This is why the pilot episodes for each show have so many paralels. Although Straczynski claims to have evidence to all of this, he never filed a lawsuit because he knew it would be too costly and harmful to the fans (as both shows would had likely stalled.) [this explination I got from some old Usenet posts from that time]. In fact, it seemed [assumption] he just went out of his way to explain this because too many DS9 fans were calling his show the ripoff, and he wanted to at least make these geeks aware of the "real" reason behind the shows similarities. -

Mind you, I only seen the TV show and don't know if there are any books covering that timeline. -

Two Lusca tentacles in Kings row comming out of the ground, fighting in the construction site by the ramp, lots of tankers fighting the thing, me standing a bit far (some one had to take the picture) and two skulls talking close to the cammera. The one talking is emoting as if he was telling an interesting story, while the second skull is looking at the mayhem. I can just visualize the caption... "dude... behind you..." -

Note: only read the OP so far.
I think I seen spiderman loose his powers and still survive. Not sure if it was a cartoon episode of some of the many shows or a comic issue, but I think I seen it. Actually, the more I think about it the more I think i seen him lost his ability to climb walls a LOT.
There is also his web, that can count as one of his powers and he seems to run out of constantly.
Depowered hero comming on top despite his loss of power seems to be a very popular trope that I think every single popular hero has gone through at least once.
Most super heroes are in good enough physical shape to be able to go about an adventure without their powers. After getting out of a bind, though, I can see how many may pick to retire if they didn't get their powers by the end of the episode. Few heroes are interesting once their powers are lost.
THAT being said: if tomorow I somohow aquired the power of flight, you can bet even in a situation of stealth I may hide under a desk and hover. No way I'd just touch the floor if I dont have to! -

I will conceed that the first Strong and Weak mention came from Arcanaville, but thats irrelevant (from what i understand) since the original point was to clear that nuclear energy is not kinetic, but becomes kinetic. -

Its amazing the last couple of ranged sets they have created have been lackluster to say the least. Yet it seems each melee set they make just keeps getting better and better. I guess we know where their priorities are.
As for what next? I would say Dark Control and Dark Assault are low hanging fruits that dont need too much art involvement. Ironically think due to technical reasons, it would be easier to do an all new Dark Control than port Illusion (think the issue is on Domination doing next to nothing for that set.)
I would love to see a Kinetic Assault set (and also a Kinetic Blast one, animations in that melee set can easily be used for ranged attacks.)
Also would love to see some form of Trick Arrow based control set, main issue with the design of such a set would be overlap for controllers and Trick Arrow. But a Trick Arrow Control edition + a katana/archery hybrid "Ninja Assault" set would be darn cool, biggest issue being weapon redraw times. -

Simple answer: Neither, but you may want Willpower.
Complex answer: it's complex, depends heavily in IO building, enemies being faced, available buffing, pool powers used, etc.
Since you are not bringing up Granite in the question, I just guess you want the best for most situations (not the ultimate tanking tank) and although I would put my money on a well built Invuln tank, it would be much easier to "feel" stronger with Willpower in most situations due to the set having fewer holes.
For the most part, most people asking this question end up feeling more satisfied playing Willpower. It's not "strongest" but its friendlier.
Edit to add: its VERY hard to mess up a willpower build.
Disclaimer: this assumes no big changes have come in the last year to either set and does not take into account Incarnate additions. -

So that being told, without even looking at the current state of the game, I would love this power to be usable while you are low in HP.
Perhaps a conditional... The lower your HP, the more damage it does. If you use it with more than 50% HP, it does no damage or knockback, it just heals you to full.
If you manage to click it before you die (at 5% hp), it does about 50% the damage and knockback.
If you are dead, it does what it does now. -

Thing to note: Bruising is immune to the "Purple Patch". Unlike other -resist debuffs this one will be 20% no matter what level the enemy is (as long as you land the attack that is.)

Two days..
Backed up a lot of data, but would be "easier" to just re-start the project to take into account changes than to go throught he process of re-processing them and upload them.
I been considering to approach the Mids' planner developer and offer him my newfound iOS experience into creating an iPhone version of his planner, and perhaps integrate benchmarking tools into it. But that got to wait until I'm done with my current project (if I'm lucky it will be done by the end of this month.) -

Not saying you wrong, just that you would see similar situation with any other non-fire set (unless it's claws.)
Your first experience with fire was one that is not common when compared to every other set.
Also you are comparing to a set that has a lot of early AoE and that I'll give you: Battle Axe (and also War Mace) are late bloomers on the AoE department.
I would LOVE to see some re-ordering of the set to make the big AoE available at an earlier level, but for years the devs have stated power reordering is something they will just not do due to integrity technical issues (those swaps just turn one power into another, swap enhancement requirements, and can really mess up existing builds and potentially cause expensive IOs to go missing.) -
That all sounds wrong....
Have you checked power customization to see if they added themes to Ice? (I pray they did, i always wanted a "Hoarfrost" themed option for the entire set) -
