(( OOC Forse question , having seen your Stonegaze gizmo working in game , it is bascially a radar for magic , so does this mean Aria Chem beauty creams will make normal humans detect up as magic, or is it only effecting the magical frequency the Stonegaze uses ? here is some stuff i found when looking at the issue of an alien ( space alien ) arriving in the US city of Paragon ...

§ 1325. Improper entry by alien

(a) Improper time or place; avoidance of examination or inspection; misrepresentation and concealment of facts
Any alien who
(1) enters or attempts to enter the United States at any time or place other than as designated by immigration officers, or
(2) eludes examination or inspection by immigration officers, or
(3) attempts to enter or obtains entry to the United States by a willfully false or misleading representation or the willful concealment of a material fact, shall, for the first commission of any such offense, be fined under title 18 or imprisoned not more than 6 months, or both, and, for a subsequent commission of any such offense, be fined under title 18, or imprisoned not more than 2 years, or both.
(b) Improper time or place; civil penalties
Any alien who is apprehended while entering (or attempting to enter) the United States at a time or place other than as designated by immigration officers shall be subject to a civil penalty of—
(1) at least $50 and not more than $250 for each such entry (or attempted entry); or
(2) twice the amount specified in paragraph (1) in the case of an alien who has been previously subject to a civil penalty under this subsection.
Civil penalties under this subsection are in addition to, and not in lieu of, any criminal or other civil penalties that may be imposed.
(c) Marriage fraud
Any individual who knowingly enters into a marriage for the purpose of evading any provision of the immigration laws shall be imprisoned for not more than 5 years, or fined not more than $250,000, or both.
(d) Immigration-related entrepreneurship fraud
Any individual who knowingly establishes a commercial enterprise for the purpose of evading any provision of the immigration laws shall be imprisoned for not more than 5 years, fined in accordance with title 18, or both.

so it is a crime to not enter via an approved entry point.


Possible Consequences of Returning to the Country of Claimed Persecution
Section 208.8(b) of Title 8 of the Code of Federal Regulations provides that an asylum applicant who leaves the United States pursuant to advance parole and returns to the country of claimed persecution shall be presumed to have abandoned his or her asylum application, unless the applicant is able to establish compelling reasons for the return. Therefore, if an asylum applicant returns to his or her country of claimed persecution pursuant to advance parole, he or she should be prepared to explain the reason for the return.
Asylum status may be terminated for specific reasons as listed in INA § 208(c)(2). An individual’s underlying asylum status may be terminated even if the individual has already become a lawful permanent resident.


once in leaving can effect your statue ...under the GR idea you have this may mean no returning to Praet.


To win legal protection from being deported asylum seekers must:

1. Be outside their country of nationality. Asylees are by definition in the United States and thus necessarily outside their country of nationality.

2. Be afraid of persecution. Torture and imprisonment are persecution - recognized under the law, but harassment or discrimination usually are not. Where these lines are drawn is different in each case.

3. Be harmed or fear harm by the government or others. Harm by the police or the army counts. Harm by right-wing or left-wing political groups or religious zealots that the government is "unable or unwilling to control" also counts.

4. Be affected by at least one of several defined conditions. As suggested above, these conditions are: political opinion, race, religion, nationality, and social group. The last category, social group, usually refers to people with certain characteristics that a particular society might lump together and have generally unfavorable attitudes about, such as homosexuals. The law generally does not include people who fled their homes due to civil wars, generalized violence, and criminal prosecution. However, even these reasons may suffice if they can be connected to one of the five listed reasons.

5. Not be a dangerous person. Finally,international law recognizes that countries have the right to exclude asylum seekers who may be a danger to society. These include those who have committed serious crimes, pose threats to national security, or who have committed war crimes or "crimes against humanity".

Terrorism concerns can lead to automatic disqualification from asylum. Even before the events of 9/11, people with terrorist connections were ineligible for asylum and subject to deportation. However, laws passed by Congress after 9/11 in 2001 and again 2005 have broadened restrictions even further. Under current U.S. law, any person who provides "material support" to terrorists will be refused asylum. Since there is no exemption for cases of coercion, even acts such as providing drinking water at gunpoint to terrorists are to be considered material support.

this implys you can enter illegally and apply, if your a victim. I would guess you have to apply very soon after arrival.

1. i only use first person when i am talking to one Character , and i wish to focus just on them , helps me ingore the surrounding activity .

2. When i am in the correct RP mood ..total immersion , and like FFM says , sometimes its a bit shocking what the character will do or say ..

Being a lvl 50 badass is not an issue , if your stick to your power sets , what becomes a Cosmic problem is often the “extras” they pick up on the was in terms of RP power .... and I will avoid giving any in game examples ..but it happens to a fair number of lvl 50s

however Batman is a good example ..if he was a in game toon ...near limitless cash and resources , a computer that can turn a scrap of clothing in to a plot busting clue , a vehicle for any terrain , a bat-thingy for any situation , or foe , police contacts at the highest level , best friends to all the worlds important people , a personal base with everything a crime fighter needs,a collection of helpers, sidekicks , and fodder ...

this works fine in a comic where he is the star .. in RP ..it makes other people redundant ..or filler material ...

My take was that registering with the FBSA simple menat you offered to work with them , making use of their contacts , offices , et al .. thus you become a active hero that they can call one ..

If you dont register with them then you are an independant hero ..

