 100% extra hold).

    The 160%, you refer to total recharge on a power? (aka 90% ED + 70% on setbonus?) I'm working on recharge on my granite and i'm getting stuck on 56% atm (and lack serious ammount of inf).

    I have to pop the mid designer to see your exact build. Based on your chains, you likely to go alot melee, though you still be able to drop Energy Punch and replace by stun (100% mag3 stun iirc). (TF->Bonesmash->BIB->IB->stun->again)

    I can play the build around by switching freeze ray for stun without changing slots and keeping the 6.25 bonus from stun set so still maintaining the x5 stack.Or energy punch.

    Bitter freeze ray has a very annoying casting time wich roots you for about 2-3seconds. (animation from TB of elec).

    I cant see the set bonus you getting on +recharge (no mid builder here), but outside hasten BR needs 2 SO to get perma.

    If you not intent to go use PFF alot (ok.. its pvp) you might look at the ice epic. They have the -50% move/recharge toggle power from Storm and 30 seconds hibernate

    Is impossible to fit them in and keep the 160% builder gives.

    Hasten is at 123 seconds (3 seconds downtime) and Poiwer Boost at 16sec (1 seconds downtime).

    I could exchange the BTB with Freeze ray tho since is same type of bonus i can get.

    I really dont know ice and energy sets so if i am missing useful powers all advice welcome.

    I would have loved to slot FON in there but its really hard considering the need of LoTG +rchrg i need.Getting FON would mean gimping my self with stealth pool to fit at least 2-3 LOTG and another 2 from CJ and maneuvers

    Fighting pool for PvP? No you don't. And ma is not dm, it doesnt have -toh debuffs on target, so you will be hit A LOT. Unless you plan on playing all the time with an empath or a bubbler, I'd never skip it

    The thing is that, if you take fighting pool, you can equip Tough with the Steadfast unique enhancement that grants +3% defense and with weave and the proper set bonuses, you can get your SR scrapper over the defense soft cap, adding medicine pool to that, then you have a scrapper tha in he hands of a good PvP player (and that excludes me by a long way) is going to be feared in the arena. As I said, medicine pool is needed for PvP, I never said it should be skipped for PvP.

    Mainly PvP fun i guess in RV and some Arena fights.

    Concept is Perma Power Boost and Boost Range plus near perma hasten combined with Aim and Build up Cycle covering each other
  14. yep thanks for clarifyingi understand and i agree on the fact that Regen required more skill after ED and in general i understand your choice.

    I was toying with a build similar to yours you just completed what i was toying this so i am saving it in my builds hehe.

    For the record i was toying also a recharge build for pvp with regen managed to get it down to perma dull pain and hasten plus really fast attack cycles and still maintain a good regen. But seems to suffer a tad to recovery compared to yours which is all around and i like it.In prolonged fights especially yours is definitely a winner.Good job

    Frozen Electrum and Imaginary's blaster down as the best in my list altho not seen many mentioned here.Also i have heard really good words about Gatling.
  16. I like this build a lot is very nice and have saved it in my favourite builds.I would like to know though why not rather go for perma dull pain + near perma build up combined with fast reconstruction,perma hasten and an extremely low IH recharge (about 120 seconds).

    In other words why prefer in PvP regen over fast recharge that would allow take all spike dmg going on in PvP. (Perma dull pain + reconstruction every 18seconds)
