hey there. Individual builds unfortuantely suit different play styles. I am a real team troller, and I like to keep out of melee range. Almost never solo. I am also not a big fan of artic wind.
Here is my build - modify to ur needs!

01 Ice block - 1rech 2acc 3hold
01 Radiant aura - 3heal 1EndRed
02 Chilbain - 1acc 2immob duration
04 Radiation Infn - 3def debuff 1rech
06 Hasten - 3rech
08 Shiver - 1acc 1EndRed 1rech
10 Acc Metab - 3rech
12 Ice Slick - 2rech 1range
14 Super Spd - 1EndRed
16 Stealth - 1EndRed
18 Energ Field - 3EndRed 1range 2rech
20 Hurdle -1Jump
22 Health - 1heal
24 Stamina - 3EndRecov

Thats where I am at the moment. I skipped Frosbite - find its too heavy on End and not much use in teams anyways. Single immob more end efficient and better control (ie i can choose targets)
Instead of the Fitness pool; i had taken frostbite and grant invis - but started to have End problems is sustained battles. Respecced to above.

These are my thoughts for over 24

26 Glacier - 1acc 2rech 2hold durn
28 Combat Jump
30 Super Jump - to counter lack of vertical travel power
32 Jack Frost - very impt!!!!! 3rech 1acc 2 dam
35 Acrobatics - resist knock downs
38 EMP Pulse
41 Conserve power
44 Temp Invul
47 Power Boost
49 Mutation

Many thanks to Lopp Syded fantastic Ice/Rad Controller Guide
Hope this helps

btw travel power is individual choice! u can use the tp friend to self tp route (still 2 power choices as it were)

I sort of forced myself into super spd - ok at low lvls, but lack of vertical options is a prob.

If you need a VERY good guide for how to play you're primary: check out this beauty: http://boards.cityofheroes.com/showf...52#Post4010952

I use this as my Ice Control Bible, and it is BRILLIANT. And it will echo the previous poster in saying AoE Immobs are bad, generally...

Block of Ice + Chilbain = Held + DoT Damage, I love this combo, as the DoT is doubled, 'coz of Containment.

great guide that you've linked - makes for interesting reading..

I don't think AOE immobs are bad... particularly with Ice Control where you can use your AOE hold (Glacier) and then hit them with the AOE Immobilize. Held + Group double DOT damage is very nice imo

Once you hit the 40s this gets even better if you take one of the AOE attacks available from the epics. You can take down an entire mob singlehandledly very very quickly...

Hurrah!! for the fire epic

AoE immobs arent very good to begin with and personally prefer the single immob as a pseudo dmg dealer at first and then either take the AoE later on or respec the single out for the AoE.

Good for setting up containment + keep baddies in ur RI/EF clouds

Note that the AoE tends to get you quite the aggro

ah, I forgot to say... I did actually respec the AOE into my build at lvl 32ish, before it was just too endurance hungry and far too dangerous for me to use!
