The correct answer is: All 2v2s in i13 pvp are bad.
Really.
If you play with Travel Supression and Heal Decay on: you can actualy get kills on competent players, because they are too surpressed to be competent. But, alas, that's no fun at all.
If you play with Travel supression and Heal decay off: "Damage Dealers" don't actualy do enough damage to break healers' heals. So, you get no kills - also no fun.
It's really a shame. -
Don't be discouraged by people calling you "FoTM". People who do are generaly bad.
Despite what people will tell you: Don't pick up Divine Avalanche (unless you have an extra power to chose). Why?
a. The defense it provides is only to melee attacks - meaning it would be entirely useless against ranged toons (most of the opponents you will encounter are going to be ranged).
b. You shouldn't need it against melee toons. Regen when competently played is unkillable in 1v1s. The weakpoint of a Kat/Regen isn't survival - its weakness is inconsistent damage. By spamming Divine Avalanche you weaken your already inconsistent damage.
Good luck with your build. Have fun on that Kat/Regen. My first toon (and my main from i2-i9) was a Kat/Regen - I had a blast on that thing -

KB and KB res diminish at the same rate.
Soothing Aura: Tox said that if he were to remake his build he'd drop Power Boost and Phase to pick up Hiber and Soothing aura.
The KU on soul storm only works if the target is on the ground when it hits (Web grenading the target disrupts it altogether). -

Recharge: 37.5%
KB Protection: Mag 37 (levitate is mag 35).
Damage: 0% (It's a ******* healer).
Note: All rad attacks have the chance for -res proc, and at least one damage proc (neutrino bolt has two).

47.5 isn't enough to take a well slotted forcebolt - you'd need somewhere around 56.
Set bonuses are important, but more important is functionality - You need to enhance your heals and buffs for range, and your travels should be well slotted so you can better evade/get to a team member who is being attacked.
Try to get around or above 1500 HP, at least mag 35 KB res, and make sure you have enough recharge to heal effectively through spikes. -

Yeah, I probably should have done that, half the vid was us spawn camping them. I wasn't too intent on showing the totals, though... I zoomed in to show the badge earned thing. I thought it was funny that we earned a "Heavyweight Champion" badge.

I think there is still an "SG Rumble" feature in the Arena - where you can do matches bigger than 8v8.

Not only is it an increadibly effective build, but it's probably one of the few that I think are still fun to play. You can go through someone's endurance at an alarming rate - way faster than a therm, and it's not too bad on survivability either. Obviously the heal isn't as effective as a therm's heal, but it certainly has its uses - not to mention, it's always hillarious to kite kin heals off of people - about as fun as a lightning rod kill.

"Good PvPers" left in i13 because the game's PvP system became too easy/uncompetative. There isn't nearly as much room to employ skill as there was.
As for other people being better in i13... No, they just don't look as bad - and there aren't as many "good" players that care enough to make them look bad. The Detective's evidence:

Damage types don't really matter now anyway. Some of the melee powersets (SS and MA) have new animations as part of the customization - I assume they are on the same timers as the normal animations, though.
Given that the skill margin has so greatly decreased, smaller details such as power colors would give a less than noteable advantage, if any, in PvP. -
Calm down, broski. I don't think I ever mentioned burst damage. Either way, the burst damage certainly would be higher, as would overall damage - just not much higher. Certainly not high enough to make up for the extra survivability you'd gain by going /regen. The /regen scrapper will be able to maintain offensive pressure for longer periods of time then would a /fire scrapper. On top of that, the OP is interested in making a Broadsword scrapper. The best pairing with /fire would be Fire Melee, because FE increases fire damage more than other damage types.
