This is a permenant version of the temporary power you can earn during the Halloween event. It simply changes your appearance into that of the PPD Hardsuit.
It is not a set of player costume pieces and it required very very little time to create as the PPD Hardsuit was already made and the power to change you into it was already made for the Halloween event.

Wow you think you have no chance of getting it, im in Australia champ. Sure Id love it but hey its not really essential to my day to day playing.
Sure it seems unfair or bias. Deal with it, there are people, like myself, who have far less chance of getting to said events for little goodies like this. and again, its not essential to you playing the game so really, try not to lose sleep over it hey -
I like the idea but it seems needlessly complicated. When you could make a 3rd faction, The Independants. In comics these characters are clearly niether Good or Evil, but in all walks of life there is no such thing as a true neutral allignment. So these Independants would have grounds in Good or Evil, Via ATs (Blaster, Tanker etc for good and Corr Brute Etc for Evil). Though they have groundings in either side it is, as in comics and life, they actions they make that defines them.
I would submit that having a Villain running about Paragon City doing Paragon City Missions, and for that matter the reverse, is grossly game breaking. Because this Villain can gain all the required Badges for Hero Accolades, as the reverse. Which is the real kicker.
Where as if a new City close to Paragon City and the Rouge Ilse was made for these vagabonds, allowing access to there Origins City for such accolades, we could have a Side Swapping occur. Thematicly Recluse is not going to let a Tanker have the run of his islands no matter how many bad deed he has proformed. Like wise with the Master mind who has put his minions to work for the greater good, Statesman and the people of Paragon could never accept such a person within the war walls.
But a 3rd City (or more even), that has no moral compass, could Harbour such individuals if thier respective 'Home' Citys found them to lack the qualitys of Good or Evil as a whole.
I submit that by adding Independant Content we could formulate a Swapping system. Where Missions have dual outcomes, one of Good and one of Evil. Defining the Player by thier actions rather than thier AT and as such people all over will sing your praise or curse your name dependin on your actions.
Furthering this an affiliation system could be devised, Affiliating your self with a major faction in the world would also count towards your defined allignment.
For instance a Corruptor could earn enough 'Good Guy' Points to be allowed to have Longbow affiliated with them, and as such Longbow would not attack the Corruptor unless attacked themselves. Or if the Corruptor wanted to be truly Evil they could work up the 'Bad Guy' Points and affiliate with Arachnos.
Not to Derail, the OPs Idea is good but seems more of a band aid fixing a wound that needs stitches. I know that if i wanted to swap sides, id want it to be 'Permenent' not being brought along for the ride. The Idea has Merits, dont get me wrong, I would love this idea too. but its hardly the Side Swapping that I envisioned to be ground breaking. -

The intrinsic weakness of (positive) energy is in fact negative energy. That's why energy aura has a slightly lower negative energy defense. You can also find that electric armor has a slightly weaker negative energy resistance too. The opposite is true for dark armor, they are slightly weaker in energy damage.
For psionic defense, please refer to my post higher up in this thread. That post summarized what kind of power will have psionic defense.

The original version of the suggestion summary didn't include +perception to energy cloak. Later, there are several posts mentioning that cloak of darkness has +perception. What I think is that cloak of darkness is probably special, and I guess the intention of energy cloak is probably just to be stealthy. But the suggestion of adding +perception to energy cloak was later included in the suggestion summary as I think it adds some flavor to the set. And it is just a minor thing, we can simply leave the decision to the dev if they look at this thread.
I also want to mention that certain abilities are added not because it clicks with the theme of the power set, but the ability can be implied by the name of a power within the set. I think super reflex is a good example, focused fighting has resistance against confusion, and focused senses has +perception. Apparently, super reflex is all about dodging attacks. But the name of the power can imply abilities more than just dodging.
So, I think there are some flexibilities in adding secondary bonus and abilities to powers in energy aura.

So your saying that some a Damage type that gets Defence and Resistance is the weakness of a set where there are Damage types with NO Defence or Resistace....right-o
Though i tend to agree with Geko now, though you woulld need to add a small Psi Resistace to make it worth while. Besides that im all for Toxic as a Weakness.
Largly because if they were to make Negative as it weakness they would need to nerf it down and Add Psi and Toxic Def/Res to a value over Negative.
What the heck does a +Stealth power have to do with your own +Perception? Besides the strech that because your hidden you can obseve things at your own pace.
Focused Fighting implies that your Focused on Fighting, seems easy to deduce a resistance to confusion from that. Focused Senses well thats a no brainer mate, its not like focusing ones senses wouldnt add to Perception. -

I like the + HP to the Passives, Gives EA an Ablative Feel like layer'd Shielding stays at full strength. Though Id rather see them unmodifiable, EA can get Slot heavy fast adding Heal ontop of Resistance seems a bit exessive.
Adding a Taunt to Energy Drain seems right if theres gonna be no Taunt Aura. But i dont see a point to making it like Power Sink as its not really a -Recovery Theme like Elec, its an Energy Drain not a Recovery Debuff.

