I have a 50 Claws/Elec that I IO'd to the gills. Probably could have better spent that money elsewhere, but its a hella fun build to play. Similar build goals, similar power selections, but I have very different slotting.
General comments:
Overall you've underslotted some important powers in order to slot IO bonuses for Smashing / Lethal defense - i.e., enfeebled operation, multiple powers with 4 slots of reactive armor. Your single target attacks are really hurting for accuracy - Follow Up will miss quite a bit above even cons which will put you further in the hole. Your single target attacks are also missing for recharge - could be tough when you need to put someone down fast.
Now, Smashing/Lethal is awesome and a great build goal ... but you can get there effectively with other ways as well.
So where do we take OUT slots?
(1) Unless you really want Electric Fences slotted, drop the three extra IOs in it. We'll get the 2.5% S/L defense back later.
(2) Re-slot Numina's with three extra slots (four total): Recharge IO, Numina Heal, Numina Heal/Rech, Numina Heal/Rech/End. This will get you rock solid recharge and heal in the power, and saves one slot. The Numina +Rec/+Regen will only be active when Energize is running, which makes it less useful in this power.
(3) Swap out the Regen Tissue +Regen with the Numina +Rec/+Regen. You'll drop some over regen, but will retain the Numina in a more useful power.
(4) Drop a slot from Hasten. The third slot is nice, but basically overkill, you will get MUCH more bang for that slot elsewhere.
That gives us five slots to throw around. Where to put them?
- Take two slots and put them in Weave and Maneuvers with LOTG Def IOs. Fully slot your powers, man! 1.13% HP per power, you've got back the Enfeebled Ops +S/L def and you've added def to your other areas (i.e., E/N/F/C/P).
- Take your three other slots and slot your attacks - the Mako's quad does wonders. Put at least two of those slots into Follow Up - Mako's Quad and a Perfect Zinger Acc/Rech makes it really well slotted for Acc / Rech / Dam / End.
That's a start IMO. My build is a little sacreligious ... I dropped Power Sink - I found that with Cardio Alpha and capped S/L defense I just didn't need it in 99% of play. I took a few other power with +def mainly to slot more LOTG +Rech IOs (i.e., stealth, vengeance). I actually run Stealth for the +Def - yes, it partially suppresses in combat, but its 50% suppressed level is still enough to drive me to the S/L cap and saves me slotting elsewhere (i.e., you could drop some of those Grounded slots ...).
EDIT: I would also find a way to get the Kismet +ToHit IO into Combat Jumping as well. Need more accuracy!

For a Fire/Cold, my priorities generally go as follows, in descending order of importance:
- Max uptime on key powers - for a Fire/Cold, these are your AoEs (Fireball, RoF, Breath of Fire if you took it), Blaze, Sleet and Heat Loss. These powers need the maximum available recharge (i.e., if you slotted Posi's Blast in one of your AoEs, throw in a Recharge IO as well).
- Global recharge - this is a corallary to the above - but why spend money on expensive +recharge when you can slot powers correctly the first time?
- +Defense - I capped S/L on my Fire/Cold, but you could go ranged instead if you like. S/L is pretty easy ot cap though.
- +Rec - For exemping to lower levels (or when Heat Loss is down), you'll want the Miracle and Numina's uniques.
- +HP - I'm an HP *****. Its true.
With that in mind ...
- Sleet - Doesn't need accuracy in my experience. It ticks a boatload, and once a tick lands, you're golden. Your mileage may vary, of course, but you'd be far better with ...
Achilles -Res, Lady Grey Debuff/Rech, Lady Grey Proc, Rech IO, Rech IO
Five slots, max recharge, couple of useful procs and a bit of +HP.
- Fireball - Needs a Recharge IO. You're gonna be fireballing non stop!
- Rain of Fire - I personally don't find a lot of value in the Posi proc, so if you need a slot elsewhere, by all means move it out.
- Blaze - 2nd build's slotting is more optimal.
- Aim - The build up proc in Build #2 is a wasted slot IMO
- Hover - Not sure, but for me personally, unslotted flight speed on Hover makes me a Sad Panda, but your mileage may vary.
- Leadership vs. Aid Self - Leadership all the way.
Overall, I'd go with Build #1, taking into account the power-specific comments above. -

Couple of thoughts - you don't need 2x Accuracy IOs in Benumb. With Kismet + Sleet + 1 Acc IO, you're already hitting +4s at 95% rate. I may have to double check the math, but pretty sure that math was done in the big "fire/cold" thread from a month back.
I would: Drop one of the Benumb Accs and put back your recharge IO in RoF.
I would also: Replace the Lady Grey DefDebuff/End with one common recharge IO. You keep the 1.5% HP bonus and max your uptime on sleet.
IMO, the #1 reason to play a Fire/Cold is for the Sleet/RoF combo. Enjoy it my brother in Fire/Coldness -

Ultrawatt, nope, I didn't notice the higher enemy cap on ball lightning. I'll correct for that as well.
One thing I can say about these missions is that I am almost always at the damage cap ... I rarely use Rage on my SS/FA these days (although I did leveling up via AE). Inspiration combining macros changed my CoH life. You might want to run these simulations without Rage and Follow Up, as I think at the very top level of minion slaughter, they aren't as necessary. But I could be wrong about that. -

This merits note - if you only have time to log in 2-3 times a week, the higher price approach is definitely the way to go. Sometimes things go even more quickly than you might think. Crafted a couple of high-demand purples for an obscene amount of influence markup. Obscene!. Nothing sold over the weekend (no surprise there), but both sold sometime since Sunday. I expected to go a week, but good grief.

The first enemies to run will do so after one of their number dies, or if your defense prevents them from hitting you three times in a row.
Either way, neither case would occur with the Brute, right? The Taunt effect will keep the mobs locked down in place.
Was thinking about this, and I can't tell offhand how much the taunt effect outweighs the lower Spin recharge. If you don't care that mobs are fleeing (i.e., you're teamed and AoEs are flying fast and furious), then would likely lean to the Scrapper. If you're solo, I'd definitely go Brute, as you're not going to AoE the mobs fast enough to outweigh the flee effect (I think?) -

Will the elec be tougher than the SR, and will it perform better?
If you were considering a Claws/Elec Brute, I would likely consider that route for a couple of reasons:
- Mobs won't flee from /Elec's damage aura due to Taunt - Brute will do more AoE damage over time.
- Brute would have higher Res cap. Useful for the 90% Energy Res, particularly in iTrials and LGTFs.
- Brute's higher HP cap means Energize Heals & Regens for more.
On a Scrapper, I'd take the Claws/SR - but I'd strongly consider a Claws/Elec Brute
