Sure, but I don't see the point of playing a game for "material gain", which is only monopoly money, if it is not fun, and the amount of fun is not proportional to the level of material gain. -
It's not entierly obvious (from the data) that the effect is only applied if you complete a combo.

HOs/SHOs are not available through the merit system. -

That's where you have it completly wrong though. You are treating merits like they are the only reward in the game, not a very minor one, much less significant than xp or inf.
If merits are all you are interested in, you will just do TFs, they give far more merits per hour than story arcs, the system is heavily weighted that way.
The story arc merits are simply there for people who are unable to do TFs for whatever reason. -

Have you ever played this game?
You do not get an EB at the end of an arc
You get whatever the mission specifies. If it is a boss, it is downgraded to an Lt on heroic. It it was an AV (and you get very very few of those at low level) it is downgraded to an EB. A very very small number of missions have a natural EB in them. When the do crop up it is not always at the end of an arc.

I have edited you posts to show the posts that are blatently untrue - regardless of context. I edit the post to show which points I am responding to - to put what I say into context.
But to make your pssition clear, simply answer these simple questions:
1) Are Shields more expensive to run than any other defense sets? If so, which ones?
2) Does Ice Armour have an S/L toggle?
3) Is CoX a single player game or a multi player game? -
I quite like Eden, one of the first TFs to get an awsome map. ITF and LGTF are well worth doing for good story, interesting battles and unique maps.

It's shown on "view info" in game. The last power in the combo shows the effect of the combo in it's details.

Do PuGs ever "try Eden for fun?" I mean, personally I'd rather have teeth pulled than ever go near it again, but when I did, it was a "get a load of friends together for an Eden Trial" kind of thing not "oh, I think I'll form a PuG and do Eden for fun."

I've done it in PUGs for fun a couple of times.
Personally, I don't understand why anyone would do something in the game for any reason other than for fun. -
I think you are seriously overvaluing merits.
Merits can be exchanged for recipes. Recipes are an entierly optional part of the game, that many players don't even bother with. Most set bonuses have only a marginal effect on performance.
Everyone need XP. Everyone needs if, but merits are comepletly ignorable. -

I'm begining to think you can't read. You are the one who implied it was impossible to run shields without QR. Clearly Ice armour does not get an end recovery power until level 26. At which point you will be running your S/L Shield (0.26 end/sec), Wet Ice (0.26), And, situationally, Chilling Embrace (0.26) and Glacial Armor (0.26). I can assure you it is quite playable without end recovery.

Which is all balderdash, because:
1) The end cost is low compared to other defense sets.
2) the game is not balanced around being able to solo EBs at level 20.
3) As thinks stand, Shields doesn't rock at any level, it is weak at low level and weak at high level. -
No, Hide would be changed to a Stealth power. Smoke Flash would probably be turned into Smoke Grenade.

Yeah, MMs are one AT I thought would do well, since thier PPPs where pretty sucky to start with, but how is it going to encorage people to choose a wider range of sets if wone of them has Power Boost, and the others have sucky melee attacks?

That's the rub though, the real numbers don't actually show any damage debuff, and I have yet to see any comments to suggest the real numbers are wrong.
It would have to be pretty substantial debuff to make it a "keep on at all times" power anyway. It would have to be -30% damage to offer as much equivelent protection as Deflection, and at that level, it would blow any argument that Shields is defensively weak out of the water. -
There are also conceptual reasons why some powers might be taken over others.
Consider Conserve Power. This power is so bland it could fit with pretty much any character, from Natural to Magic. Take Shooting a jet of fire from your finger tips. How many character concepts does that fit with? Far fewer, I'm sure.
IMO, this is badly implemented change, that will tick off an awful lot of people.
they should have either:
a) Only replaced a very small number of extremely unpopular powers
b) Gone to the little bit of extra effort and added a 5th power to each set. -

Er, yes. I don't know any tanker who doesn't. You may have notcied Ice doesn't get Quick Recovery, ony WP gets that. No other tanker set gets end recovery so early, and guess what, people have been playing them for years without crying. And if they skipped thier S/L defence or resistance they would certainly be crying, or thier team would. You really seriously do need to learn to play.

What you are trying to do is play the game in a way that it was never intended to be played, and then, when that doesn't work, you are saying that the game is broken. -
I think the point about the dated sound is valid. It's probably something that could and should be updated, but it never seems to get mentioned on the suggestion board (only specific power effects).

That's just because you are still low level. You will have lots of attacks later. Same goes for the mobs.

You will soon encounter more challenging foes though.
Also, mobs scale with team size, so it's not uncommon to be fighting 16 mobs at a time if you are teamed.

It's taking it's stylistic cue from the rather sanitised world of silver age comic books. Gritty and visceral is simply not this game's style.

Wasn't considering using Shields with SS. Would seem to be an anti-synagistic combo. Shields/Dark for me.

Big difference between 20% and 90%!
And unstoppable also drops your toggles (ok, not 100%). OWTS won't if you keep you eye on your end bar.
