    That was actually the last bullet point on the list (the +dam AT modifier one).

    The power uses the "melee_buff_dmg" modifier and it's not that "Brutes are getting the Tanker bonus", it's that Brutes and Tankers share the same value on the modifier (0.100) and Scrappers have a higher one (0.125).

    That's a change from when they tested it in beta, then: I had a level 50 WS copied over that I was unable to play when they did their "everybody gets set to free play" test - the error was that the AT wasn't unlocked.

    I would first do the second bullet point, and then would actually go completely counter to the first by removing the level shift from the third tier across the board and make you have to get a t4 to get the shift. As part of "removing level-shifted AVs" I'd remove the level 54 bump on anything but the AVs because the whole concept of "The Well powers Tyrant who somehow powers up the entire freaking world" is stupid; use the leader's difficulty setting and you can still have +4s, and make them ignore the -1. Challenge can be created through power choice or specific mechanics instead of just "lol moar lvls = moar hp + dmg!"

    Now a t3 Incarnate can use their powers to wade through mobs but still will struggle against the +4 AVs; it also puts an incentive on getting t4 and doesn't unnecessarily penalize a "new" Incarnate who is joining a trial without anything unlocked.

    It was listed as a bug by Castle before he left but since it never got fixed I and many others assumed it was written off as a feature and allowed. That it is a bug that they just haven't fixed (yet) was reiterated recently when I asked if all AoEs could have a 100% critical from Hide, citing Burst and Fireball as two examples of how it works well. The same PM also asked about completely eliminating the interrupt on AS.

    You can make it work, and if you enjoy it don't let people telling you "it's better on a Scrapper" stop you from playing.

    But to answer the question:
    • Brutes have the lowest base damage of any melee AT.
    • Shield Charge uses a pseudopet to deal damage, and the pets were created to align with the base damage modifiers.
      • Since it is a pet, it is limited to +300% damage due to the pet 400% damage cap.
      • The lower damage cap prevents Fury from allowing a Brute to catch up to Scrappers - or even some Tankers - when using Shield Charge
    • Against All Odds is a persistent +damage boost.
      • Due to the first point, Brutes get a smaller increase in damage dealt compared to Scrappers or Tankers.
      • Brutes already have a persistent +damage boost in Fury, so the relative increase in damage is much smaller than for Scrappers or Tankers.
      • Scrappers have a higher +damage AT modifier, so they get a greater increase of a higher base damage.

This keeps peak performance from becoming too broken (such as stalkers being able to three-shot AV's) while preserving theme and functionality in the majority of circumstances.

    With some work, this idea is very feasible.
    The suggested buffs to bosses would negatively affect too many ATs to be reasonable - especially this late in the game's cycle; scaling AS with unbuffable damage means it's not worth slotting for anything but accuracy (since the majority of damage can't be buffed due to varying levels of mob hp); AS will remain interruptible, at least from hidden status, and AoEs are never supposed to have a 100% critical and anything that currently does is a bug (I've already specifically asked and received a direct answer on these last two). Placate could use a buff, but I don't think it's on the agenda and the timing issues would still be there even with the tohit debuff since the attack roll is made when the power is activated - which is either before or at the same time as when Placate goes off, since there's no set delay in the Placate effect.

    You're right; Stalkers don't really have a place in the game, and outside of killing n00bs who can't figure out how to move in PvP zones prior to i13 they never did. Anyone can stealth and strategically pick targets, and almost everyone can deal high single target damage. It doesn't sound like you'll ever be happy with this game, so have fun where you can.

    And none of the SSA arc involves PC villains vs PC heroes either. There aren't any direct PvP missions in the game.

    If you really want an example of villains doing something that heroes clean up there is the Outbreak tutorial (Radio contact mission for villains), the Hess TF (villains provide the plans for the robot in Operation Skyhook), and I'm sure there are several others I'm not thinking of off the top of my head.

