Ooooo... this new addition looks like it will, indeed, kick many a hinder. I've seen it stated that it won't be in Issue 3. Are we looking forward to it in Issue 4? Or is it likely going to go live in a later release?

heh, yeah some of thos are correct and some aren't.

villains DO use invis and stealth, look at the knives or artemis.
taunt and confuese powers, no they don't have that they don't work.
but they do have powers out of level and with different damage modifiers: death shamans use gloom, except its high damage instead of moderate. Villains aren't restricted by At's or the AT damage modifiers.
Being CPU controlled, means they ract faster, work more efficient, and get attacks of at moments we wouldn't because we are too slow.
In the end this offsets, one to the other.
Having villains disregards the mechanics of a certain power is crap, imo.

Sorry, but the powers foes use may resemble similar powers that heroes use, but it's been stated before that they are not the same powers.
They just use the same animations because it's easier, and also because it gives us as players a reasonable idea of what the particular glowy effect a mob in particular is displaying at a given moment will mean. -

Teleport now as it stands kind of sucks. I hope they improve it.. by increasing its range (100 yards is kind of lame), you should be able to port anywhere on the map... if they ever did make that change, they should increase the cast time.. or the recast time so you dont exploit it popping around the map almost instantaneously.

Teleport is fine. Porting anywhere on the map would be an interface nightmare as opposed to the simple and versatile Teleport we have now. If you don't like it, that's what respec is for. -

They really should make it so that you only get credit for a kill only if you get XP, otherwise, yeah the low level zones will have these level 50s killing all the greys just for a name on the kiosk. I feel bad for the lowbies....and what's the point of those kiosks?

Agreed. If you get zero XP for it, you shouldn't get credit on the listings for it. -

Never happened in the universe of City of Heroes. Probably because superpowered beings have been around since at least the mid-30's. And they've definitely been accepted by society since the Citizen Crime Fighting Act of 1937. -

I believe someone mentioned to me that Babbage spawns every four hours in Boomtown... but that actually seems like a rather highe estimate to me. -
A man in simple cargo pants, boots, and a t-shirt, sits in the forest of columns watching as people pass by unaware that just a few yards away a meeting is about to take place at right angles to their reality.
Inside City Hall... but not inside it... he sits. And then a voice speaks behind him, muffled slightly by the green cloth wrap over the lower part of his face.
"Can we make this quick? I don't like spending more time in unstable constructs than I can help."
"It isn't unstable, Bear. I built it off of very solid pre-existing probabilities."
"Nevermind, let's just meet the new guy and get it over with."
The Episkopos nods and stands. "There's his targeting signature. Summon him whenever you want, I've already given him a preliminary briefing."
The masked man runs a grip-gloved hand through his stark red hair and then holds his hands to his sides. They glow with the focused power of his teleportation device as it processes the data on his target. And then as it locks on he raises his fist to bring the target to him.
The Episkopos adjusts his glasses and greets the newcomer. "Rhythm, I'd like to introduce you to the daring Forebear (Loaded). Bear, meet the Wizard of Rhythm."
"Hail Eris and 'zup me roadies?"
Not missing a beat the masked man replies, "All Hail Discordia and I'm not your 'roadie', Brother Rhythm."
The Episkopos chuckles. "Now now Chaplains, no need to bicker. Rhythm, you remember what we're trying to accomplish today?"
"Yep. You two are gonna put out Eristic Vibrations into the universe I'm based in while I go out and meet the... interesting lot it attracts, and hopefully find a few kindred spirits to hook up with our band of adventurers."
"You got it, now get out there and mingle with the populace while we begin in here."
Rhythm flashes then virst a thubs-up, then the Numeral V sign (often mistaken for a peace sign) before turning to the disembodied door and exiting through it.
And that is why a young man with wild dark green hair, similarly tinted sunglasses, tight buckled gray leather pants and boots, and a mystical symbol upon his black and white baggy shirt, comes through the door into the main entrance of City Hall looking a bit disoriented. (Through a Mobius effect, going OUT the door in the para-space brings you INSIDE the building.)

He sticks his thumbs into his jewelled belt and goes out into the bright sunlight of Atlas Plaza. -
If I recall correctly from my own Spines Scrapper, the spines do not retract, but instead disintegrate and crumble off.
It would then make sense that the spines are not piercing through the skin when they appear, but rather growing off of it. Of course, if it were merely a skin growth they would tear your own skin off long before causing damage to an opponent. So the growth must be on many layers from the surface down to the bone.
