My Kinetics went Air Sup too and hasn't looked back. With Haste & and couple of Siphons up you can have a mob constantly tumbling in the air.
Hover I wouldn't bother with. Yes knockbacks are annoying but Air Sup is so much more useful

My kinetics has both hover and air super. Both are useful powers in her build.
Nothing more frustrating than getting ready for a transfusion/transference and finding yourself blasted away from the mob. It's also very useful in the sewer trial - when I didnt have Hover I found myself on the hydras head far too often!
I think Hover is still a useful power for some classes of character - but I wouldn't include a scrapper in that! -
worth mentioning since you are a katana scrapper that using air super will cause you to put your Katana away. Which might be a little annoying in the middle of a fight

I have the badge Medical Specialist... can't imagine how many more hours I would have to play my empath to get the other ones!

One thing that seems odd to me is with Good Cop not having Transfusion. I would have though as an offender you need the ability to look after yourself and with no ability to heal yourself it might cause problems. What if bad cop misses? Or is dead? What if bad cop is in trouble?
Also in good cop's build: Power Push is a really useful tool for almost guaranteed knock back... great for offensive defending (and for manouvering bad guys into a useful position for your endurance buff)
In bad cops build... nightfall is a good combination to use with teneberous tentacles - perhaps better than Gloom. Not essential though and perhaps that comes down to personal preference
Might be worth changing the end redux in Increase Density to damage resist as well. The offender build will love having that thrown at them. Plus, with all those speed boosts running around I don't think endurance will be that much of an issue.
Since you are taking hover and will be permenantly speed boosted/siphon speeded... do you need fly too (especially since you have Inertial Reduction in there too)? Could swap that for Air Super on the offender and move some slots into hover perhaps? Should make for fairly decent speed while in the air.
And, perhaps someone else could comment on this, but maybe one of them could take vengeance too? For an extra boost should the other fall in battle... -
a) How do you engage the enemy?
Usually TP into the middle of the mob... running is too slow (unless teamed with a kinetics!) and the team have usually aggroed by the time I get thereIf there isn't time to stop and TP in I will throw a fireball off to get their attention. Once TPed into the mob, will fire off a whirling hands and a taunt towards the back of the mob to focus the attention on me.
b) How do you retain aggro and control the enemy?
Combination of mud pots, whirling hands, taunt and fire ball. Will often use Fireball on a second mob rather than the mob around me if there are 2 groups of bad guys to pay attention to.
c) What targets do you go for with your attacks?
Generally bosses and lieutenants, but it depends on the enemy we are facing. In some cases there are bad guys that are more damaging to a team and will target those ones first. Rarely go for a minion unless one sneaks away to cause trouble. -

AoE immobs arent very good to begin with and personally prefer the single immob as a pseudo dmg dealer at first and then either take the AoE later on or respec the single out for the AoE.
Good for setting up containment + keep baddies in ur RI/EF clouds
Note that the AoE tends to get you quite the aggro

ah, I forgot to say... I did actually respec the AOE into my build at lvl 32ish, before it was just too endurance hungry and far too dangerous for me to use! -

Block of Ice + Chilbain = Held + DoT Damage, I love this combo, as the DoT is doubled, 'coz of Containment.

great guide that you've linked - makes for interesting reading..
I don't think AOE immobs are bad... particularly with Ice Control where you can use your AOE hold (Glacier) and then hit them with the AOE Immobilize. Held + Group double DOT damage is very nice imo
Once you hit the 40s this gets even better if you take one of the AOE attacks available from the epics. You can take down an entire mob singlehandledly very very quickly... -
you would have to perfect knocking anchors into the right place in a mob to keep them debuffing the perfect group of bad guys... I can see this being almost impossible as you'd probably accidentally kill your anchor while trying to manouver him into place

I've seen AVs fall over a lot as well - quite often when an AV is getting close to death and has been almost chain held for a bit it will often just take a scrapper/tank with air super to get them falling over. Not ice slick tho - never seen that make them fall over

The knockdown doesn't work against AVs - but I think the slow effect does (or at least it seems to... of course it could be a combination of Siphon Speed and Artic Air as well).