Perhaps Adding small Max HP increases and Defences to the passives, Both unmodifiable. With Unmodifiable Base Resistance increases accross the Toggles, with the exception of Cloak.
As a twist Make the Entropy Shield the Aggro Aura and Add a Small Energy Damage to it or a Repel effect that does Knock Down rather than Knock Back? Really all that gets Slotted on it is End Redux anyway might as well make it sound more Chaotic so it Lives up to its Name.
Maybe in addition to these base changes Overloads Defece could be lowered slightly and have a Unmodifiable Resistace added to it too.
All of which seem to be a good thematic grounding for EA; Strong Damage Based Defence, Solid Resistace and Max HP increase. All 3 in combination Fit a Shield that is reletivly Strong, but can still be worn down with Heavy damage while Still being usful for holding Aggro.
But Really, +Perception isnt needed for EA and its not really justifiable with the base Theme of the Powerset. Unless you get excessivly conseptual and say 'Yea, im bending my shielding around my head to magnify, and reflect so i can see behind me and far away and Etc' -

Seem's to me that it would be best to add unmodifiable Resistances to the Toggles and Overload for a Semi Personal Force Field Effect. Regen has no place in EA, and a self heal would be nice but isnt thematic, Solid Damage Based Defence backed by a decent Baseline of resistance would improve the set and stay with in the idea of the set. -

and if you're talking about creating new signature power pool powers for each primary/secondary pool.. honestly, that's probably more work than designing an interface where we can create our own. while your method may be easier on the machines, the original model would offer a much wider range of creation.. which is alos part of the purpose of the original idea.

I understand that full customization is something we all want. i just think if your gonna fully customize a power you should go the whole 9 yards and do it for all powers, not just a signature one.
perhaps limit the original points idea to what fits with the base idea of each AT, i would just hate to see a system implimented that further breaks the game. -

Why can't we have an arms dealer where you can go buy a permanent or unique weapon to further customize your toon. Is this not an idea that is long overdue or what?! Boomerangs? Whips? Cool looking rifles? I know lots of this is around but I'd like to KEEP some of the items. I have never used my blaster given to me by the Rikti ambassador because it looks kinda cool!
This same dealer can sell you permanent travel powers as well. They could be a jet ski, jet pack, etc. Items that are not in any AT's regular power pool. Maybe have the rocket boots give you the ability to fly.

Probably not permanent. because there would be no need to return to the Arms dealer after you buy everything you want. this would be great for buying Temps of that nature.
typical Shotgun Temp for X inf from the Dealer for 15 shots. Minigun with 10 Heavy Bursts for X Inf. The application of this idea would be endless tho i think Perma is a bit much as you could just buy every power for your level 1 toon and walk over everything.
Tho an equipment/skills Normal Human AT could be based off this sort of thing, using the same idea as the split Sets of VEATs a Normal Person could buy a Uzi from a 'Blast' Set then an Axe from a 'Melee' set then get some body armour from the 'Armour' set Etc
I like the idea of a normal person that has learned all sorts of skills and has various weapons and equipment to help them. Makes em sort of a Jack-of-all Trades or at least the facility to be. -

I was just saying im not sure if the Devs, or for that matter the player base, are into the idea of a level Cap increase.
But if they were 2 options i can see as to what to raise it to;
level 50 to level 54 (or i supose 55) to cut down on nessasary Added content.
Or from level 50 to level 60 to add a few more slots and powers aside from an implimented Signature Pool Power (SPP) Set.
then from there i figured to further cut down on Scratch built Content we could do a Task/Stike Force style Mission similar to the Ourobose Missions where we can Solo it or do it in a team to unlock the said SPP's.