The Citizens Crimefighting act is a seperate thing .. . and is there to allow citizens to act as law enforcement officer LEO, providing the same legal protection as the Police , and that any private security firm would give to its employees ..

If they are breaking any law the act is irrelevant in that situation Because they are breaking the law , and not acting as a LEO ..just as if a Cop stole a car , and knocked someone down .

Until GR comes out we do seem to lack any giudelines on vigilantte types

On the game world modding theme ..we are all sometimes caught by the limits of the game , for example … many Missions will ask us to access /hack a computer ..yet there is no such AT ability .. when then we come top RP /Plot time a Character may claim to have “super computing” powers , and as Shadowe say ..can you prove it ..

Now if this was a PnP game we would have a GM to rule on all this ..something we cant really have for most RP ..which is why we all need to look closely at the casual claims we make for our Toons , as we are clearly going beyond the games limits with our RP .

ok to try to clear things up ..

1. yes i did speak to Big in PMs ..in fact he started it to stop Whisper having any chance of shooting Soapbox first ..

2. Whisper on the roof and by Soaps body is dressed as a Longbow ..he looks nothing like he did inside the Hall ..

3. the bit of the body he got was ruled by Big ..an arm .. the rest is still there ..

4. he used a personal teleport ..i made no mention of a mediport ..

5. the pace at which things happened was set by Big , Bunny and I followed .. Given the speed others moved and deployed inside the hall , that was packed full of people the pace was not that fast ...Soap and Bunny's Toon are only a few yards from the hall exit

..a smart suited Gangster entered the confusion of junk and trash the ally held , seconds later a Longbow Rifleman exited the ally , ….vertical , assisted by a drain pipe and air conditioning duct …

...Whispers Stealth power again cut in to mask his passage …

..reaching the Halls roof top , Whisper made his way to the exits that the fleeing Humanity First where most likely to be using …

..the Hi-tech Longbow Rifle was set to snipe mode , Whisper reached the edge of the roof and peered downward …

...still keeping his back to Wolf , Whisper halted .., again using the accent ..

“ Yous really gunna fire da thing into a crowd ? .. no I dont think so ..something nasty might happen ..peoples coulda get hurt ...”

..Whisper moved fast and made a head long dive into the crowd , scattering fleeing people and creating a tangle of bodies ..rolling out of the dive and keeping low and shielded by the people he headed for the nearest exit ..

..with the PPD cop down and out of action Whisper collected the rifle and pocketed the Offices magazines ..making sure to swap out the preloaded “citizen friendly” one from the gun ..

..have risked drawing unwanted attention , Whisper now tried to hide the gun under his jacket as much as possible , and move back into the swirling mass of those seeking to be somewhere else ..

....ducking to the side of the crowd Whisper dropped into STEALTH mode , and optimized any cover available . ...

....Whisper now sort a firing position , where he would have a unblocked shot at the back of the beast Chimera , while allowing him to “miss” and spray the podium ...

..Whisper sort inner calm , patience , better one good shot , than five bad ones , ..Whispers senses swept the room taking in everything ...

..the rifles fire selector clicked on to burst ...

..closer , he need to get closer ...

....as the confusion and panic grew around the Hall Whisper allowed himself to be push towards the unfortunate PPD Officer isolated by the fire extinguishers .. two paces from the cop Whisper mocked a trip and fell at the Officers feet ...faking a squeaky “help” Whisper garbed hold of the legs of his target , and started to pull himself upright ... The PPD cop looked down , and into the eyes of Whisper ...

in a rapid fire burst Whisper hit the Officer with a SUBDUAL , a MIND PROBE , and a head butt to the guts ((BRAWLING)) ...then he made a grab for the cops rifle ....

....suppressing a nasty grin , Whisper , moved from his chair and placed his back against the Halls wall , with the same move he tipped over his chair ,to use it as a blocker to keep a little free space around himself ..

..a rapid scan of the hall sort out the knots of panic , and those of organised response , Whispers mind drew up a map of the Hall and tried planed a route , using the panic clusters as cover so that he could move towards Soapbox with minimal risk ....and looked for any opportunity to snag a gun from one of the armed PPD officers , not trying to control the crowds movement (( see below ))

....his route set Whisper started to move , seemingly part of those trying to flee , but being shoved and bounced around the mass of citizens ....while in fact spiralling towards the podium ...

Not long before 7.30pm, Crowne Memorial Hall, Kings Row.

....having let himself be carried into the hall by the inflow of the interested masses , Whisper found a side wall to sit by , and from here he mentally catalogued the Halls population . Currently wearing his Family Goon disguise , suitable toned down for such as public venue , he blended and made small talk with those around him…and waited ….

..the car made three , different , circles around the Kings Row's Crowne Memorial Hall , Whisper drove at the same pace as the other traffic , but the evening rush hour of homeward fleeing workers meant that it was more than slow enough for him to be able to scope out the vantage points and deadground around the hall ....

..leaving the car parked at a near by apartment lot south of the Hall , Whisper made one walk by , to confirm his impressions of the site . One last visit to the car to collect his overnight bag and Whisper disappeared from view like the fading sunlight from the sky . . . .

.while the TV's picture returned to the news program Dr Mechano had so rudely interrupted , its viewer's face broke into a wry grin ..

“..a opportunity I believe , and one not to be wasted ..”