    But I wasn't the one bringing up the SFs as "things villains accomplish", I was using them to show that it's the same-old, same-old and no different than what people are complaining about here.

    This is a little that TVTropes likes to call Status Quo Is God. Heroes can be smashed and tossed around as much as the devs like, but god forbid the villains have to lose anything of actual substance.
    Please bring the SFs into this. What do the villains accomplish?
    Tarikoss: they get used by a hero, hopefully to die and never return while sealing a demon that powers Cap au Diable.

    Silver Mantis: they take out a villain group and their headquarters (Sky Raiders) - which is still active afterwards in the zone it appears in.

    Renault: they steal some limited power from the Leviathan. For someone else (Mako).

    Ice Mistral: they get the Shard of Serafina - which is only one of the glowies available in paper missions for the past 30 levels - to stop a Circle of Thorns plot. Yay, stopping a villain group again!

    Recluse: Theoretically you kill Ms. Liberty and potentially the entire Freedom Phalanx. Except nobody dies, and nothing is accomplished other than Recluse pats you on the head and says "good job, you sure showed them".

    The patron arcs? You don't get to act the way you want in most of them - you get to act how Arbiter Daos tells you to. Sure, you unlock the patron pools, but that's like saying how successful Mender Ramiel's arc is because you unlock the alpha slot. Time After Time is the only one that has your villain really showing a clear victory, and that's only because you can break away from Arachnos at that point - which you wouldn't need to if the whole game hadn't been written with it in mind.

    Yes - they're mostly Fiery Assault or Fire Blast, though: the only "demon" Fiery Melee type still skipped Breath of Fire and I tried to maximize use of the swords.

    Not that anything is likely to come out of the "fire" side chat (pun originally unintended, then proofreading exposed it and made me edit it to be more obvious before posting) until well after i22.

    I think increasing the drop rate would make everybody happy and would kill the farming much faster than any method which reduces the rate at which they're generated.

    The last line doesn't really qualify as a reasonable suggestion - it would be like saying that they could just as easily cure the issue by removing the whole invention system or simply shutting down all of the servers.

    It depends on if you ever plan on using the attack - the KB set also gives some KB protection, so that's one less (easily acquired) IO you need to get.

    "Subdued" is tricky when all it takes is a stray angry thought to attack; that's why you'll likely get disagreement.

    Which I wholeheartedly disagree with since it won't fix the issue, it will simply artificially limit supply of an already moderate-demand, extremely-low-supply item that has already been artificially inflated with a timer without really solving the issue since people with multiple accounts (that can get IO drops) could still set up multiple characters and AFK farm.

    If you're that opposed to people AFK farming PvP drops, simply go find them and kill their characters yourself.

    No one's saying villains should lose in their single player content. What heroes are asking is equal treatment, either by not looking like moronic losers shouting OHNOES in their story-arcs or *gasp* actually accomplishing something worthwhile post Issue 12!!
    Name one instance where PC villains get to win over PC heroes in a co-op story. Here's a hint: this arc isn't co-op.

    Now name the instances where anything villains accomplished is completely ignored by canon and/or made useless by NPC actions offscreen in closing mission dialogue or context elsewhere.

    I'm not saying that the way the characters are handled is correct - I'm just saying that it's not exactly unique, and the comment "throw Heroes a bone" grates especially when the arc isn't even done yet.

    There's a timer already. It's just based on killing the same person over and over "ie, you already killed them, so kill someone else for the next while" rather than "you already got a drop tonight, you can't have another one".

    That's why people are farming multiple free accounts instead of just one.

    And yet, that indicates to me that this one would do well enough without IOs and so shouldn't be the choice. I have a 50 Ice/Kin Corruptor and can vouch for this as well - you don't need much recharge, don't need damage, Freeze Ray gives you less need for defense, you can refill your end or hit points... sure you can IO it, but why? Just play it and watch things drop anyway.

    I'd go with the Rad/Therm. Rad Blast is a lot more fun with lots of procs.