was Thinking maybe Making a Global IO Slot that in essence would allow not just power customization but...well let me explain.
Have one Slot that Changes your Damage/Buff/Debuff Element Type and Base Particle type of your Powers to reflect it. Call these your Primary Power Slot and Secondary Power Slot.
Say your a Fire/EM blaster, you like EM but Want it to match up with your Primary more, Fire IO in Secondary Power Slot and Bam, All Fire Damage with EM secondary effects.Keep all the Anims for The EM set and over lay a hybrid od the Energy and Fire, so Barrage for example could remain as the Pom Pom but layer into it a Fire Texture and perhaps Trail like with Frie Melee Attacks. Thematic explaination could be using the fire to cause a backdraft effect on your fists.
Say you like Both but want to really change things up. Primary Power Slot: Dark IO, Neg Eng with DoT (in a similar manner to Gloom). Secondary Power Slot: Psi IO, Psi Damage with Stuns, Sort of like having a Pair of Psionic Gauntlets.
Change the Particle Physics for them to have combination effects of both elements. Like the Dark slotted Fire blast Could be a Dark Hue (your choice of Colour) Flame that has that Shadow Fall Dark mist about it. Psionic EM Could be Custom Coloured With the Shiny effects of Psi.
so they are Visibly Based on an attack Type but also Visibly Have an attack damage Appearance from an added Special Effect. This would make the power Customizable while still being able to identify what sort of Power it is.
With Armour Sets the Primary Focus of the Defence would shift. with Ice for example; Slotting a Energy IO would Make its Highest Values, Cold, Shift To Energy. while Keeping secondary effects like the Slows. Making the Ice Shield Particle effects Like a Energy Shield (Keeping the Ice Base Look but adding a Energy Glow)
Dark To Fire? Shadow Fall? Ever seen heat waves off a road, using that as a basis it could be used to refract light and Conceal you. The fear Aura? Mmm become a pillar of Flame with Demonic/Ghastly Imagery in it to scare Foes.
Ok its alot of work and Pretty Vague right now but looking over all the power sets i think its a possibilty even if it cant have all elemtal types for all powers. matching each Power set with a Element Change could be an effective Delivery method to allow a huge amount of customization.
But I also dont see a reason to impliment this for Epics as they are Predesignated Powers for thier Story. Where as Standard ATs are not bound to a particular Race or Form of Training. -
I've thought about this myself, tho i think it would make more sense to go by the Primary/Secondary of the character in question to base a Signature Power on.
For instance, EPP's and PPP's are designed to assist AT's where they lack. Signature Pool Power's (SPP's) Should enhance the Strength of the AT IMO.
Make The Primary Set Sig Power 12 slotable and allow 2 Secondary Set Sigs to be taken in its place and only have them 6 slotable. Or A Primary and a Secondary but both are only 6 Slotable.
Making the Primary SPP already 6 slotted for Free, like how all powers get one, and secondarys 3 Slotted would make them instantly more 'Powerful'. Also making them optional like EPP's and PPP's by allowing a new power choice as an alternative, perhaps even as a 5th Pool Power.
As far as im aware a level cap increase is not being looked at or notwanted or something? But maybe just a small one to 54 or a larger one to 60. Oro Style S/TF to unlock SPP, so you can do it alone or with a team.
So say from a lvl cap increase to 54.
lvl 51 secondary SPP or power of your choice
Lvl 52 Secondary SPP or 3 Slots
lvl 53 Primary SPP or power of your choice or 3 slots
Lvl 54 6 slots.
On a lvl 60 cap increase we could also add a few normal power choices as well and the slots to go with.
lvl 51 New Power of your choice
lvl 52 4 slots
lvl 53 New Power of your choice
lvl 54 4 Slots
lvl 55 New Power of your Choice
lvl 56 4 Slots
lvl 57 Secondary SPP or Power of your choice
lvl 58 Secondary SPP or 3 slots
lvl 59 Primary SPP or Power of your choice or 3 Slots
lvl 60 6 Slots
Then add New level 54/60 Signature Power IOs.
Edit: As was Previously Suggested by someone else, this idea could also be used instead of The EPP and PPP Sets i guess if the Level Cap increase is not a viable option.
And on a note of the 'Fully Custom Sigs';
Choice of Power effects animations Etc would be nice but is a Pretty big ask on this system without a Viable Power Customization method.
So Having a base Pool of 4-9 Primary and 4-9 Secondary Based Powers for Signature Powers with defult Effects and anims that match the Primary/Secondary Effects would keep things simple for the Devs.
Adding any Power Customization to a Signature power without being able to Customize the rest of your set seems a bit of a half effort IMO.
Further Customization beyond Defult Anims and effects for Signature Powers could come in the form Of Signature Power IO Sets.
And the other factor would be looking at things like T9 Crashes, if T9 Crashes are Bad, How much worse would a Signature Powers Be? unless they werent as powerful as T9 Powers, which to me is as much of a let down as the differential between EPP's and PPP's. -
