    These are only issues if you proliferate it blind.

    There is no reason Rage has to use the standard Scrapper value. Keep it at 80%. The damage buff for Staff isn't higher for scarppers, so it isn't unprecidented.

    As for KOB crits, these could be modded in a similar fashion to KB Concentrated Strike or stalker Energy Transfer - instead of the crit doing bonus damage, it could have a different effect, such as instantly refreshing the cooldown on the power.

    My magic 8 ball says Spines proliferation in issue 24.
  3. One thing I'm not to keen on is the idea of extending the Eternal Prison/Talons storyline. I don't care for the talons as a villain group.

    I know plenty of blastless blasters. It's a perfectly viable way to play. There will be more come Martial Combat.
  5. I'm more inclined to the opinion that the Battalion are aliens who pass themselves off as angels, rather than the real thing...

    Anyway, I've been trying to find what Prometheus says about the Battalion, but I think I must have read it on the beta server, so I will say no more on the matter for now.
  6. I think there are really two main ways to go. Either a Blapper with all the melee attacks, in which case you want a primary with no redraw and Aim; or you could do a ranged build and focus on the utility powers in MA to keep your distance.

    Yes it's confusing. But It's not new. For example, Angus McQuinn's arc takes place before RWZ, but is higher level, and has been like that for a long time.

    When the game first appeared, the game world was static and time progressed through leveling. But the current set of developers have pretty much thrown that out the window, and have gone for a game world in which time advances in tandem with the real world. This inevitably means content becomes out of date, but there simply isn't the resources (not to mention how much QQing happens if content is removed) to update everything to reflect the dynamic game world. So only the most important changes are reflected in changed content. But the Faultline Arc happened in the past, as did the RWZ arc, Darren Wade's arc, and the rest.
  8. That's not WHY it was done.

    It was done because the game can't distinguish between healing buffs and resistance buffs. So, to prevent both aspects benefiting from both types of buffs, powers that buff healing and resistance are flagged as unresistible.

    This mostly affects self heals because afterToxic damage was added to the game Castle went round adding Toxic resistance to the self heals of defence sets.

    The Battalion are pan-dimensional and have been around a long time. You can learn this from Prometheus.

    But yes, they have become more of a threat to Primal Earth, because Primal Earth now has lots of Incarnates, and the Well has grown more powerful. You can get this from Prometheus too.

    A very elitist attitude. Players should be allowed to play how they like. Teamless Defenders gain a damage bonus, petless MMs should get a similar bonus.

    Anyway, you are wrong. The attacks are part of the MM primary, giving them exactly the same status as pet powers. Who are you to dictate that three primary powers are the "right" way to play, and three others are the "wrong" way to play?

    Actually, it says "their last action was against the Battalion". It does NOT say they won (although I assume they did).

    It does not say HOW they won. However, one thing is certain: it has NOTHING to do with superior technology. The Battalion are a cosmic level threat, completely beyond any technology, just as incarnates are beyond tech origin heroes. If this wasn't case, it wouldn't be a Coming Storm, it would be a Coming Light Shower.

    For the Battalion to be a serious threat to Paragon, the Rikti must have won because of what is different about them, or they could be defeated just as easily by Paragon. What is different? No Magic, no gods.

    How does this connect to the Well? Prometheus, when asked about the Battalion (and this hasn't been added to Pargon Wiki yet) tells you that they gain power from Wells. He explains that they will be difficult to beat because Paragon has so many Incarnates (hence all the heroes that try to stop you in Mender Ramil's arc). Magic stems from the Well (as do the other origins). Thus, getting rid of magic is going to affect/weaken the Well. He also mentions that there are alternative sources of power to the Well: Ascended. Rularu is one. Which would explain why Silos sabotaged Dream Doctor's attempt to destroy Rularu. His plan is to use Rularu as an alternative source of power to the Well, since the Well cannot be used against the Battalion - it only makes them stronger.

    This plays into what the developers have planned for the game: Once Omega is reached take away "Incarnate" status and replace it with "Ascended".

    For Peacebingers, the personalities merge, creating one new person out of two. That is why separation is so traumatic for both parties.

    Often, for Nictus, the Nictus personality dominates the host body, however this is not always the case.

    Well, the SSA happened, Imperious and Romulus are dead. So they should be removed under the same thinking.
    They have been taken out of the Paragon City PRESENT. They still exist in the PAST, and can still be seen via time travel (in mender Mender Silos' arc for example).

    Imperious and Romulus exist in the PAST. They cannot be found in any zones that are in Pargon City PRESENT.

    This is what I mean by players being more pedantic than developers. You are putting together two separate pieces of information written by two different writers at two different times. There is no guarantee that the current writers have done the same thing.

    Regardless, it's not a significant issue. "It was only the part of the Well in the Rikti dimension that was affected".

    So long as they are in their own dimension, they, and the Battalion, are at least partially cut off from the Well, leading to loss of magic, loss of individualism and cultural stagnation. When they travel to Primal Earth they reconnect with the Well, leading to the rediscovery of magic and a rise in individualism, and eventually, civil war and cultural change.

    Not quite, only five episodes are complete.

    The Daleks and the snow are from episode 1.

    The dinos and Neferteti are from episode 2.

    Cowboys and Cyborgs are from episode 3.

    Weaping Angels, River Song, and New York are from episode 5.

    Possibly, although I suspect the developers aren't as pedantic over the lore as some players...

    Regardless, they altered/tainted/cut themselves off from the aspect of the Well in their universe. That's the only way the could have defeated the Battalion. Prometheus admits the Battalion draw their power by consuming wells.

    It's doesn't make the "worse", no, that would be a value judgement. But everything we learn about them, including their fondness for ceremony, points to a society that was stagnating until they came into contact with Primal Humans.

    You can't reverse engineer technology that is too far ahead of what you have already. Could a very clever Roman reverse engineer a flintlock musket? Possibly. Could they reverse engineer a mobile phone? Not a chance.

    Regardless, Paragon now has pretty much everything the Rikti had, so if Rikti is so good against the Battalion, then they don't pose any threat to Paragon at all.

    Frankly, I find the idea that the Rikti where able to fight off the cosmic level Battalion because of "superior" technology utterly ridiculous, and not remotely supported by anything in game.

    I know them well. I suggest you look at them again with a more open mind, and in light of what Prometheus says (and where it is clearly indicated that he is lying).

    On the original movie, I do think it would have been better with less Arnie and Gratuitous Violence. The story really demands a more intelligent hard SF approach, and it sounds like the remake doesn't rise to the challenge.

    That's even vaguer and less informative.

    The "ideas that where being worked on" could be taken to be anything at all.

    "We are not working on any new ATs" is 100% specific, with no room for ambiguity unless you work really hard at self-delusion.
