Keep it in Fissure if you keep it at all.

Arcanaville has written a long guide to defense. She put together the original guide describing the math behind the defense/accuracy/to hit mechanics. I cant find it right now.
Another good source of info is the Paragon Wiki site. They have a few articles discussing this as well

What are you fighting?
Unless Rad was nerfed hard, if you throw Rain of Arrows and Carrion Creepers into a pot of triple stacked AM and triple Rad Debuffs, enemies will be "whiffing" as they melt before your eyes.
Trying coordinating between the three of you by opening with Radiation Infection followed by Enervating Field on the hardest target(s). Also try to stack AM when possible so you can get a hefty recharge and damage bonus. Liberal use of Lingering Radiation will easily floor enemy (no AVs) recharge and movement rates.
Ill/Rad is great, but I think a shift in play style will salvage the time and effort you put into your heroes.

I personally use procs in Freezing Rain (and pleased with the results) I would say its a go for using them in Sleet. My understanding is that Sleet is bugged, so it may affect how the procs behave (most likely not). I cant test Sleet for you as I just deleted my Cold/Sonic defender, perhaps another /Cold controller can give you better advice here.
There was recent thread about VG a few pages back where one of the posters recommended procing VG. Looking at the power in Mids it looks like a great opportunity to use multiple procs including the Lockdown proc.
If you spam Stone Cages in most fights I would proc it; if you dont, don't bother.

Quick comments:
- Tornado gets better mileage when groups are packed in tight (as does Lightning Storm). If you are an active "Herd"icane-er this might work for you. I also use it for an Achilles Proc.
- At low levels Roots provides decent AoE damage; at higher levels its quickly overshadowed by other AoE. I personally didn't slot for damage but would most likely have selected Posi if I wasn't maxed out on the recharge bonus.
- In your pursuit of damage I would recommend moving slots around to powers that take +recharge sets. As mentioned above you have a few sets that are sitting with four slots but can offer some global recharge with extra slotting and different set selection.
- Procs in Freezing Rain and Carrion Creepers will give you a damage boost. I think Mezzosoprano recently reported that procs accounted for 40% of his builds damage output.

What are you specifically trying to get out of IOs? Does your toon have any problem areas that you are trying to mitigate? -
Just a couple of quick comments before I go coma from jet lag.
- Taking both Sprint and Hurdle is a waste of a power choice IMO. If you keep one keep Hurdle and take Health earlier in its place. (Assuming you use Ninja Run as your means of travel)
- End recovery looks good. If your recovery is not enough you may get good mileage out of the Performance Shifter and/or the Miracle +recovery procs.
- I dont know how effective the procs in Tornado will be; I think you'll get considerably more out of 'nado by slotting for damage in lieu of the two procs. The pets set can also give you some good recharge bonuses here.
- Earth's Embrace alone without any slotting can put you at the HP cap (if you have all the accolades that provide +HP). Unless its a set mule I think you can get more for your slots elsewhere.
- You can squeeze more S/L defense out of the build with some changes in your slotting: e.g. moving slots form Earth's Embrace into Thunderclap in order to slot the Razzle Dazzle set. Assuming you have a modest budget you can soft cap to S/L fairly easy with Stone and Ice Mastery without sacrificing recharge.
- I find that Contagious Confusion proc helps out against groups with bosses.
- Nothing too bad but in some places your choice of sets puzzled me. In places where you could get more recharge or S/L defense you picked up other sets.
- You picked up Thunderclap but you chose to not slot it. Any reason why?
- You picked up Stone Mastery but no Seismic Smash? It can hit for 300-400 pts of damage a hit (depending on buffs/debuffs/procs) and recharges fairly quickly.

Looking at it from another point of view, if a player believes their build gives them a competitive advantage I could understand them not parting with it. I don't necessarily agree, but in a game setting I definitely could understand it. -

Interesting topic.
In regards to PvP I could understand players guarding their secrets. For PvE I don't see much of a point.
On a few occasions I have been asked for builds on various characters in-game. I don't mind sharing this information at all. -

Arctic Fog is a comparable power to Steam Mist. Is it intentional by design or is it an oversight that it is missing its typed defense bonuses? Are there any dev post addressing or commenting on this?

Do the Controller and Dominator Pets use the same HP scale as Controllers and Dominators? Are they subject to the same max caps as well?

I just specced out of Stone Mastery but I am sure Earth's Embrace doesn't require you to be on the ground and neither does Seismic Smash. Hurl Boulder and Fissure do require you to be on the ground. I'll test on my Earth/Storm to verify for you. (Looks like it was answered as I was typing)
If you are interested in looking at a Plant/Storm/Ice build. It may give you some more ideas on your options with a different APP. Its one percent shy of the S/L soft-cap and needs a few minor tweaks here and there but overall I am very pleased with the results. Keep in mind that Hiberenate is subject to the 120 second "No Phase" limitation as soon as you activate it; point is you wont be able to activate it every 79 seconds as Mid's reports.

lol. I know! Initially I thought the same thing...then I remembered how often I forget to summon the Fly Trap.
She helps out but if you don't watch her she gets you in trouble; she has the ranged attack I always forget about. As you pointed out its a good place to slot a juicy sets for some good bonuses. -
