  2. i think DP with the +hp (no ios) is better than the perma dp. Slotting heals gave much more combat options for its use and the extra hp really helped too. Much better than putting DP on auto, imo.

  13. I didn't choose powers in the 40s because I used their slots elsewhere. This is just a quick one, but it tries to max out recharge. It does okay. 41% from IOs and the 70% from Hasten, which has a 20s downtime. DP is close to Perma, IH is back in 210s, Recon is only 19.4s.

  14. i would try to write one but I can't decide what to do with mine. I know what to do using common IOs and i know how to slot Set IOs to stack a desired effect, but i have no idea what effects I want or how much of them I want. And just using common IOs, Scrappers are so strong that anything I write would boil down to "slot what you want, it's pretty damn hard to [censored] this up now".

    that said, what are you looking for in this build? want a common IO one first?

    650/5 = 130s

    that's 40 seconds of downtime, if you have the kins to back you up. and readlly, if you're gonna carry around two defenders in your pockets, just take Empathy and make them alternate AB and RA. Those are as strong as IH on their own, and recharge faster too.

    Well, you can't get something below 20% of its base recharge. So for IH, that's 1000/5 = 200s. That's still nearly two minutes of downtime.

    Assume you slot with 6 level 50 IOs. That's 118.16% after ED. Add 70% from Hasten. Add another 85% from IOs. That's still only 273.16%. Add that to the base and you're still 130% away from the recharge cap. You'd need a couple Speed Boosts.
  19. though I like that you guys are thinking about the Sewer Trial and Eden Trial, I still don't believe you are thinking of it in the correct way.

    What you have in those two Trials are two fun, interesting encounters that people have little incentive to mess with now after 40. You've created content for 3 levels, essentially.

    Here's my suggestion. Rather than limiting the multi enhancements to the level range for the trial, switch the Eden and Sewer multi enhancements over to Invention Enhancement tech. Make them a level 40 enhancement that never decays.

    This gives incentive for people to continue to run the trials after they reach 40. I see no downside to this.

    the 45% "cap" that people refer too is no cap at all. It's simply the value that one needs to floor the tohit of a PvE target that doesn't have any tohit buffs. Lots of things in PvE have no Tohit buffs, so for 95% of the time, anything over 45% defense is wasted in PvE.

    Celestial Fury is right when he states that 45% isn't enough for PvP. Rampant tohit buffs and lots of accuracy lower the usefulness of it.

  22. no, you're a bit off still.

    when you see those bonuses listed for slotting more than one enhancement from a Set, those are global set bonuses. Those are active regardless of what type of power it is or how often you use it.

    recap:

    slotting multiple IOs from a Set gets you Set Bonuses. These are always active regardless of power use.

    slotting an IO that gives a global effect (like Regen, recovery, recharge, etc) gives you that buff for 120s every time the power is activated. toggles and passives 'activate' every second or so. you always get the buff from the passive. you always get the buff when the toggle is on, and for 120s after you turn it off. If you slot these global effect IOs into a click power, you simply get the buff for 120s after you clicked it.
  23. you're misunderstanding the effect of the IO in there.

    Take Numina's for example. 20% regen, 10% recovery.

    That does not enhance the actual power it is slotted in. So if it's in Health, it doesn't multiply 20% onto the base regen value of health(40). Health's own value isn't affected in any way.

    That IO instead is acting like a set bonus. Since Health is a passive, and ON all the time, so with the effects of the IO. It adds 20% flat onto the total amount of Regen you have and 10% onto your total Recovery.

    So if you have Health worth 40% and no other regen powers and no other slots in Health and you put in Numina's, this happens to your total regen.

    40% + 20% = 60%. you now have a 60% regen buff.

    Why did I say all that? To drive home the point that the IO isn't there to enhance the value of the power its in but to give you a global bonus. That means that even though Health doesn't boost Recovery, the IO that has a +recovery effect will still give you that bonus.
